The following questions and answers are provided for informational purposes only:
Question 1: I am reviewing sol#W912HZ24R0025, and I would like to know what is this solicitation rated at as far as subcontract limitations? Is this a 50% limit or specialized service 75% limit?
Answer 1: For services, it is 50%.
See FAR 19.505(b)(1)(i)
For a contract or order assigned a North American Industry Classification System (NAICS) code for services (except construction), the concern will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the concern's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
Question 2: We are a Women-Owned Small Business (although not certified) located in south Mississippi. Is there any chance this solicitation will be extended outside of the SDVOSB set-aside?
Answer 2: No, as stated in the solicitation, this requirement is set-aside 100% for Service- Disabled Veteran-Owned Small Business.
Question 3: Do you all have an allotted time frame (start/end time) for the site visit?
Answer 3: Please reference the solicitation, page 30, Section H.1 for the required check in time of NLT 8:45am CST and start time of 9:00 AM CST. There is no set end time.
Question 4: Could you please provide information on the current incumbent for this contract, including the contract's number, expiration date, and whether the Contracting Officer's Representative (COR) intends to retain the existing key personnel?
Answer 4: Current Contract Number: W912HZ20C0002. Expiration Date: 31 October 2024.
Key personnel listed in the solicitation shall be proposed by each Contractor. It is the contractor’s responsibility to ensure that proper staffing levels are implemented to accomplish all the requirements of this contract.
Question 5: If awarded, what will the start date be?
Answer 5: Start Date: 01 Nov 2024
Question 6: Regarding the scope of "Preventive Maintenance and Monitoring of Critical Equipment," is this performed daily across all 80 buildings, or is there a cycle in place where preventive maintenance is conducted according to specific time frames and priorities per building? Additionally, is there a current priority plan in place, and what criteria are used to set these priorities?
Answer 6: Please reference the solicitation, page 12, PWS Section 5.2 PREVENTIVE MAINTENANCE MONITORING OF CRITICAL EQUIPMENT. Monitoring of Critical Equipment is performed daily, 365 days a year, including weekends and holidays for every piece of equipment on the Critical Monitoring List. Preventive Maintenance is to be performed per manufacturers recommendation and industry standard but the schedule to meet this requirement is up to the prospective bidder pending government approval.
