About this file
This document is a Notice of Procurement (NOP) RFI Tracker containing questions and government responses for Solicitation W912HV-26-R-A012, issued by the U.S. Army Corps of Engineers on May 11, 2026. The procurement seeks Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) services to support the Host Nation Construction Program and Japan District Internal Requirements at various locations in Japan.
Key submission and eligibility requirements include: Prime Contractors must be physically located in Japan with active System for Award Management (SAM) registration showing a JCAGE code and Japan address; CMMC Level 1 self-assessment certification is required for the prime contractor at the time of SF330 submission, with responsibility for ensuring subcontractors maintain appropriate CMMC levels for individual task orders; Japan's Professional Engineer (P.E. Jp) qualification is not acceptable; memoranda of subcontractor agreements are not required; and only the first two key personnel listed per discipline will be evaluated, though additional personnel may be submitted. A Prime Contractor may simultaneously serve as a subcontractor to another Prime Contractor, and the same subcontractor may work for multiple Prime Contractors. Requirements regarding Department of War contract volume and local source provisions apply only to prime A-E firms, not subcontractors. The Joint Venture, if applicable, must be fully registered in SAM as the prime contractor. Ongoing projects must be beyond the Pre-Final Report phase to qualify as relevant experience.

SOLICITATION
NO.: SOL # W912HV-26-R-A012 DATE: 11 May 2026
PROJECT TITLE:
Question No.
Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE
Professional Qualifications: Would the Government consider Japan’s Professional Engineer qualification (P.E. Jp) as another acceptable qualification in addition to those mentioned under b. Professional Qualifications?
As a background, a P.E. Jp is a person registered under the Professional Engineer Act and is authorized by law to perform planning, research, design, analysis, testing, evaluation, and related professional engineering services requiring advance technical expertise.
(Reference: https://www.engineer.or.jp/c_topics/009/009329.html)
No, the Government will not consider Japan’s Professional Engineer qualification (P.E. Jp) as another acceptable qualification in addition to those mentioned under b. Professional Qualifications.
Subcontractor Teaming Documentation: In addition to SF330 Part II, is it a requirement to submit memoranda of subcontractor agreements (MSAs)? We would appreciate confirmation as to whether MSAs are required so that way we may coordinate appropriately with our subcontractors.
Regardless of MSA requirements, we intend to submit SF330 Part II for each company comprising the team.
No, is it not a requirement to submit memoranda of subcontractor agreements (MSAs).
Proof of Location and Authorization in Japan: Is the Prime Contractor required to submit documentation demonstrating that it is physically located in Japan and authorized to perform the type of services specified in this solicitation?
For reference, a Tōkibo Tōhon (Certified Copy of Company Registry) also known as a Zenbu Jikō Shōmeisho (Certificate of All Registered Company Information) is commonly used in Japan to demonstrate company registration details. We would appreciate confirmation as to whether this is a requirement.
See NOP Synopsis paragraph a. to c. for requirements. Documentation for proof of location or authorization in Japan must meet the requirements for successful registration in SAM.gov.

CMMC
Certification
NOP indicates that "The Prime Contractor/Joint Venture shall be Cybersecurity Maturity Model Certification (CMMC) Level 1 certified within the Procurement Integrated Enterprise Environment (PIEE)/Supplier Performance Risk System (SPRS) at the time of SF330 receipt in order to be evaluated. " For clarification, do subcontractors have to be CMMC Level 1 certified?
For the purposes of this MATOC NOP, the prime contractor is required to have a CMMC Level 1 self-assessment within PIEE/SPRS at the time of SF330 receipt in order to evaluated.
If the A-E Firm is selected for the Host Nation MATOC, then it will be the responsibility of the prime contractor to ensure they and their subcontractors have and maintain the appropriate CMMC Level for award of individual task orders. CMMC Level Requirements will be assessed for each task order. Please reference the CMMC Website for details:
https://dodcio.defense.gov/CMMC/
Number of Key Personnel Identified per Discipline. Section 3.b states that two (2) key personnel are required for each discipline.
For clarification, would the Government accept an offeror identifying more than two (2) key personnel for a given discipline, where individuals may also be identified under other disciplines, provided that the minimum requirement of two (2) key personnel per discipline is satisfied?
An offer with more than two will be accepted, but if more than two key personnel are presented for a category, only the first two individuals listed will be considered and the extras will be disregarded. Any disregarded information will count towards the page limit.
Prime and Subcontractor Participation Across Multiple Teams. a. Is our understanding correct that a firm submitting a response as a Prime Contractor may not simultaneously be proposed as a subcontractor to another Prime Contractor under this solicitation?
b. Separately, would the Government accept the same firm being proposed as a subcontractor to more than one Prime Contractor responding to this solicitation?
Response to a: This understanding is incorrect. A Prime Contractor submitting a response can also be a subcontractor on another Prime Contractor's contract.
Response to b: The same subcontractor firm can be a subcontractor to more than one Prime Contractor.

