About this file

This is a Questions and Answers amendment to federal solicitation W912HQ26QA022 issued by the Army Corps of Engineers.

The amendment addresses three contractor questions regarding cable line item specifications and clarifies government requirements. For CLIN 0017, the government confirmed it requires 1/0 stranded aluminum conductor 15kV URD cable with full neutral and 133 percent insulation level, correcting an erroneous line item description that specified copper conductor. For CLIN 0018, the government specified 500 MCM 37 strand copper primary underground (UD) cable with 10 AWG 1/3 neutral, TR-XLPE insulation at 100% 175 mil thickness rated 15 kV, clarifying that TR-XLPE rather than EPR insulation is required. Regarding CLINs 0016, 0017, and 0018 generally, the government confirmed that cable must match all product characteristics of the provided catalog numbers including size, voltage class, conductor material, insulation type, ampacity, and shielding requirements, with emphasis on the 1/0 cable matching the government's 1/0 aluminum compression lugs and the 500 MCM cable matching 500 MCM compression lugs. The amendment notes that all other terms and conditions of the solicitation remain unchanged.

SOLICITATION #W912HQ26QA022

AMENDMENT 2

The purpose of this Amendment is to provide answers to the questions received. All other terms and conditions of the solicitation stay the same.

Questions:

1. CLIN 0017 conductor material. The line item description reads 1/0 CABLE 15KV TXRLP COPPER CONDUCTOR 250 AMP RATING W/JCN. The listed serial number NNC2665X corresponds to a published catalog item for 1/0 stranded aluminum conductor 15kV URD cable, full neutral, 133 percent insulation level. Copper and aluminum conductor cable differ substantially in price and in ampacity at a given size. Please confirm whether the Government requires copper conductor cable, aluminum conductor cable, or either, and please confirm the required insulation level and neutral configuration.

2. CLIN 0018 insulation type. The line-item description reads 500 MCM 15KV EPR COPPER CONDUCTOR 700 AMP RATING W/WIRE SHIELDING. The listed serial number NNC5001UDTR-XLPE references XLPE insulation. EPR and TR-XLPE are different insulation systems. Please confirm the required insulation type, the required conductor material, and the required shielding configuration, specifically whether wire shield, tape shield, or concentric neutral is acceptable.

3. Cable line-item part numbers generally. The serial numbers listed for CLINs 0016, 0017, and 0018 appear to be catalog numbers assigned by a single distributor rather than manufacturer part numbers. Please confirm whether the Government requires cable supplied under those specific catalog numbers, or whether cable from any manufacturer that meets meeting the stated size, voltage class, conductor material, insulation type, ampacity, and shielding requirements is acceptable.

Answers:

1. Line item description is incorrect. Serial number is correct. Should be 1/0 stranded aluminum conductor 15kV URD cable, full neutral, 133 percent insulation level.

2. Again, this is an error in the line item description. Should be TR-XLPE. The Government is looking for 500 MCM 37 Str Copper Primary UD Cable 10 AWG 1/3 Neutral TR-XLPE 100% 175 mil 15 kV.

3. CLINs 0016, 0017, 0018 must match all product characteristics of the provided catalog numbers to include size, voltage class, conductor material, insulation type, ampacity, and shielding requirements. Focus is on the 1/0 cable matching our 1/0 aluminum compression lugs and the 500 MCM matching our 500 MCM compression lugs.
