1. PWS C.2.1 Key Personnel: May one of the two required HVAC Mechanics serve also as the Stationary Engineer Supervisor?

Answer: Yes

2. Solicitation CLIN 0012 (Monthly Material Costs): Please provide a definition of this item as it states “FFP” over 12 months. Are we to bill this item each month as part of the Firm, Fixed Price for general supplies used in the O&M services OR is it supposed to be billed only when we incur costs of materials over the threshold ($2,500)? Please refer to PWS 3.1.2 Service Calls where Material Costs are addressed.

Answer: These Items will be billed monthly.

3. Page 5 (Scope of Work, O&M Program Limitations) states that Heating Fuels are excluded from the O&M Program. Page 28 (Fuel Records) states that the Contractor shall maintain monthly records of Fuel Consumption at buildings 2591, 2592, 2593, 2594, and 2596. Please clarify whether or not the Contractor will be responsible for Heating Fuels.

Answer: The Government will be responsible for Heating Fuels

4. Page 5 (Scope of Work, O&M Program Limitations) states that Cabling is excluded from the O&M

Program. Page 6 (Computerized Maintenance Management) states that the Contractor shall maintain a T-1 or equivalent communication line that allows remote access to the server for the HEC COR and the Contractor. Please clarify whether or not the Contractor will be responsible for this communication line.

Answer: Contractor will be Responsible for any NON Government Communication

5. Page 5 (Scope of Work, O&M Program Limitations) states that Security Barrier Maintenance is excluded from the O&M Program. Page 36- first line states that the Contractor is responsible for Electronic Security Barriers. Please clarify.

Answer: The Security Barriers at the Main entrance are excluded for this contract. The fence and gate barriers are the responsibility of the contractor.

6. C.2.1. (Key Personnel) lists the following: 1. Site Manager 2. Safety Manager 3. Stationary Engineer

Supervisor 4. Master Carpenter (1) 5. Licensed Master Electrician (2) 6. Licensed Master Mechanics (HVAC) (2) 7. Licensed Master Plumber (1) 8. General Maintenance Worker. However, Appendix C – Key Personnel Qualifications lists “Stationary Engineer” as a key position. Please confirm the key personnel that are required for this effort.

Answer: In Appx C “Stationary Engineer” Will be removed as Key Personnel

7. Page 10 (Hours of Operation) states that the hours of operation are from 6:00 AM to 5:00 PM, Monday through Friday except Federal holidays as noted. Is the Contractor responsible for O&M from 5:00 PM to 6:00 AM, and on weekends?

Answer: Contractor is responsible for after hour emergency calls.

8. Factor 1 (Technical), Factor 2 (Past Performance) and Factor 3 (Price) are required for the proposal package. Please confirm if the information should be provided in one volume, or as separate volumes.

Answer: Provided in 3 separate volumes

9. Please specify if this operation is classified under the Service Contract Act (SCA) or Union, and if so, please provide a copy of the current Collective Bargaining Agreement (CBA).

Answer: Government will provide a copy of the current CBA

10. What is the total number of the current O&M Staff including trades, and site Management?

Answer: Government cannot provide current contractor’s information.

11. What is the total number and associated cost value of the annual reimbursable repairs for the last

3 years?

Answer: Government cannot provide information. However, there were over 153 Task Orders issued.

12. Service Golf Carts: Is this covered and are recharging stations available?

Answer: No

13. Is the inventory of the facilities equipment listed for O&M accurate? When was the last inventory completed?

Answer: this is the most accurate inventory

14. Equipment under Warranty: Is there any major component, not limited to roofing systems under current warranty?

15. Will all annual PMs testing be complete for the award year not limited to: Eddy Current, Backflow

Preventers, Fire/Life Safety, Boilers, and Generators?

Answer: yes, depending on PM Services’ due date.

16. The description states, “There is a base and two option years for basic operations and maintenance (O&M) support for all of 1st CIG.” However, the SF 1449 Continuation Sheet reflects a base and three option years. Please confirm.

