About this file
This is a Supplemental Sources Sought Market Survey for a Design-Bid-Build construction project to renovate family housing at Camp Zama, Japan. The U.S. Army Corps of Engineers, Japan District is conducting supplemental market research to gather additional industry feedback prior to issuing a formal Invitation for Bids (IFB) solicitation anticipated in December 2026 as a FY27 award. Responses to this supplemental survey must be submitted by 2:00 P.M. Japan Standard Time on Tuesday, July 7, 2026 to the Contracting Officer (Dr. Nakiba S. Jackson at nakiba.s.jackson@usace.army.mil) and Contract Specialist (Charles L. Qi at charles.l.qi@usace.army.mil). This market survey is not a solicitation and does not constitute a commitment for any follow-on award.
The project involves the complete renovation of Building 743, a nine-story, 141,598 square-foot multi-unit family housing tower containing 68 three-bedroom apartments constructed in 1992. The estimated project cost is between ¥10,000,000,000 and ¥25,000,000,000 Japanese Yen with an estimated performance period of 910 calendar days. Work includes removal and replacement of all major building systems: roof, windows, doors, railings, elevators, interior finishes, plumbing, HVAC, electrical infrastructure, fire detection and protection systems, lighting, security and video monitoring, communications infrastructure, and Energy Management Control Systems. Bidder eligibility is strictly limited to local sources physically located and authorized to conduct business in Japan, and prospective bidders must possess either a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license by the bid due date, verified through the Ministry of Land, Infrastructure, Transport and Tourism website. The Government is also conducting market research regarding its intent to use a "brand name or equal" specification approach for interior finishes and is seeking industry feedback on this approach and any alternative solutions.

NOTICE OF INTENT - BRAND NAME OR EQUAL. This notice serves as notification of our intent to specify certain requirements as "brand name or equal." A Justification and Approval (J&A) addressed in RFO 6.104 with RFO 6.103-1 authority will be required if a brand name or equal approach is ultimately pursued, per RFO DFARS 206.103-170 (c). The purpose of this notice is to gather information from industry to help the Government determine the best approach to fulfilling these requirements, ensuring we meet our needs while maximizing competition and value.
a. Interior Finishes - To convey the basis of design used for interior color and finishes, manufacturer and product names are identified solely to provide and convey a basis for the color, pattern and visual integrity of the respective finishes. By providing this basis, the contractor can determine if the product submitted for approval will conform to the intended aesthetic of the design. This will lead to an overall coordinated, structural interior design for the entire building as intended by the qualified interior designer. The specifications and manufacturer names are illustrative for coordinated design aesthetics only and not shall not be construed as limiting competition to the identified brand. The Contractor may, at its option, use any product that, in the judgement of the Contracting Officer, is equal to that named in the specifications, unless otherwise specifically provided in the contract. (See DRAFT Drawing Sheet A-605)
Do you have concerns regarding the Government's intent to use a 'brand name or equal' approach for architectural finishes? If so, please provide details of your concern and any alternative solutions for the Government's consideration.

DFARS 236.101-70 Prequalification of sources.
(a) Prequalification procedures may be used when necessary to ensure timely and efficient performance of critical construction projects. Prequalification—
(1) Results in a list of sources determined to be qualified to perform a specific construction contract; and
(2) Limits offerors to those with proven competence to perform in the required manner.
(b) The head of the contracting activity must—
(1) Authorize the use of prequalification by determining, in writing, that a construction project is of an urgency or complexity that requires prequalification; and
(2) Approve the prequalification procedures.
(c) For small businesses, the prequalification procedures must require the qualifying authority to—
(1) Request a preliminary recommendation from the appropriate Small Business Administration regional office if the qualifying authority believes a small business is not responsible;
(2) Permit the small business to submit a bid or proposal if the preliminary recommendation is that the small business is responsible; and
(3) Follow the procedures in FAR 19.6 if the small business is in line for award and is found nonresponsible.
