EVALUATION AND BASIS OF AWARD - In accordance with the procedures in FAR 13.106, Soliciting competition, evaluation of quotations or offers, award and documentation, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government based on overall assessment of technical capability of the items offered to meet the Government's need, price, and past performance. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer: and waive informalities and minor irregularities in offers received.
All proposals submitted will be evaluated for:
(1) Technical Acceptability
(2) Satisfactory Past Performance
(3) Price.

In the case of a supplier without a record of relevant past performance history in PPIRSSR for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. The offeror may also be evaluated on the contracting officer's knowledge and previous experience with the supply or service being acquired, customer survey, and past performance questionnaire replies.
