The following questions and answers are provided for informational purposes only:

Question 1: Reference ITEM 0002. Does the contractor have to have a DCAA system in-place prior to contract award or is after ok?

Answer: See page 76 of the solicitation; The Contractor must have a DCAA system in place prior to award. Or, Evidence in the form of (a) Third party audited financial statements to include audit of accounting system and methods, (b) Current Defense Contract Audit Agency (DCAA) cost accounting system audit report, or (c) Current certified DCAA Standard Form 1408 shall be accepted for the Offeror and the Offeror’s proposed teaming partners and/or subcontractors. Third party audits must include an opinion of the vendor’s accounting system and its adequacy for accumulating and billing costs under Government contracts. Self-certification or unsubstantiated statements of possessing an adequate accounting system or acceptable purchasing system is insufficient and may render the Offeror’s proposal non-responsive.

Question 2: Reference General Requirement. How are these services being provided currently? If by contractor, who is the contractor? If by contractor, what is the contract #?

FY 2015 contract value?

Answer: This is a new requirement; however, portions of this requirement have been satisfied through the use of Indefinite Delivery Indefinite Quantity (IDIQ) contract W912HZ-10-D-0004 ($9,800,000.00, Bowhead Science and Technology, LLC) and W912HZ-15-D-0005 ($4,000,000.00, Bowhead Professional Solutions, LLC).

Question 3: Reference Section 2.6. Location and Hours of Work – Q – what are the OCONUS locations, if any?

Answer: There are no OCONUS locations.

Question 4: Reference Section 4.1.15. What % of labor requires a secret clearance versus a top secret clearance?

Answer: That information is unknown at this time. The Contractor shall possess at a minimum a SECRET clearance; however, each Task Order will contain specific information.

Question 5: Reference DD254 released with RFP. The DD254 states TS facility clearance, but the answer to Question 4 indicates Contractor shall have a minimum SECRET clearance. Will the Government please clarify what the facility clearance requirement is for the prime contractor?

Answer: The contract is for top secret facility clearance requirement. Each task order stands on its own and will contain specific information concerning the clearance level required for each specific task order.

Question 6: Reference Attachment A. “Labor Categories & Descriptions” tab there are no labor category descriptions for any of the labor categories. Does the Government intend to provide a revised Attachment A to include labor category descriptions?

Answer: Attachment A has been revised.

Question 7: Would the Government please confirm that the Cover Sheet and Table of Contents are excluded from the page limitations listed in RFP pg. 69, Page Limitation and Volumes (L.3.3). Also, would the Government please clarify if the Introduction (3.6.3) response is included in page count?

Answer: Please see table in section L.3.3.

Question 8: Regarding RFP pg. 71, Key Personnel (L.3.6.4.3), the information required by the Government for each key person comprises the scope and page count of a resume (e.g., 1-2 pages). With a Technical and Management Approach page limit of 20 pages, this constrains an offeror’s ability to propose and describe the qualification for an adequate number of key personnel while responding to all other required elements of the PWS.

Would the Government please consider excluding Key Personnel descriptions as delineated in L.3.6.4.3from page count?

Answer: Please see Amendment 0001. The page limitation for Subfactor 1: Technical and Management Approach has been increased to 40. Key Personnel descriptions remain unchanged.
