About this file
This is a Solicitation Amendment (SF 30) for grounds maintenance services at the US Army Corps of Engineers (USACE) Jadwin Building, Fort Point Reservation in Galveston, Texas. Amendment 0001, effective February 3, 2026, extends the response due date from January 29, 2026 to February 6, 2026 and updates the Performance Work Statement (PWS). The solicitation number is W912HY26RA012, issued by the USACE Engineering District Galveston on January 20, 2026.
The contract is for firm fixed-price grounds maintenance services covering approximately 3.05 acres of improved grounds, 15.90 acres of unimproved grounds, 6.57 acres of asphalt and concrete parking areas, and 2.91 acres of gravel areas. The base period of performance runs from February 16, 2026 to February 15, 2027, with four optional 12-month renewal periods extending through February 15, 2031. Amendment 0001 reduces Contract Line Item (CLIN) 0006 quantity from 6 to 1 and establishes performance periods for all CLINs 0001-0050. Services required include mowing and maintaining improved and semi-improved grounds (grass height 2-3 inches and 4 inches respectively), trimming, edging, debris removal, tree pruning in accordance with ANSI A300 standards, water irrigation system maintenance, integrated pest management, aeration, fertilization, seasonal plant installation, and invasive species removal (91 Chinese Tallow trees and 30 Brazilian Pepper trees from designated pond areas). The contractor must provide all labor, equipment, materials, supervision, and management; obtain necessary certifications and permits; maintain a Quality Control Program; comply with USACE security requirements including background checks and badging; adhere to EM 385-1-1 safety standards; and submit daily and monthly progress reports. Work hours are 6:30 AM to 3:00 PM Monday through Friday, excluding federal holidays. The government will evaluate offers based on past performance, technical approach, and price using a lowest-priced technically acceptable approach, with past performance and technical evaluation conducted first before award determination.

Services. (Tailored) (Nov 2021)
Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Past Performance of the Prime Contractor. The Prime Contractor (Offeror) signed on the SF1449 is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. The offeror shall submit at least 3 (three) but no more than five (5) examples of its most "recent" and "relevant" project efforts performed as a prime contractor to demonstrate its company's accomplishments on contracts similar to the effort required in this solicitation. There are two aspects to the past performance information to be submitted: (a) Relevant Company Effort and (b) Quality of Past Performance.
The Offeror shall submit evidence of the quality of its past performance on projects. The Offeror shall provide a completed contractor performance evaluation, whether annual or final, found in the Past Performance Information Retrieval System (www.ppirs.gov). If a completed contractor performance evaluation does not exist in PPIRS (example, non-U.S. Government projects), the
Offeror shall provide a completed Past Performance Questionnaire (PPQ). If, at time of evaluation, a completed contractor performance evaluation exists in PPIRS that conflicts with a submitted PQ, the completed contractor performance evaluation in PPIRS will govern.
Factor 2 - Technical Approach for Work. The Offeror shall clearly describe its overall organizational and technical approach to manage and execute the requirements of the Scope of Wok. If the Offeror intends to subcontract out any effort for services they must discuss the effort to be performed by any subcontractor(s).
Factor 3 - Price - The Offeror will be required to fully complete pricing on the solicitation provided by the Government. The Offeror is responsible for the accuracy of all data input, formulas, and calculations. Offerors are cautioned to use the most current solicitation or the latest amendment. Offerors shall insert a price on (Solicitation Line Item Number (SLIN's) on the Solicitation. Failure to do so will disqualify the bid.
Basis for Award
The Government will evaluate the lowest-priced offeror's technical approach and past performance first. If that offeror's technical approach is deemed technically sound and their past performance demonstrates a history of successful performance, the Government intends to award to that offeror. If the lowest-priced offeror's technical approach is not deemed technically sound or their past performance does not demonstrate a history of successful performance, the Government will proceed to evaluate the next lowest-priced offeror's technical approach and past performance, and so on, until an awardee is selected
(b) . The Government will evaluate offers for award purposes by adding the total price Options for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
52.217-8 Option to Extend Services. (Nov 1999)
Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.
