The following questions and answers are provided for informational purposes only:
Question 1: Weather sensors and instrument box is to be attached to 10ft aluminum tower, which will then be mounted on the bridge deck shown in the photo.
Answer: Weather sensors and instrument box will be attached to the bridge, the 10ft tower will not be possible due to proximity to the airfield. The weather sensors can be installed at or slightly higher than the bridge railing.
Question 2: Radar sensor will be cantilevered off the bridge deck to monitor water level (any vegetation within the sensing view of the radar sensor will have to be removed prior to installation).
Answer: This assumption is correct.
Question 3: Camera will be mounted in such a fashion as to view and photograph the bridge pier to visually record water height using the pier as a staff gauge.
Answer: This assumption is correct.
Question 4: Since the 10ft tower cannot be utilized to mount and support the sensors and instrument box we will need to mount everything to a mast. How high can the mast protrude over the top of the bridge railing?
Answer: For the purposes intended, it should be level with the railing.
Question 5: Can you provide any engineering drawings of the bridge so we can fabricate any special mounts/fittings?
Answer: Please see enclosures and mounting components listed in the DOR for the required equipment.
Question 6: How do we get access to the underside of the bridge to mount the camera, which will be aimed at the bridge pier? Will the promised support personnel provide a man lift or is the field of view sufficient from the deck of the bridge that the a camera placed on the deck will have an unobstructed view the bridge pier?
Answer: The government will provide equipment mutually identified as necessary to accomplish the installation.
Question 7: How is the bridge constructed? Can we drill into concrete or will be have to make attachments to metal?
Answer: Minor drilling may be permitted.
Question 8: What about data collection? I will assume that we have the latitude to program the station according to hydrological best practices. But do we need to include any alarms and how do we send these alarms (email, text)? How often will photos be transmitted to the server?
Answer: Yes, we will look to the Army to provide best management practices. Yes, we will provide notification thresholds to be received by text and email. Photos will only be necessary during flood events.
Question 9: We will offer our standard technical support during business hours here at Campbells, but anything else (like onsite visits) will be billable.
Answer: Understood.
Question 10: Is a CA general contractor’s license (or any other licenses) required to do the associated work?
Answer: No.
Question 11: Will the bridge/road need to be shut down while the work is performed? If so, will this be handled by the base or will that need to be handled by us?
Answer: No.
Question 12: Related to item 3, is access to location under the bridge? Is this accessible via a vehicle? Accessible via walking (easily or significant bush whacking)?
Answer: Accessible by walking. Minor clearing can be provided by the government with enough advanced notice of installation.
