Pricing
a) For pricing purposes, you should assume an estimated start date of 1 September 2021.
b) You may propose Other Direct Costs (ODCs) and Travel under this BPA Call. You must provide an explanation for the type and amount of ODCs and Travel proposed. Pricing must also include a detailed cost breakdown of any materials that may be required to complete the required services in the PWS. Pricing must include a breakdown of travel costs if travel is required for this project
c) Pricing must be included by the offeror showing the prices to produce the Final Product which meets the requirements in the Performance Requirements to be considered for award. Pricing must detail the labor categories proposed, the quantity of labor hours required per labor category broken down per task, the hourly rate for each labor category, the sub-total cost of labor per each task, the price of labor.
e) Prices for labor, and if applicable, other direct costs (i.e. materials), must be provided separately from the Technical portion of the proposal. There may be a travel requirement for this BPA Call.
f) Prices will be evaluated to determine whether they are fair and reasonable. The Government will evaluate offers for award purposes by adding the total price for the BPA Call thus all offer must contain a grand total price to complete all of the work required in the PWS.
g) The Government may award a BPA Call to complete all of the work required in the PWS, or any combination of the subtasks in the PWS.
h) Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.
Basis for BPA Call Award
The following basis will be used to evaluate proposals for this BPA Call:
Trade-Off: A trade-off evaluation (See FAR 15.101-1) will be used for proposed offers. The Technical Factor is more important than Price.
Price and Technical Work Plan.
Offerors must submit a Technical Work Plan showing the Offeror's approach to successfully accomplishing work which meets the performance requirements in the PWS. Within the work plan, include a description of how your company will maintain quality and control risk on this BPA Call by detailing actions and processes proposed; depiction of the proposed labor categories and level(s) of effort by role; describe the roles, the qualifications/experience, and level of involvement of the prime contractor and proposed subcontractors. Limit your technical proposal to a total of 15 pages, exclusive of personnel resumes. Offeror must submit resumes for key personnel with their proposal, and submitting resumes for all personnel is encouraged. Resumes are limited to 3 pages per person.
The Technical Evaluation Factor is more important than Price. However, the Government will not make a BPA Call award to an offeror whose evaluated price is disproportionate to the benefits associated with the evaluated superiority of one offeror’s Technical proposal over another. Therefore, to the extent that offerors’ Technical proposals are evaluated similarly, then the offeror’s Price is more likely to be the determining factor for award. The Government may award to the offeror who submits other than the highest rated technical proposal or other than the lowest priced proposal.
TECHNICAL EVALUATION (TECHNICAL UNDERSTANDING AND APPROACH, AND TASK-STAFFING-LEVEL OF EFFORT-QUALIFICATIONS)
(a) The Offeror’s technical proposals will be evaluated using the following Adjectival Ratings Definitions:
I. Excellent: The Offeror’s proposal, if implemented, is expected to result in the highest quality achievement of the Government’s requirement with minimal risk. An “Excellent” rating indicates that the Offeror contains significant strengths with no weaknesses. The Offeror indicates a great likelihood for effective, efficient, and innovative performance and includes significant potential for greatly improved quality, and measurable customer satisfaction.
II. Good: The Offeror’s proposal, if implemented, is expected to result in higher quality achievement of the Government’s requirement for quality with minimal risk. A “Good” rating indicates that the Offeror contains significant strengths and few weaknesses. The Offeror indicates a high probability for effective, efficient, and innovative performance and includes potential for improved quality, and measurable customer satisfaction.
III. Acceptable: The Offeror’s proposal, if implemented, introduces moderate risks but is considered likely to produce performance results meeting the Government’s requirement for quality. An “Acceptable” rating indicates that the proposed solution contains a number of strengths, but also some weaknesses.
IV. Marginal: The Offeror’s proposal, if implemented, introduces a high risk that expected performance would not achieve the Government’s objectives. A “Marginal” rating indicates that the proposed solution contains few strengths, and significant weaknesses. Corrections to address weaknesses or additional oversight are likely required to achieve the desired level of quality.
V. Unacceptable: The Offeror’s proposal, if implemented, would introduce excessive risk, making it highly unlikely that performance would meet the Government’s requirements for quality. An “Unacceptable” rating indicates that the weaknesses of the proposed solutions significantly exceed any strength.
EVALUATION FACTOR – TECHNICAL (Sub-factors are of approximately equal importance).
Subfactor 1 – Technical Understanding and Approach The Government will assess the quality of the proposal; determine the Offeror’s understanding of and knowledge of the performance requirements; ability to meet the required period of performance/delivery dates; whether the proposal identifies potential challenges which may occur as a result of performing the work; and whether the offeror mitigates the inherent risk in achieving the BPA Call’s performance requirements. The evaluation will also consider the degree to which the proposed work plan provides assurance that the solution (including proposed products, services, and approach) will meet the program and minimum requirements set forth in the PWS.
Subfactor 2- Task Staffing-Level of Effort-Qualifications The Government will assess the proposed labor categories for each task (base and option task 1), the level of effort for each labor category per each task, and the overall level of effort for the BPA Call. The evaluation will consider whether the labor categories used are appropriate for the required services, whether the amount of labor hours for each task is appropriate, and whether the overall level of effort is appropriate for the BPA Call. The evaluation will also consider the qualifications and experience level of key personnel identified in the technical work plan; and how those personnel will be used to maintain the required level of quality for the required deliverables and mitigate risks associated with successful completion of the BPA Call.
EVALUATION FACTOR – PRICE
The Government will evaluate the total proposed price to determine if it is fair and reasonable for the required services as specified in the PWS.
