So licitation Instructions

This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, dated May 6, 2020.

The requirement is for a 100% 8(a) competitive set-aside under NAICS code 561210, Facilities Support Services. The size standard for this NAICS codes is $41.5M.

Description: The U.S. Army Corps of Engineers (USACE) requires operations and maintenance support services to sustain and restore real property assets, to include all plant, property, and equipment for the Humphreys Engineer Center (HEC) located in Alexandria, Virginia. There is a base and two option years for basic operations and maintenance (O&M) support for all of HECSA. The ceiling price is estimated at $5,820,482. See attached Performance Work Statement (document titled “PWS”) for additional details.

Site Visit: A site visit for this requirement is highly encouraged. The site visit will be held on Tuesday, July 20 2020 at 10:00 am at HECSA. Interested vendors shall provide the following information via email to Richard Klein on Thursday, July 20 2020 at 10:00 am the site visits.

Required submission of site visit request to be sent to Richard.C.Klein@usace.army.mil or via phone at 703-428-7943 and must include the following for each visitor:

(1) Full Name

(2) SSN

(3) Date of Birth

(4) Place of Birth

(5) MUST BE U.S. CITIZEN; U.S. Citizens born abroad must present copy of Passport or Naturalization Papers.

Contract Line Items: This requirement and associated contract line item numbers (CLIN) are provided in the solicitation.

Basis for award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is determined to represent the “Best Value” to the Government using tradeoff procedures, price and other factors considered.

The evaluation factors are Technical, Past Performance and Price. See 52.212-1 (and addenda) and 52.212-2 for additional information.

Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.

Period and Place of Performance:

Performance shall primarily take place at 7701 Telegraph Road, Alexandria, VA 22315, although travel to other locations in the National Capital Region will be required. See PWS for additional information. The Period of performance will be one base year and two one-year option periods. Work is estimated to begin no earlier than September 1, 2020.

Date, Time, and Place Offers are Due: Questions are due on or before 5:00 pm Eastern Daylight Time (EDT), on July 27, 2020. The closing date for the delivery of a response to this solicitation is on or before 5:00 pm Eastern Daylight Time (EDT), on July 27, 2020. Offers should be e-mailed or mailed to the Point of Contact (POC) shown below by the closing date and time. If offers are mailed, an electronic version of the offer (i.e. CD, DVD, etc.) should accompany the paper copy. If an offer is e-mailed to the POC shown below, it is the offeror’s responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic offer, the Government will acknowledge receipt of that offer via email to the offeror.

Electronic offers shall be in .pdf format. The Pricing Sheet may be either .pdf or .xlsx.
