PERFORMANCE WORK STATEMENT
Environmental Genomics and Systems Biology Team Research and Development Performance Work Statement
Introduction
The project work statement describes the type of research required to meet the needs of the US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) Environmental Genomics and Systems Biology Team (EGSB) in execution of its mission.
Overview The EGSB team requires rapid, goal-directed, persuasive video and multi-media production based on a systematic approach to provide on-target messaging to critical audiences in industry, academia, government, and to the public.
The contractor shall have safety certifications or the capability to obtain certifications for OSHA 10 and OSHA 30 and shall have obtained a Transportation Worker Identification Credential (TWIC) which is a security threat assessment (background check) for workers who need access to secure areas. The contractor shall be working in areas that are classified as Biosafety Levels (BSL) II and III. The videos will be produced in areas where active laboratory-based experimental research and development (R&D) efforts are being conducted to transiently enhance crop traits by delivering novel, protective genes via modified plant-viral constructs that are delivered to target plants by a mobile insect vector. The goal of the video production effort is to provide the EGSB team support in developing custom-tailored instructional, educational and/or promotional video and multimedia content to assist each R&D team in communicating their plant trait enhancement technology to target audiences.
Task 1 The contractor must develop multiple messages and unique points of view for each R&D team targeting specific audiences. The contractor will need to provide all-in-one service to meet multi-media needs such as video, virtual reality, social media postables, and print and logo design. The contractor must use private video hosting platforms, hosting 360 degree views and virtual content that can allow the R&D teams to capture demographics on who is watching their video content, and provide opportunities for analytics about who is watching and what parts of the video are being viewed.
In this task, the contractor will develop the content and full production of two videos providing commercial-quality audio, video, graphics, and animations needed to appropriately communicate the teams’ message. The first video will provide a documentary style informational/educational production providing an engaging narrative describing the purpose, demonstrated result, areas of application, and transition potential of the R&D team’s new technology toward a designated target audience. The second video will provide a promotional production to provide a compelling high-level pitch of the most significant technological innovations, breakthroughs, and benefits with the target audience being corporate executives, decision-makers and stakeholders. The videos shall be structured to be effective for in-person client briefings as well as communicate effectively as stand-alone tools for technology mass marketing.
The task includes:
1. Planning sessions with performer teams
2. Production company-facilitated message development and audience pinpointing
3. Narrative development for persuasive message conveyance via Video/Multi-media
4. Storyboard development for Video/Multi-media
5. Facilitated story-board review and editing with all clients
6. Immersive experience – Virtual reality (360 degree view) production
7. Provide high end graphics and animation services for video, web and multimedia production
8. All videographers must have high-level security training for operations in BSL II and BSL III greenhouse and phytotron facilities
9. Provide comprehensive video production and design

11. Provide video and multi-media hosting service with multiple security options
Task 1 Qualifications The contractor shall have OSHA 10 and OSHA 30 certifications and each contractor shall have obtained a TWIC or have government secret clearance before video and multi-media production begins. Given the development of proprietary technologies, all members of the video production team will be required to sign a non-disclosure agreement before any work can begin.
The contractor will have at least 5 years of demonstrated experience in strategy building and development of multiple videos at a time for multiple customers.
Task 1 Travel Travel shall include 1 visit to ERDC Vicksburg, MS for an in-person planning sessions with the EGSB team. A film production crew of 2 to 3 persons shall make 2 to 3 visits (4 days/trip) to the R&D team’s University of California, Davis (Davis, California) research station. Note that supplemental web-based communications sessions will also be required to supplement in-person visits with the EGSB and R&D teams to facilitate video/multimedia production plans.
