SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
Q&A
Q1. Are the below the only clearances required? Can the clearances be obtained after Award Notice, but before production begins?
1) OSHA 10 for General Industry
2) OSHA 30
3) TWIC clearance
4) What is the "government secret clearance” referred to on page 7?
A1. All required clearances are outlined in the Performance Work Statement. It would be preferred that the vendor have OSHA 10 and 30 training in advance, but it's not required. TWIC clearance is required in advance. TWIC has background check component that needs to be assured before awarding a contract. The qualifications state TWIC or government secret clearance will be required.
Q2. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?
A2. This is a new ERDC requirement. Therefore, there is no procurement history for this action.
Q3. Whether companies from Outside USA can apply for this? (like, from India or Canada) A3. Refer to FAR clause 52.225-13.
Q4. Whether we need to come over there for meetings?
A4. Travel requirements are outlined in the Performance Work Statement.
Q5. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) A5. Refer to FAR clause 52.225-13.
Q6. Can we submit the proposals via email?
A6. Submission requirements are outlined in the Proposal Prep Instructions.
Q7. Is USACE willing to sponsor the winning contractor to gain Secret clearance? We currently do not have this level of clearance and would like to know if that automatically rules us out of competing for this contract.
A7. See A1.
Q8. Can you please consider extending the RFP deadline date?
A8. The deadline has been extended to 11 February 2021.
Q9. Regarding the 360 VR component of this PWS, will the deliverables be required in 360/VR, standard video, or both?
A9. Both 360/VR and standard video deliverables are needed.
Q10. In regard to Task 1 and Optional Tasks 2 & 3 where it states “All videographers having high-level security training for operations in BSL II and BSL III greenhouse and phytotron facilities.” How would you like us to demonstrate BSL ii and BSL iii training? Is there training specific to each lab and therefore provided on-site prior to entering the facility?
A10. Please include any biosafety training documentation for consideration. Security clearance documentation would also be helpful. Finally, reference/description of any previous work in BSL facility would be helpful information.
Q11. Regarding if the production crew will be entering areas requiring decontamination: What is the decontamination procedure for personnel and equipment? Will protective gear be allowed to cover sensitive electronic equipment and if so, what are the required mil-thickness specs for that protective gear?
A11. Personnel will have to change into full body covering suits before entering the lab and remove the suits before exiting. Any equipment entering the BSL III lab will not be allowed to exit the lab. Bluetooth or wifi file transfer will be required to move video data out of the BSL facility. All equipment will be destroyed as part of the decontamination process.
Q12. Can you please clarify from page 7 “the contractor must use private video hosting platforms, hosting 360 degree views and virtual content that can allow the R&D teams to capture demographics on who is watching their video content, and provide analytics about who is watching and what parts of the video are being viewed.” Are you requesting the creation of 360 video or are you requesting a hosting service that offers analytics?
A12. Secure hosting for both standard video and VR content is required.
Q13. Can you please clarify: Any equipment entering the BSL III lab will not be allowed to exit the lab. Bluetooth or wifi file transfer will be required to move video data out of the BSL facility. All equipment will be destroyed as part of the decontamination process. Are you saying, when filming in a BSL III lab we need to destroy our equipment after filming and transfering footage via bluetooth or wifi?
A13. Any video production equipment that enters the BSL facility will not be allowed out. That equipment must be treated as disposable.
Q14. If the TWIC clearance is in process as of the date of quotation submission, would this be regarded during the review process? And furthermore, considered for contract award?
A14. No. Depending on background check, TWIC clearance is not guaranteed.
Q15. Approximately how much V/R will be involved in the video production? Would you all want the V/R to be integrated within the docu-series videos, or as its own singular production as one of the shorter 5-minute promotional videos?
A15. V/R will be pursued as needed based on communication needs. It can be a stand-alone item.
Q16. Would you please elaborate more on the answer of all equipment being destroyed once the bio lab III has been exited? Being as though cameras will likely be positioned on a mono, tripod, or gimbal, we would need to know exactly how much equipment will need to be disposed of after production.
A16. Tripod and camera should be sufficient.
Q17. How many locations will the bio lab III video production occur? Currently, there are 4 locations that are listed as potential production locations, would we be entering a bio-lab III at each location? or less?
A17. Consider that each location will have a BSL III production requirement.
