About this file
This is a Request for Quote (RFQ) for Integrating Decision Analytics Services issued by the US Army Engineer Research and Development Center (ERDC). The solicitation seeks a contractor to develop recovery and resilience algorithms and tools connected to decision analytics, with a focus on two primary tasks: 1) Integrating Decision Analytics and Resilience in Complex Encrypted Systems, which involves developing algorithms for processing drone imagery and encryption workflows, and 2) an optional task on Decision Analytics and AI in Risk and Resilience Modeling, which aims to integrate multi-criteria decision analysis, artificial intelligence, and resilience methodologies.
The RFQ is a 100% small business set-aside using NAICS code 541715 with a $1,000 employee size standard. Quotes are due electronically by 1:00 PM CST on August 22, 2025, with questions accepted until August 14, 2025. The contract will be firm-fixed-price with a base period from September 1, 2025 to August 31, 2026 and an optional second period from September 1, 2026 to August 31, 2027. Evaluation will be based on technical approach, past performance, and price, with technical factors being significantly more important than price. Contractors must be registered in the System for Award Management (SAM) to be eligible.

PART 4
SPECIFIC TASKS
4.1 Basic Services: The Contractor shall provide services for specific tasks associated with this contract.
4.2 Tasks: Tasks consist of the following:
4.2.1 Task 1: Integrating Decision Analytics and Resilience in Complex Encrypted Systems
Scope: This task is to frame problems for integrating risk and resilience and case studies demonstrating its application to two real-world Army problems and to incorporate resilience concepts into the workflow.
The contractor shall:
1. Develop recovery and resilience algorithms and tools connected to decision analytics.
2. Review documents on advanced encryption technologies on framing evaluation and case study applications.
The approach developed in this project shall be implemented in two case studies. The first case study is to apply the encryption to an algorithm for processing drone imagery to help military forces make more informed decisions about environmental impacts of fire in post-fire and post-war regions in the US. Real-time decision making will benefit from the added encryption workflow ensuring both classified and unclassified observations are handled adequately.
Task 1 Deliverable: The deliverable includes 1) monthly status reports; 2) a white paper on methodology and tools; and 3) data and comments from the review of documents on advanced encryption technologies on framing evaluation and case study applications.
Task 1 Place of Performance: Vendors Location
Task 1 Travel: Travel is not required.
4.2.2 OPTIONAL Task 2: Decision Analytics and AI in Risk and Resilience Modeling Overview: Fields of multi criteria decision Analysis (MCDA), Artificial Intelligence (AI) and Resilience/Risk are considered to be separate and not interacting disciplines. In many practical applications the methodology and tools used in these fields need to be integrated either at methodological or solution levels. The need to connect are especially acute in systems operating under disruptions. For example, Cyber/Energy systems at military installations are affected by natural disasters and adversarial attacks. The threats posed by hazards (either natural or manmade) are typically addressed separately for modeling purposes. However, as military installations deal with diseases into the hurricane season, there are growing concerns about the heightened vulnerability of installations. An integrated approach is needed to quantitatively model the complex interactions between this as well as other combinations of hazards and methodological applications.
The contractor shall:
1) Assess the current state-of-the-art in integration of AI, MCDA, and resilience in applications
2) Develop a framework to systematically account for interactions by altering inputs and parameters of existing models and properly combining their outputs to inform decisions regarding a unified response for relief efforts.
Task 2 Deliverable: The deliverable includes 1) bi-weekly status updates; 2) monthly progress reports; and 3) 4-8 page white paper.
Task 2 Place of Performance: Vendors Location
Task 2 Travel: Travel is not required.
