About this file

This is a Questions and Answers (Q&A) document clarifying requirements for a federal contract involving startup, commissioning, and controls correction work at a facility.

Equipment and Testing Requirements: The contract requires two Eaton PW9390-160 UPS systems with a total of 80 batteries. UPS battery testing must utilize the system's internal battery test cycle without requiring an external load bank. Startup and testing activities for Liebert/Vertiv, Multistack, and Eaton equipment may be performed by qualified technicians in accordance with OEM requirements rather than requiring OEM-authorized service technicians. TAB (Testing, Adjusting, and Balancing) verification is not required; system digital readings will suffice for required airflow measurements. Any defective components or repairs identified during startup/commissioning that fall outside the specific scope of work (including the CRV top fan) will be addressed separately by the Government and are not included in the contractor's firm-fixed price.

Controls and Past Performance: The facility currently operates a Tridium Niagara V4.13.3.48 controls system supported by Smart Building Solutions. The contractor must correct controls programming to match the as-built sequence of operation and clear all error codes without requiring integration with Liebert or Multistack equipment. The contractor must furnish all required controls software, licensing, credentials, and network access. For past performance evaluation, the Government will consider relevant experience of major subcontractors and OEM service providers when reviewing the two required same/similar project references performed within the last two years.
