30 JUNE 2021
Questions and Answers for Solicitation W912HQ21R0007 USACE Historical Support Services
Q1: Please confirm that per Q25 of Amendment, the Project Manager labor category is NOT considered Key Personnel and therefore does not require a 1-page resume.
A1: The Project Manager labor category has not been designated Key Personnel and does not require a resume.
Q2: Regarding the PWS detailed in Attachment 4 (Archives Sample BPA Call), can we assume that the 50 albums to be digitized in the GEN Ernest Graves Collection are in an oversized format (i.e. photographs mounted or adhered to oversized album pages)?
A2: This information requires clarification. There are not 50 albums, but rather 50 images to be selected from among albums and images in the Gen Ernest Graves Collection. These images are both loose as well as fixed to oversized album pages. The Galveston District digitization work requires 2,950 digital scans made of 35 mm slides. The total items for digitization (prints and 35mm slides) equals 3,000.
Q3: Q/A6 from the first set of questions dated 25 June 2021 specify that writing/work samples are to be included. Would the Government specify the length of the writing samples to be included? Would the Government also specify if there is a certain location the writing/work samples should be included in the proposal?
A3: The length of the writing sample is up to the Offeror. Generally speaking, Offerors should provide writing samples that best reflect their capabilities in the most succinct format possible. The writing samples can be included with the technical proposal for the BPA itself or separated as attachments. Format may be in either MS Word or PDF. PDF is preferred.
Q4: The Government identified the Supervisory Museum Specialist as one of the Key Personnel Positions in Q/A 25 of the first set of questions. Appendix A does not specify what samples to include for the Supervisory Museum Specialist. However, the Museum Specialist specifies three samples of previous historical displays. Should the sample requirements for the Museum Specialist be used for the Supervisory Museum Specialist?
A4: The Supervisory Museum Specialist position combines both subject matter expertise and supervisory responsibilities. Three professional samples should be submitted for this labor category and can be drawn from the following subject areas: collection management plans, conservation and preservation plans, research on specific artifacts, interpretive programs, exhibit designs, examples of completed displays, and quality control plans
Q5: The Government identified the Supervisory Archivist and Archivist as Key Personnel Positions in Q/A 25 in the first set of questions. Appendix A specifies finding aids are to be included. Team X’s archivist aids can be accessed online. Should the finding aids be downloaded in order to be included in the proposal?
A5: Finding aides should be submitted with the proposals.
Q6: Q/A 34 from the first set of questions states that subcontractors cannot submit their past performance as part of the Prime’s response. Q/A54 states that the PPQ is given for the offeror or its team members to submit to the client. Would the Government clarify their meaning? Can subcontractors include their past performance write up in the proposal, but not submit a PPQ to their client? Team X would like to include past performance write ups for our subcontractors to effectively demonstrate that all PWS items are backed up with similar experience.
A6: Offerors may submit Past Performance Questionnaires for their subcontractors. But Offers should select their PPQs for submission with care for the government will review only the first five submitted.
