D. Statement of Work. The Galveston District is a coastal CE district bordering the Gulf of Mexico (Gulf). The contractor is required to be familiar with resources and processes found on the Texas Coastal plain and in the bay, estuarine and Gulf environments. Each of the general planning services to be performed by the contractor in accordance with this contract and subsequent task order(s) issued by the Contracting Officer is described below.
1. Description and documentation of water resource related problems and opportunities, leading to development of detailed Future Without Project Conditions Reports. The contractor shall describe existing conditions and document water resource-related problems in specified project areas as directed by individual task orders. The contractor may be directed to obtain data from any one, or combination of the following sources: a) primary and secondary published sources (including government documents and reports); b) consultation with local government officials and representatives from quasi-governmental agencies; c) field visits; d) informant interviews; e) unpublished reports such as university theses and dissertations; f) maps and aerial photographs; g) satellite or digital imagery; and h) GIS databases, among others. All prior studies, reports and existing water projects in the study area shall be identified. The contractor will be required to formulate projections of future "without project" conditions, and identify all underlying assumptions. Assessing opportunities for problem resolution and identifying potential planning, engineering, economic and environmental constraints shall include problem statements.
2. Formulation of alternative plans for consideration during water resource related studies, including future forecasting as well as consideration of National Economic Development (NED), Regional Economic Development (RED), Environmental Quality (EQ) and Other Social Effects (OSE). The contractor shall formulate alternative plans to address water resource related problems and opportunities in a specific study area. These plans shall address, as appropriate, non-structural measures and measures which are beyond the ability of the CE to implement. The contractor shall fully document rationale behind the selection and combination of measures proposed in each alternative. The contractor may be directed to formulate projections of future "with project" conditions for each alternative, and identify all underlying assumptions. The Contracting Officer may direct that trade-off or optimization analyses be performed to select one plan for recommendation. These analyses may include sensitivity analysis, and a discussion of potential risks and uncertainties. All four accounts may be evaluated including NED, NER, RED, EQ and OSE.
3. Economic evaluations with emphasis on flood risk management, deep-draft and inland navigation and coastal storm damage reduction in accordance with National Economic
General Planning Services W912HY-09-R-0021
C-4
Development procedures. The contractor shall conduct economic evaluations for any of the following categories in accordance with National Economic Development procedures as specifically directed by individual task orders. These evaluations could include, but are not limited to:
Deep-draft and shallow-draft navigation benefits;
Urban flood damage prevention benefits;
Recreation development benefits;
Municipal and industrial water supply benefits;
Irrigation benefits;
Beach erosion prevention benefits;
Coastal storm damage protection benefits;
Agricultural flood damage prevention benefits;
Commercial fishing benefits;
Unemployment and underemployment labor resources;
Other direct water resources benefits; and Financial analysis to determine a local sponsor's ability to pay;
Cost effectiveness/Incremental cost analysis evaluation.
4. Hydrologic/hydraulic analysis in support of flood damage reduction studies, navigation studies, and other studies. The contractor shall conduct hydrology and hydraulic analyses in support of flood damage reduction studies, navigation studies, and other studies described in this scope.
These analyses may require computer-assisted computations with the Hydrologic Engineering Center series of computer programs for fluvial systems, Automated Coastal Engineering System for coastal processes, and other, related programs. Ordered services may require use of existing models or the development of new models and the gathering of required input data such as field surveys for cross sections. The basic principles and technical procedures for all work will be consistent with CE regulations and engineering manuals related to the directed work. Complex hydraulic studies, such as ship simulations and physical modeling, would involve technical oversight by the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi. The contractor may also support ecosystem restoration planning, including but not limited to modeling flow rates, water levels, sediment transport, and circulation.
5. Risk and Uncertainty Analysis. The contractor shall evaluate alternatives using a risk-based analytical framework. Models, data, and measurement, as well as many physical, social, demographic, economic, technological, and environmental conditions are subject to variation and uncertainty.
The risk framework captures and quantifies the extent of the risk and uncertainty, and enables quantified trade-offs between risk and cost. This uncertainty is expressed in terms of statistical confidence and probability. Formal models characterizing the relationship of these and other relevant variables may be used to exhibit the uncertainty in the final outcome of any project under study.
6. Design of Public Involvement Programs. The contractor shall design and execute public involvement strategies and programs appropriate to different levels of the planning process.
Such programs may include, but are not limited to, arranging and attending public meetings, and preparing newsletters, media releases, questionnaires, and evaluations.
7. Transportation Analysis. The contractor shall conduct transportation analyses in support of Hurricane Evacuation Studies or other studies described in this scope. The study will utilize professionally accepted transportation models or other appropriate computer analysis systems. Ordered services may require use of existing models and data or the development of new models and gathering of data such as hazards data, socioeconomic and behavioral data, roadway data and public shelter information.
8. Dredged Material Management Plans/Preliminary Assessments. The contractor shall perform and develop Preliminary Assessments for navigation projects in order to make a determination whether a new Dredged Material Management Plan (DMMP) is needed. The contractor shall also develop new DMMP’s in cases where the Preliminary Assessment has identified a need.
General Planning Services W912HY-09-R-0021

9. Coastal Studies. The contractor shall conduct coastal systems analyses in support of coastal studies such as storm damage reduction, ecosystem restoration and beach renourishment.
Services required may involve abstract or concept studies and analysis including but not limited to sediment budget analysis, littoral drift studies, coastal erosion analysis, and wave run-up analysis. Other services required include requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of coastal projects.
10. Independent Technical Review. The contractor shall review and comment on technical products prepared by the Government, other contractors, or outside agencies. For such reviews, the contractor will provide an independent group of technical professionals appropriate to the topics and/or products to be reviewed.
11. Performance of Special Studies. The contractor shall perform special studies as ordered by the Contracting Officer. These may include, but are not limited to, studies for flood plain management services, recreation studies, facilities planning, non-federal sponsor responsibility studies, independent technical review, and the preparation of cost estimates for various alternatives.
