About this file
This is a Sources Sought Market Survey document for the U.S. Army Corps of Engineers, Japan District (USACE-POJ) to identify potential contractors for the FY27 AFHC Renovate Tower B743 project at Camp Zama, Kanagawa, Japan. The Government is performing market research for an upcoming Design-Bid-Build (DBB) procurement and is restricted to local sources physically located and licensed to conduct business in Japan. Responses must be submitted by 2:00 PM Friday, April 3, 2026 (Japan Standard Time) to Dr. Nakiba S. Jackson (nakiba.s.jackson@usace.army.mil) and Charles Qi (charles.l.qi@usace.army.mil). The Government anticipates issuing the solicitation in December 2026 with FY27 award and a period of performance of 910 calendar days after receipt of Notice to Proceed.
Interested firms must provide company information, SAM UEI number, CAGE Code, CMMC certification status, and relevant project experience from the past six years. Respondents must identify current construction bonding levels and address the Government's consideration of prequalification procedures combined with sealed bidding. Key project concerns addressed in the survey include seismic retrofit experience for concrete residential towers in Japan (required to meet updated UFC seismic acceleration standards), adequacy of the project site for contractor operations, long-lead items including elevators and electrical transformers, and optional scope items: a hydronic system upgrade and demolition of Building S-726 with new parking and playground construction. Additional pre-construction requirements include hazardous material inspections. The Government will reject offers providing less than 180 calendar days for Government acceptance after bid opening.

4. Procurement Method: The Government is considering a procurement approach that combines prequalification of sources (as outlined in DFARS 236.272) with sealed bidding. This strategy is being considered to ensure bidders are qualified to complete the work, while also allowing all competing contractors to see the bidding results. Prequalification is a process where companies demonstrate they possess critical qualifications essential for successful project completion. These qualifications may include, but are not limited to:
· Relevant Experience
· Favorable Past Performance
· Financial Stability (ability to obtain bonding) If implemented, only companies who demonstrate they meet the prequalification criteria would receive the solicitation and be eligible to submit a bid.
a. Would use of prequalification procedures increase or decrease your interest in this project? Please explain.
b. What prequalification criteria do you believe are the most critical for ensuring successful project completion and why?
c. Are there any other specific concerns or suggestions you have regarding these procedures?
5. Projections:
The Government anticipates a solicitation to be issued December 2026 with FY27 award.
a. Based on the upcoming military construction projects and other known Government agency military construction projects that your company may be interested in, what factors would you consider in participating for each solicitation (example – location of project, size of project, timing of project, acquisition strategy)?
b. Do you see any challenges or concerns with the upcoming projection?
c. Would interest/obligations in existing projects impact your ability and/or willingness to participate/bid on the projects?
Does the anticipated period of performance (910 calendar days after receipt of Notice to Proceed) seem feasible? Do you have any concerns with this period of performance as it pertains to adequacy for pre-construction and construction activities or the procurement of long-lead items, including elevators, fire suppression systems, and electrical transformer assemblies? If so, please provide details on the reasons for concern.
6. Do you have any comments/concerns related to the Draft Drawing and Specifications (i.e. long lead items, specialty equipment, Japan Industrial Standards/Japan Edited Specifications, anticipated period of performance). If so, please provide details on the specific requirements causing concern, the reasons for this concern, and any recommendations for equivalent qualifications or alternative solutions for the Government's consideration.
7. Do you have any other concerns related to the Draft technical specifications and drawings?
8. Due to UFC (Unified Facility Criteria) updates that significantly increase the seismic accelerations for many sites outside of the continental United States, retrofits to the existing building will be required that will, at a minimum, require seismic mitigation consisting of the addition of new concrete shear walls to increase the shear and flexural capacity of the existing shear walls and addition of steel plates at all exterior concrete columns to increase tension capacity of these columns. What is your experience with executing seismic retrofits of concrete residential towers in Japan?
9. Do you have any comments/concerns related to the inclusion of an option item to upgrade the hydronic distribution system from a two-pipe system to a four-pipe system? Do you have any concerns with the Government reserving the right to exercise the option item by written notice to the Contractor either singularly or in any combination for up to 120 calendar days after award of the Base Schedule at the prices stated in the CLIN Schedule?
10. Do you have any comments/concerns related to the inclusion of an option item to demolish Building S-726 and construct a new parking area, playground, and all associated work? Do you have any concerns with the Government reserving the right to exercise the option item by written notice to the Contractor either singularly or in any combination for up to 120 calendar days after award of the Base Schedule at the prices stated in the CLIN Schedule?
11. Do you have any comments/concerns related to the inclusion of a pre-construction requirement to conduct additional hazardous material inspections prior to the start of construction?
12. Do you consider the space provided for the project site to be adequate for contractor parking, material storage, equipment laydown, field offices, and any other requirements?
13. Do you have any comments/concerns with the Government rejecting offers that provide less than 180 calendar days for Government acceptance after the date offers are due?
14. Any other questions or concerns?