Answer: Base Year Plus 2 Option Years.

17. The description states, “The ceiling price is estimated at $5,820,482.” Can you please clarify if the estimated ceiling price is an annual amount, or is the estimated ceiling price for the duration of the contract?

Answer: Duration of contract plus Task Order Work.

18. Please confirm there are no O&M Services for Building 2583.

Answer: Yes, there are O&M Services for Building 2583 – i.e. O&M Services for Grounds Maintenance, Building 2583.

19. Will the government supply an existing subcontractor support list in the spirit of keeping base operations continuity?

Answer: No, not at this time.

20. Can the government supply the date of the last Infrared scan and electrical 5-year and 3-year annual inspections?

Answer: This formation was labeled and noted on Equipment during Walk thru

21. When was the last eddy current test on the chillers?

Answer: This formation was labeled and noted on Equipment during Walk thru

22. When was last major Preventative Maintenance performed on heat exchangers? Did it include pulling the tube bundles for inspection?

Answer: This formation was labeled and noted on Equipment during Walk thru. Yes tube bundles were inspected.

23. During the site visit we observed a number of places with missing and/or damaged insulation on pipes and duct work. Will the follow-on contractor be required to repair these deficiencies under the service call limit of liability?

Answer: Government cannot answer at this time.

24. Will the government provide an Asbestos survey, so the follow-on contractor’s personnel can safety navigate the health risk?

Answer: yes

25. Will the government provide a capital improvement plan for project scheduled during the next three years?

Answer: within the first 90 days the awarding contractor shall receive project scheduled

26. Wage Determination (page 5): Is there a collective bargaining agreement for this contract?

Answer: Yes, there is a current collective bargaining agreement for this contract.

27. Computerized Maintenance Management (page 6): Is web hosting same version of MAXIMO acceptable, rather than installed on a physical server at the site?

28. Is the base equipment maintenance already being maintained in MAXIMO, if so will the government be providing a flat file to support data upload of equipment, locations, and history (page 6)?

Answer: It’s being maintained in a Government System that can be support by Maximo

29. Drawings (page 9): “Recorded by the contractor”: Who is responsible for updating the as built drawing set, the contractor or the government?

Answer: Contractor

30. C.3.0 Performance requirements (page 11): For minor work, is the contractor responsible for the first $2,500 or is the entire project reimbursed by the government?

Answer Yes

31. Routine Service Calls (page 12): Painting, please provide more details regarding the size of the painting project. Does this include cyclical painting of interior and exterior surfaces?

Answer: can include all services of painting

32. Preventive Maintenance (page 14): Please clarify if the $600 in materials or 3 hours of labor count toward the $2,500 service call threshold, effectively making the threshold $3,100 in the event a costly PM exceeds the $600 or 3-hour benchmark.

Answer: It does not count towards the $2,500.00 threshold.

33. Roofing (page 20): Please provide the age and types of roofing throughout the campus and if appropriate the capital planning schedule to replace roofs at the end of their expected life.

Answer: Government cannot answer at this time.

34. Signage (page 21): Can the government provide historical data on the type and number of signage requests that have occurred in the last 12-24 months?

Answer: Government cannot answer at this time.

35. C.3.1.7 – Plumbing (page 23): Does the annual flushing of fire hydrants require metering of the water used and flow rate calculations for each hydrant?

Answer: Yes

36. C.3.1.7 – Plumbing (page 23): Who is responsible for the underground utility, domestic water supply, sewage and waste lines beyond the demarcation point of five feet beyond the outside of the building? Are the domestic water cutoff stations and sewer cleanout access points already in place at the demarcation point?

Answer: Currently, the Government is responsible for all underground utility, domestic water supply, sewage and waste lines beyond the demarcation point of five feet beyond the outside of the building

Which BAS system(s) is/are present (type and software release)?

Answer: Due to Security, the Government cannot answer at this time.

39. HAZARDOUS Waste Management (page 26): How often is the Fort Belvoir Part B Storage Permit Training Program scheduled?

