Performance Work Statement (PWS) Knowledge Management Systems (KMS), Systems Engineering, and Systems Engineering Development for Scientific and Technical Projects
1.0 Introduction
This is a sample task order. The task order is not intended to be awarded as a contract. The project described in this PWS is an illustration of a project the U. S. Army Engineer Research and Development Center (ERDC), Information Technology Laboratory (ITL) conducts as a scientific and technical effort in support of its customers.
2.0 General Requirements
2.1 Scope
The contractor shall provide all personnel, supervision, and services necessary to provide computer programming services to the ERDC ITL R&D mission. The period of performance is 12 months. This will be a cost-plus fixed fee task order.
2.2 Location of Work
The technical proposal for this sample PWS shall be prepared with the contractor assuming that the work will be performed on-site at a government site.
3.0 Performance Requirements
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 Provide services for Knowledge Management Systems (KMS).
Background. The goal of this project is to operate and maintain KMS for ERDC’s Engineering Resilient Systems (ERS) to transfer technology, share advancements, and latest scientific and technical knowledge across a variety of multidiscipline groups. The KMS allows users to connect and collaborate online. Utilizing Wiki Page format and Google Search Technology, users internal and external to ERDC has an intuitive system to transfer technology to field users, universities, governmental agencies, and industry partners. Capabilities of the KMS websites include: creating communities, watching videos, connect to interest groups, discuss with forums, manage files, see updates, search, subscribe, and external resource links. In addition, users can chat online and view visualizations in a secure environment.
The Contractor shall provide services to ensure the operation and maintenance of the ERDC ERS knowledge management web site. The contractor shall review and improve system operation practices. The contractor staff shall work closely with the designated ERDC technical POC on the functionality of system. Coordinates with various external customers including USACE organization, industry vendors, and federal and university users. The Contractor shall organize and maintain structured and unstructured data for each category and subcategory within the ERDC KMS.
Travel Requirements
Travel is estimated for 4 trips at 5 days each for a total of 20 days. Travel locations may include, but not limited to Washington, DC and Vicksburg, MS. The contractor sill prepare a proposal of estimated costs prior to travel and will issue and invoice for actual costs once travel is completed.
Performance Standards
a) STD: Evaluates and recommends cutting edge tools and social media technologies for the ERDC KM systems.
b) STD: Remedies troubleshoot technical issues
c) STD: Completes actions within specified deadlines
d) STD: Maintains protocols and procedures in place for ERDC web systems.

3.2. Provide services for ITL Engineering System (IES)
The contractor shall perform system engineering administration, application development, operations, and maintenance of the ERDC IES (ITL Engineering System). The contractor shall implement approved enhancements to the system based on documented requirements provided by the government POCs. The government will provide the access to source code and systems workflow maps. The contractor shall modify the workflow maps based on system changes, which may include bug fixes, new functionality or changes to existing functionality. The contractor will require knowledge of multiple platforms including Windows-based enterprise Server, Linux OSs administration, Java programming, XML standards, and Object-Oriented programming principles, Python, and R Language. The IES supports Department of Defense design engineering community. A single system architecture will be developed to provide the technical basis for improving the DOD operational analysis. The contractor shall coordinate the operational environment with designated POCs including government project staff, software/hardware vendors, and project consultants. The contractor shall serve as administrator of all system tools and document system requirements and testing for any systems defects. The contractor shall review requirement documents and critical design documents for the IES. The contractor shall perform testing and evaluation of system. The contractor shall write systems test cases based on review of the requirement and design document. During testing, the contractor shall document all defects and provide a summary report of findings. Once corrections have been completed, the contractor shall retest the system. The contractor shall provide systems engineering services related to the database operating systems (OSs) and manage the system applications. The contractor shall provide services for development, test, training, and/ or production environments for each subsystem.
The contractor shall be responsible for installation, tuning, and administration of system database systems. The contractor shall provide database services to include performance tuning, space monitoring, back-ups, alert log monitoring, installation of patches, upgrades of needed software and current releases to maintain IAVA compliance. The contractor shall ensure all related IES websites developed from the systems database are PKI and SSL compliant. The contractor shall document and minimize abnormal shutdowns using the system protocols to start and stop programming procedures.
Travel Requirements
Travel is estimated for 2 trips at 5 days each for a total of 10 days. Travel locations may include, but not limited to Washington, DC, DOD agencies, and Vicksburg, MS. The contractor sill prepare a proposal of estimated costs prior to travel and will issue and invoice for actual costs once travel is completed.