Under 3. SELECTION CRITERIA (a)(3), 2nd paragraph states "Ongoing projects must be beyond the Pre-Final Report phase". If a project has submitted a "Pre-Final" package and is currently in a "Backcheck Pre-Final" phase, is it considered beyond the Pre-Final Report phase?
Yes, if a project has submitted a Draft, Backcheck, or Final version of the Pre-Final submittal, it can be considered as "beyond" the Pre-Final Report phase.
Under 4. SUBMISSION REQUIREMENTS (c), 2nd paragraph, the notice instructs offerors to "Submit electronical to the Government points of contact listed below".
Does this mean submitting directly via email to the POCs, or can we request a DoD SAFE drop-off link?
See Amendment NOP Update to #4 Submission Requirements below paragraph c.
Is there a maximum file size limit for our electronic submittal? Page limits are described within the NOP. If file sizes are a concern, the requestor can request a DoD SAFE Drop-off link or compress/zip their file. See response to question 11 above.
Do you have a current list of the types of potential projects expected over the next year or so? We understand that you likely don't know what will be funded, but any clues of what could be coming for the AE design firms would be helpful. We have many different types of projects and we like to tailor our SF330 to match what is expected as much as possible.
List of potential projects cannot be provided at this time.
Is a firm that intends to submit as a Prime contractor also permitted to participate in this solicitation as a Subcontractor to another Prime firm, or is participation limited to only one role (either Prime or Subcontractor)?
A Prime Contractor submitting a response can also be a subcontractor on another Prime Contractor's contract.
Does JV need to have the stand-up business and office in Japan or can one entity of the JV have this?
The JV is the prime contractor and must be fully registered with an active record in the System for Award Management (SAM), showing a JCAGE code and a physical address of the company’s location in Japan, as described in the NOP Synopsis.
Please provide the definition of: "Basic Criteria Package (BCP)"; and "Criteria Package (CP)" (Page 3)
Basic Criteria Packages (BCP) are bilaterally reviewed documents by U.S. Government and Government of Japan representatives. Criteria Packages (CP) are not bilaterally reviewed.
The Final CP or BCP (with signed Addendum) becomes a bilaterally accepted product that provides criteria and guidance for the Government of Japan to develop the construction drawings and specifications during a design level of effort. The objective of BCPs and CPs are similar. However, the primary difference between the two are the Host Nation service components that they are developed for: CPs are developed for the Facilities Improvement Program (FIP), Special Action Commitee on Okinawa (SACO), and Futenma Replacement Facility Program (FRF) and BCPs are developed for Defense Policy Review Initiative (DPRI).
Synopsis D requires the prime contractor to be CMMC level 1 Certified, does this mean all companies within the team are required to be CMMC Qualified? Or just the prime contractor?
For the purposes of this MATOC NOP, the prime contractor is required to have a CMMC Level 1 self-assessment within PIEE/SPRS at the time of SF330 receipt in order to evaluated.
If the A-E Firm is selected for the Host Nation MATOC, then it will be the responsibility of the prime contractor to ensure they and their subcontractors have and maintain the appropriate CMMC Level for award of individual task orders. CMMC Level Requirements will be assessed for each task order. Please reference the CMMC Website for details:
https://dodcio.defense.gov/CMMC/
Due to the requirements of this RFP, we would like to kindly request an extension of 2 weeks to finalize our proposal
Please reference the due date of the NOP from Amendment 1.
19 Please define the Facilitator role and requirements See NOP Synopsis Update 3.b.12) Facilitator in Amendment 2.
