Description of Requirement Atmospheric and River Elevation monitoring Equipment Purchase
The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) at Waterways Experiment Station requires highly accurate, reliable measurements and observations of river water levels and atmospheric conditions of the Santa Margarita River at the Marine Corps Air Station (MCAS) Camp Pendleton, CA. To accomplish this, the following is required:
1. Equipment/Software: The monitoring equipment necessary for this project includes the ability to measure water surface elevation from a given datum, camera for visual monitoring, lighting in support of the camera and existing staff gage, datalogger, and weather station. A software package is required for data retrieval and monitoring of equipment health. The data will be generated by the datalogger and sensors and communicated by the cell modem. Additionally, A physical gage was painted on the bridge pier recently, therefore a video and light are requested so the physical gauge can be seen at night (See Figure 1).
2. Initial Programming and Installation: The contractor is responsible for initial programming and installation of the equipment. The weather station and radar sensor are to be installed on a bridge that runs over the Santa Margarita River at MCAS Camp Pendleton, CA. ERDC personnel will be available during installation.
3. Technical Support: The contractor is required to provide technical support through the system’s design life. This includes telephonic and/or virtual technical assistance if needed to ensure equipment is fully operational.
Basic equipment and ancillary components necessary to meet the above requirements are as follows (components denoted with an asterisk will be delivered to MCAS Camp Pendleton):
