Resume question, rev 2: 30 JULY 2020 Questions: Are resumes of key personnel required?

Resumes are not required, as they are just one way, of many, that an offeror can provide pertinent information in their proposal. Hence, because resumes are not required, those submitted that are under three pages do not count against the limit for Factor 1.

*Question: Is it acceptable for the offeror to describe their methods for and experience filling key personnel positions, rather than providing names, qualifications and experience as originally required by the RFP? And if so, will offerors that do not provide names/specific key personnel potentially be evaluated as favorably as an offeror that provides names, qualifications and experience for each key personnel position?

Answer: Yes that is acceptable; when considering resumes with names vice position descriptions, we will take into consideration each offeror’s overall package – i.e. recency and relevance of past performance, demonstrated management prowess, etc. In other words, whether they are evaluated as well depends on everything of relevance in the submitted package.

*Question: Also, Appendix A states: Key personnel. Contractor personnel that are evaluated and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

If names, qualifications and experience are not required, is this requirement also not applicable?

Answer: The statement in Appendix A is not part of our evaluation factors. Again, key resumes are acceptable, but not required. We realize some firms will submit position descriptions or similar. Although the statement that “an offer can be rejected” is generally true, it comes from PWS boilerplate intended to emphasize the importance of the qualifications for described positions. In this case, we are not requiring resumes, and are allowing firms to submit position descriptions and/or resumes so as to demonstrate their commitment to providing qualified personnel. We realize that it is not always possible to have firm commitments for a particular person, since competing firms are often competing for more than one contract award, while not knowing of course, whether they will win this particular award. Again, all of pertinence as submitted to us will be taken into consideration. Your objective would be to demonstrate that you are prepared to provide personnel that meet the requirements of the PWS.