Answer: Annually

40. Fuel Records (page 28): Is the contractor responsible for procuring fuel for generators under the task order CLIN?

Answer: No, but must maintain a fuel jumper for all government required fuel deliveries.

41. Lead Paint and Asbestos (page 29): Is the contractor responsible for the costs associated with lead paint and/ or asbestos abatement under service call threshold or is all abatement work reimbursable?

Answer: Asbestos Abatement was completed years ago.

42. Security Clearance (page 31): Do only staff members assigned to building 2592 and 2592A require secret clearance?

Answer: This contract requires at minimum a secret clearance.

43. Work Schedules (page 31): Can the government provide historical data of how much maintenance activity had to be performed during other than “normal hours” to prevent disruption to the building operations at buildings 2592 and 2592A?

Answer: Not at this time

44. Government Furnished Training (page 34): Are the FEM and HEC’s Computerized Maintenance Management System references to a system other than the MAXIMO system required elsewhere in the RFI document? If so, will dual entry be required for maintenance and services calls into both systems by the contractor?

45. Project Manager (page 38): “Required to maintain a physical presence at the site at all times” – Will the contractor be expected to provide a suitable backfill project manager during times of vacation, sick leave or other leave required by law?

Answer: roughly 156 repairs exceeded service order limits per year.

Answer: As-Built Drawings are updated after projects are completed and stored with originals.

59. Are there any energy shared income agreements with regards to Chillers, Boilers, Air Handling Units, Cooling Towers, Emergency Generators, etc.?

Answer: Yes, Bldg 2592 has a shared income agreement with regards to Chillers, Boilers, Air Handling Units, and its Cooling Towers.

60. Are there any known Environmental issues related to the site/sites, Hazardous Material, Lead, Asbestos, Hazardous Waste, Underground Storage Tanks, etc.?

61. Are there any ballistic or explosive materials that the contractor is responsible for disposing and managing?

62. What if any Contractor costs or services to the Government are excluded from sales tax under this Contract?

Answer: The Contractor is responsible for all taxes, and must price their cost proposal accordingly.

63. Are there any services, equipment, or systems that fall under the contractor's responsibility that require Specific Proprietary Vendors?

64. Will major subcontractor past performance count towards meeting the past performance / relevant experience requirements for this contract?

Answer: No, Past Performance from Major Subcontractors will not be used towards meeting the past performance / relevant experience requirements for this contract

65. If the Contractor must provide personnel to enable access (escort) for inspectors and inspections after normal working hours, is the provision of such personnel after hours reimbursable?

Answer: It’s various however, these items of communication can be stored in the facility if not permitted

74. Are you aware of any cellular or 2-way communication devices that do not work at this particular Facility?

149. Is the contractor responsible for the first $2,500 of repairs over $2,500 in direct labor and material costs? Or are they fully reimbursable?

Answer: The contractor will be fully reimbursable for all task order services

150. Some repair services and parts are only available from a single source (for example, proprietary vendor like Siemens or manufacturer representatives with exclusive territory agreements), which can preclude the contractor from providing a proposal or completing a repair by the time limit. Will payment deductions and/or liquidated damages apply in such cases?

Answer: No, as long as repairs are made within reasonable expectations

151. To what extent, if any, is the CMMS capable of being used for reporting completed calls or is another method required?

Answer: The CMMS is capable of reporting completed calls providing the Contractor sets up the correct Perimeters

Answer: The CMMS is capable of PM reporting providing the Contractor sets up the correct perimeters

153. Are matching replacement floor and carpet tiles, ceiling tiles, vinyl wall coverings and other finishes readily available? Are any on hand?

Answer: Yes and the contractor MUST replace any and all government materials with like materials.

154. Are replacement parts, hardware and slats available for blinds and shades?

155. Since replacement is included in the base price, can you provide an inventory and dimensions of blinds and shades and specs on acceptable replacements?

157. Are there battery-operated fixtures? If so, are replacing batteries the responsibility of the O&M contractor or the custodial contractor?
