ATTACHMENT 2 – LABOR CATEGORIES / QUALIFICATIONS

The following labor categories are the only approved labor categories to be used on task orders. It is anticipated that certain labor categories will be designated as key personnel (Senior Principal Investigator, Principal Investigator, and Project Manager/Administrator) at task order award. Key personnel cannot be substituted after task order award without notification to and approval by the Contracting Officer.

1. Senior Principal Investigator (SPI) (Key)

RESP: This category is intended to be used rarely and only when the highest level of subject matter expertise in Navigation, Data Management and Support, and Future Directions (subject) related fields is required. When used, they will be the senior topic expert on the assigned task. The SPI may design the approach for solving the problem and may oversee the execution of the study, providing advice and guidance as necessary. It is expected that, when used, the SPI with the most expertise in the required discipline will work on that task, e.g. a task requiring expertise in economics should be headed by a SPI with a background in economics.

MQ: The SPI shall have a PHD in a discipline that is closely related to the subject fields, plus 20 years of experience in these fields. In lieu of the PHD, the SPI may substitute a Master's degree in a related field plus 25 years of experience in subject fields or a Bachelors degree in a related field plus 30 years of experience in subject fields of navigation, data management and support and future directions fields.

2. Principal Investigator (PI) (Key)

RESP: The PI will usually be the senior topic expert on the assigned task. The PI will design the approach for solving the problem and will oversee the execution of the study, providing advice and guidance as necessary. It is expected that the PI with the most expertise in the required discipline will work on that task, e.g. a task requiring expertise in economics should be headed by a PI with a background in economics.

MQ: The PI shall have a PhD in a discipline** that is closely related to the navigation, data support and management and future directions fields, plus 3 years of experience in these fields, 2 of which must have been at a level of responsibility equivalent to the senior analysts or PI level. In lieu of the PhD, the PI may substitute a Masters degree in a related field plus 5 years of experience in the subject fields, 3 years at the PI level. Similarly, a Bachelors degree in a related field plus 8 years of experience in subject fields, 3 years at the PI level meets the minimum qualifications.

3. Senior Analysts (SA)

RESP: The SA will work closely with the PI in developing the approach for solving the problem. The SA will then be the study manager in charge of carrying out the technical aspects of the study. The SA will normally design and perform any analysis of data and draw conclusions.

MQ: The SA shall have a PhD in a discipline that is closely related to these fields, plus 2 years of experience in subject fields, or a Masters degree in a related field plus 3 years of experience or a Bachelors degree in a related field plus 4 years of experience.

4. Project Manager/Administrator (PM) (Key)

RESP: The PM will insure that the firm has all of the necessary resources available for carrying out an assigned task, including material supplies as well as personnel. The PM will also insure that work progresses in a timely manner and that schedules are met. When schedules cannot be met, the PM will be responsible for notifying the Contracting Officer or the Contracting Officers Representative and requesting an extension.

MQ: The PM shall have a Masters degree in Management or subject related field plus 3 years of experience, 2 of which must have been at the PM level or a Bachelors degree in Management or subject related field plus 5 years of experience conducting such studies as will be derived from this contract, 3 of which must have been at the PM level.

5. Programmer/Analysts (P/A)

RESP: The P/A will be responsible for modifying existing computer software or developing new programs to perform various kinds of analysis as directed by the PI and or the SA for the task.

MQ: The P/A shall have a minimum of 5 years experience in developing and writing computer software applications. Two years of this experience in subject related fields.

6. Mid-Level Analyst (MA)

RESP: The MA will work closely with the SA in conducting the analysis of data and drawing conclusions. The MA will also work closely with SA to write-up the results of the study and to prepare any summary of findings and recommendations.

MQ: The MA shall have a Masters Degree with 1 year of experience at the Journeyman Analyst level or a Bachelors Degree with 2 years of experience at the JA level.

7. Journeyman Analysts (JA)

RESP: The JA will work closely with the SA and MA in conducting the analysis of data and drawing conclusions. The JA will also work closely with SA/MA to write-up the results of the study and to prepare any summary of findings and recommendations.

MQ: The JA shall have a PhD in a discipline related to subject fields, or a Masters degree plus 2 years of experience at the Research Assistant level or a Bachelors degree plus 3 years experience at the Research Assistant level.

8. Research Assistant (RA)

RESP: The RA will be responsible for gathering data through various sources and sorting out that data into segments that are more useful to the SA and PI. Data collection might consist of collecting original data through interviews, etc. or by use of the U. S. Census and other printed matter or computer files.

MQ: The RA shall have a minimum of a Masters degree or a Bachelors degree with one year experience in subject related fields.

9. Writer/Editor (W/E)

RESP: Some tasks will require a formal written report, to be completed and presented camera ready for publication. Often this will require the W/E to help write the report to make it more readable to the public. This might mean clarifying technical points so that the layman can understand what is being presented. The degree of simplicity required will be determined by the nature of the task. MQ: The W/E shall have a Bachelors degree and a minimum of 5 years of experience in writing and editing reports and books for publication. One year of experience must be in a subject related field.

10. Administrative/Clerical (A/C)

(**Navigation, Data Management and Support and Future Directions related disciplines include: Civil and Environmental Engineering, Economics, Environmental Planning, Geography, Mathematics, Physical Sciences, Planning, Sociology, Coastal Engineering, Statistics, Web Site Designer, Data Processor, Programmer, Naval Architects, Hydraulic Engineering, Computational Fluid Dynamics and Physical Modeling, GIS/AIS Applications and Background knowledge of Maritime Trade.)