Q18. Aside from personnel OSHA training and TWIC Card obtainment, will there be any governmental licensing/permits required to film at any of the research sites?
A18. No.
Q19. How do you prefer offerors submit video samples of work? Do we provide a download link to video files posted online to Google Drive, Dropbox or Vimeo?
A19. Vimeo is preferred.
Q20. In Mod 003 the answer to question 11 reads, “Any equipment entering the BSL III lab will not be allowed to exit the lab. Bluetooth or WIFI file transfer will be required to move video data out of the BSL facility. All equipment will be destroyed as part of the decontamination process.” Just to clarify, the actual cameras used to capture HD, 4k or 360 video would need to be brought into the lab, and while transmission of footage to a nearby recorder OUTSIDE of the lab is possible, are you saying that the cameras would not be allowed to be removed from the lab and would need to be destroyed after filming? Should this be included in our budgets? This would add a great deal to the production cost, with an acceptable-quality camera costing several hundred to several thousand dollars, depending upon the specs.
A20. Equipment consumed by the video production process should be included in the production budget.
Q21. Until what date will you be accepting additional questions on this solicitation?
A21. Questions will be accepted until 5:00 PM Central 5 February 2021.
Q22. If we need to have clearance to win the bid, how long does it take to get a TWIC clearance?
A22. You’ll need to contact administrators of TWIC clearance checks for that information.
Q23. For samples of work videos, is there a time limit to how long you want these to be? Should it be a single video compilation or individual videos for each project sample?
A23. Concise is best. Compilation or individual is fine.
Q24. For the OSHA 10 and 30 training, are you requiring that all members of the production team (those filming on-site at the labs) need to get both OSHA trainings, or just the supervisor of the team?
A24. All.
Q25. Just to be clear, do contractors need to have TWIC cards for their production team in-hand when they submit their proposal or to even be considered for award? This is an investment of $450 plus employee time (for three employees), which is not insignificant for a small business such as ours, so an immediate answer to this clarification would be very much appreciated.
A25. TWIC is an immediate requirement. There’s no guarantee that a TWIC will be granted, after the contract has been awarded.
Q26. Is this summary for travel and production for each task per RFP correct (below)? If not, please clarify what is expected for scout and shoot visits and the final products.
Task 1:
-In person planning trip to ERDC Vicksburg -2 to 3 person film crew to make 2 to 3 visits to UC Davis @ 4 days per trip
-15-25 minute documentary style piece and a 5 minute promotional style piece
Task 2 (optional):
-In person planning trip to ERDC Vicksburg -2 to 3 person film crew to make 2 to 3 visits to NC State @ 4 days per trip -15-25 minute documentary style piece and a 5 minute promotional style piece -Plus supplemental web-based communications sessions to supplement in-person visits with the EGSB and R&D teams to facilitate video/multimedia production.
Task 3 (optional):
-In person planning trip to ERDC Vicksburg -2 to 3 person film crew to make 2 to 3 visits to Penn State @ 4 days per trip -15-20 minute documentary style piece and a 5-minute promotional style piece
Task 4 (optional):
-3 Multi-media (VR / 360?) Promotional productions (5 minute duration each)
-In person planning trip to ERDC Vicksburg -1 to 2 person film crew for 1-2 days for each video at ERDC Vicksburg, MS
A26. Travel is expected as described above.
Q27. Please give us more detail on what will be included in the videos. Will there be interviews or other footage shot OUTSIDE of the biolabs? Or is all footage from within these labs? Can we assume that all interviews will be handled inside the labs as well — or might we do interviews outside the BSL 2-3 environment (which would allow us to use a higher end camera and lighting gear that would not need to be disposed of)?
A27. Yes, interviews will be required. These will occur outside of the BSL labs. There is a large amount of additional lab work that occurs outside of the BSL labs that will also need to be captured. That work will not require any loss of equipment.
Q28. Optional VR / 360 videos: Can you give us an idea of the duration and complexity of each of these videos?
Complexity of VR v 360 video experience? For example, will there be any footage shot outside of the BSL 3 labs (establishing shots of the various research facilities; plants growing in the field; etc. Might we want to film establishing aerial shots of any exterior environments? Should we assume that a VR camera will need to be used in all 4 BSL 3 facilities…and that they be disposed of as well?
