L.1 General Instructions
63
Proposal Submission, Section 1 (p. 63) says “electronic submissions will NOT be accepted” and yet the proposal submission instructions state that proposals should be submitted to the provided email addresses for delivery. Can the Government please confirm proposals are to be submitted only via email per the instructions?
1A
Electronic submissions are required. The RFP was amended.

L.2 Proposal Submission
64
The proposal submission instructions provide the maximum pages for each volume with Volume 2: Factor 2 – Response to RFP for First Task Order given 75 pages. However, in the separate TORFP word document, under format and submission instructions, it states for offerors to limit technical proposal within a range of 20 pages, exclusive of resumes. Will the government please confirm that page limitation for Volume 2 is 75 pages and not 20?
2A
After looking at page count for the Response to Task Order one, it was determined that 25 pages is an appropriate amount. Both the RFP for the SATOC and TORFP were amended.

L.3.III Volume 3 – Factor 3;
M.B Factor 3
66; 73
Section L for Volume 3 – Factor 3 states “Offerors shall submit past performance information for a minimum of three (3) and a maximum of (five) 5 contracts or subcontracts completed or ongoing within the last three (3) years from the release date of this solicitation.” However, Section M for Factor 3 includes language that states: “Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years...” Will the government please confirm that offerors are only to submit a minimum of three and a maximum of 5 contracts for the past performance volume? Will the government also confirm contracts from subcontractors are not required?
3A
The Government is requesting more detailed past performance information for three to five contracts. Subcontractor past performance is not required.

B, CLIN 003; 4.7
3; 16
In Section B, the travel CLIN is specified as FFP, but Section 4.7 specifies all travel will be reimbursed on a cost reimbursable basis. Can the Government please clarify?
4A
All travel is on a cost reimbursable basis. The CLINs in Section B were revised accordingly.
Section L, Volume 4 – Factor 4, Subsection B – Subcontracting Plan
67
The solicitation request offerors to submit subcontracting plans utilizing the template included as Attachment 5. Can the Government please confirm that offerors that have approved Master Subcontracting Plans may submit their subcontracting plans in contractor format (in lieu of completing Attachment 5)?
5A
If a Master Subcontracting Plan is submitted, it must include the goals sheet and detail how the goals were applied to this requirement.
Section L, Volume 4 – Factor 4, Small Business Participation, Subsection C – Past Performance in Subcontracting Plans
67
Subsection C requires offerors to submit information for the offeror’s last five completed subcontracting plans. The last five completed subcontracting plans may be several years old and therefore may not accurately reflect the offerors’ good faith efforts at subcontracting to small businesses in accordance with FAR 52.219-9. Would the Government accept information from five of the offerors’ most recently completed Individual Subcontracting Reports (ISRs) (in lieu of the offerors’ five most recently completed contracts) in order to ensure the government reviews more current data?
6A
Yes, the RFP has been revised accordingly.

Base PWS 7.2 and 10
35; 37-38
Section 7.2 Monthly Reports and Section 10 Deliverables, Number A.1, ask for cost, performance and schedule against budget. However, this is a FFP contract type, under which the contractor bears all the cost risk. Given that the government will be paying FFP amounts rather than actual costs and that the contractor bears the cost risk, will the government consider amending the Monthly Report requirement to focus on the completion of planned deliverables, work projects, and tasks that comply with the quality levels cited in the PRS rather than on cost?
7A
The requirement to report on cost was removed from the PRS in the PWS.

Base PWS 10
37-38
Section 10 Deliverables, Performance Requirement Summary includes a 10% cost variance standard under Deliverable IDs 3, 4, 5, and 7. The contract type is FFP. Reporting a cost variance under a FFP is not necessary for this contract type as the Contractor bears all cost risk. To be consistent with the fixed-price contract type, will the government please remove references to “at cost” from Deliverable IDs 3, 4, 5, and 7?
8A
The requirement to report on cost was removed from the PRS in the PWS.

Base PWS 6.6.11; 6.8.4.2
32; 34
The PWS has a requirement for a minimum of one full time equivalent staff with TOP SECRET security clearance, but the solicitation does not contain a DD254. Will the government please include a DD254 so the awardee can process clearances?
9A
No access to classified information is required to submit a proposal. The DD254 will be provided at time of award.

Attachment 1 Labor Rates and Price for TO 1 (Excel)
The “Labor Rate Schedule” tab in the excel file asks for a base plus 4 option years and an option to extend. The RFP has requested 1 Base year plus 3 option years and an option to extend. Can the government adjust the period of performance in the appropriate document to reflect the correct period of performance?
10A
The SATOC is a base plus 3 option years. Attachment 1 - Labor Rates and Price was amended accordingly.
Attachment 1 Labor Rates and Price for TO 1 (Excel)
L.3.V.I, Section B
69; 10
Section I states “Offerors shall submit a price proposal for the first task order to include labor, other direct costs (ODCs), travel, and the level of effort required for the task order. Offerors shall utilize Attachment 1 for pricing.” However, Attachment 1 does not include a place to price ODCs or travel within the template. For ease of evaluation, would the government consider using the maximum amounts provided on page 10 by CLIN to evaluate all offerors travel and ODCs prices?
11A
The maximum amounts provided on page 10 per CLIN will be used to evaluate all offerors travel and ODC prices. Attachment 1 was amended to add lines for ODCs and Travel

L.3.V.I

Section G has directed that the total compensation plan include salaries. Can the government confirm that they are looking for the offeror to provide their corporation’s approach for establishing salary ranges by job function and not the actual salaries for the professional employees being proposed?
12A
The information regarding corporate approach will be sufficient.

Section V. has directed that information submitted comply with FAR table 15-2. FAR specifically states that “Table 15-2—Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required.” As this proposal is competitive and certified cost or pricing data is not applicable/required for this proposal, can the 15-2 requirement please be removed?
13A
The FAR Table 15-2 requirement was removed.
L, Proposal Submission, 3. Proposal Files, c. Content Requirement, IV. Volume 4 – Factor 4 – Small Business Participation
67
Past Performance in Subcontracting Plans requires information regarding the last five completed subcontracting plans that are consistent with Summary Subcontracting Reports. Summary Subcontracting Reports are submitted at the executive agency level (and not at the contract/subcontracting plan level). Can the Government please confirm this requirement should read ‘consistent with the Individual Subcontracting Reports in the below table format’?
14A
Consistent with the Individual Subcontracting Reports is correct. The RFP is revised accordingly.
