PERFORMANCE WORK STATEMENT (PWS)

Applied Research for Modernizing Wetland Functional Assessment Tools Using the Hydrogeomorphic (HGM) Approach

Part 1

General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to develop web-based, streamlined hydrogeomorphic (HGM) tools and associated user guides that facilitate the rapid collection, management, and analysis of data for HGM wetland functional assessments. Specific tasks include (1) developing mobile, real-time, web-based data collection tools, (2) automating HGM data analysis to increase the speed, consistency, and reliability of results, and (3) creating data integration and visualization tool(s) (i.e., databases, interactive dashboards, results graphics) to ease data interpretation for wetland functions and optimize decision-making and documentation.

1.2 Background: The U.S. Army Corps of Engineers (USACE) evaluates the losses and gains in wetland functions associated with Clean Water Act permitting, environmental compliance and compensatory mitigation for Civil Works water resource development projects, and the planning and monitoring of aquatic ecosystem restoration activities. Methods and tools that accurately, objectively, and rapidly assess the functions and condition of wetlands are needed to inform these USACE decision-making processes. Such tools aid USACE in (1) characterizing and quantifying impacts from USACE actions, including permitting, on wetland ecosystems, (2) developing compensatory mitigation, monitoring, and adaptive management plans,

(3) monitoring the performance and success of compensatory mitigation and aquatic ecosystem restoration projects, and (4) planning wetland restoration projects.

The HGM approach to assessing wetland functions was initially developed by researchers at the U.S. Army Engineer Research and Development Center (ERDC), and was supported by partners from other federal and state agencies, academia, and industry as part of an interagency national action plan for HGM. Since the early 1990s, ERDC and its partners have developed over 30 HGM models and accompanying guidebooks for Clean Water Act (CWA) applications, with additional HGM-based assessment methods developed by others. The HGM approach is designed to be applied rapidly, provide repeatable results, and be conducted within cost, manpower, and time constraints, and without extensive specialized training or equipment of the agencies and public practitioners charged with assessing permit actions and project impacts.

While the HGM approach has proven to be an effective and rapid assessment method, the ability to modernize associated data collection and analytical processes has become increasingly important. The need to enhance the efficiency and accuracy of these assessments is fueled by current practice which often involves hand-written field notes, requires time for manual data collection and analysis, and does not allow sharing of data and analytics across the enterprise. The development of web-based, streamlined tools for rapid data collection and analysis will enable more efficient and optimized workflows, improve data accessibility and sharing, and increase the consistency and reproducibility of assessments. Web-based advancements for data integration and analytic automation translate to improved user-experience and decision-making.

This performance-based work statement (PWS) describes tasks necessary for the completion of web-based Modernized HGM Tools for Wetland Functional Assessments.