A28. VR material will be brief. If it’s a VR interactive, it will be a simple 1 room environment. If VR video, it will be short format 2-5min. The VR material will most likely be developed outside of the BSL facility. Aerial imaging is no required.
Q29. Can we assume that these VR videos would be filmed on separate trips to the various facilities (since it states that production of the optional pieces are contingent on successful production of the required videos first)? As this adds to additional travel related production costs and overall filming inefficiencies, we wanted to confirm what was envisioned.
A29. Assume multiple trips per performer team.
Q30. Is there network cabling between the labs and rest of the facilities, which would be able to be used for file transfers vs. Bluetooth?
A30. Assume there is no network cabling.
Q31. Per your request to provide sample videos of previous work that demonstrates ‘techniques and ability to generate videos as outlined in the PWS...’, are you specifically looking for samples of 15-25 minute doc style and 5 minute promotional style pieces? Will you accept an excerpt vs an entire long form piece? Are you looking for a sample of VR or 360 projects?
A31. Per your request to provide sample videos of previous work that demonstrates ‘techniques and ability to generate videos as outlined in the PWS...’, are you specifically looking for samples of 15-25 minute doc style and 5 minute promotional style pieces? ANSWER: Yes. Will you accept an excerpt vs an entire long form piece?
ANSWER: Yes. Are you looking for a sample of VR or 360 projects? ANSWER: Yes.
Q32. The SF 1449 provides space for pricing for labor, travel and ODC for Tasks 1-4, but not for optionalVR/360 production services and outputs for the 4 sites. Should we add lines for those numbers to the form?
A32. Develop the budget as needed to represent the work, products and cost.
Q33. VR and 360 video are often used interchangeably, but in reality they can be quite different (eg a fully digital and / or digital world overlayed over video experience versus a 360 degree video experience/tour of a space). Are you specifically referring to a 360-degree video viewer experience, a Virtual Reality experience, or both? Since complexity of the viewer experience can vary (along with the price), can you give us an example / sample of the complexity of these experiences that you envision?
A33. VR material will be brief. If it’s a VR interactive, it will be a simple 1 room environment. If VR video, it will be short format 2-5min.
Q34. The Solicitation states: “The contractor must develop multiple messages and unique points of view for each R&D team targeting specific audiences. The contractor will need to provide all-in-one service to meet multi-media needs such as video, virtual reality, social media postables, and print and logo design. The contractor must use private video hosting platforms, hosting 360 degree views and virtual content that can allow the R&D teams to capture demographics on who is watching their video content, and provide opportunities for analytics about who is watching and what parts of the video are being viewed.” Question: Per above, does this assume there will be a VR / 360 video produced for all 4 locations or are these only Vicksburg content (per Optional Task 4)?
A34. Assume that 1 VR content item will be required for each location.
Q35. After task 1, all additional tasks are called ‘optional.’ To be clear, does this mean that only the task 1 video is guaranteed within the awardee’s contract?
A35. Yes. At least one task will be funded. The number of performer teams is managed by our sponsor, so some performer teams may not move forward for video production. Task costs should be independent of one another.
Q36. Please confirm all planning trips for all videos are to Vicksburg, MS vs to the eventual shoot locations? If all Vicksburg, can we assume the 2-3 day shooting visits at locations includes scout time?
A36. Planning meetings will be at the performer team’s locations. Task 4 will be visits to Vicksburg, MS.
Q37. RE Task 2 it states: "Plus supplemental web-based communications sessions to supplement in-person visits with the EGSB and R&D teams to facilitate video/multimedia production." Question: this is not included in the performance requirement summary matrix, pg. 11 / 32 of RFP. Please clarify if this is indeed a deliverable.
A37. These are standard communications with us to discuss project development & progress.
Q38. I was wondering if you could tell me when the award date is for this RFP. We are a newer agency and want to make sure we have enough time to acquire any necessary clearances and certifications.
A38. Target award date is 31 March.
Q39. Could you provide any more information on the 360 degree views and immersive experience? Will that equipment need to be disposed of like all other equipment?
A39. This will depend. It’s likely that a camera and tripod are not expected to exit the BSL3 facility without being autoclaved. This may include a standard camera or a 360 degree camera. It depends on what is decided as the best communication method for the production.
