SAMPLE TASK ORDER REQUEST FOR PROPOSAL, POOL 2

Instructions to Offerors:

Offerors shall submit a Technical Proposal describing their approach to accomplishing the work stated in the sample Performance Work Statement (PWS) below.

See Section L, Factor 1, Sub-factor 3.

Offerors must submit a proposed Level of Effort (LOE) using the Sample Price Sheet included. The Offeror shall propose a LOE based on the Labor Categories found in PWS Appendix A.

PRICES ARE NOT TO BE ENTERED, ONLY THE NUMBER OF HOURS ESTIMATED TO COMPLETE THE TASK BY LABOR CATEGORY.

SAMPLE PERFORMANCE WORK STATEMENT

U.S Department of Transportation Office of the Secretary

TITLE: The Department of Transportation (DOT) seeks support to analyze its current business operations in the Human Resources and Acquisition Services arenas and make appropriate adjustments to its business model in order to meet on-going budget and resource constraints and to increase efficiency.

BACKGROUND: The Department develops and coordinates policies that provide an efficient and economical national transportation system. DOT employs almost 55,000 people across the country, in the Office of the Secretary of Transportation (OST) and its operating administrations, each with its own management and organizational structure.

Within the Office of the Secretary of Transportation (OST), the Office of the Assistant Secretary for Administration provides Departmental leadership in human resources, security, acquisition and grants, information services, transportation and facilities, and space management. This leadership includes establishing policies, providing operational services, directing financial management of DOT's Working Capital Fund, and serving as the Department's liaison with the Inspector General and the U.S. Government Accountability Office.

The Office of the Assistant Secretary for Administration includes two components that provide operational and day-to-day support for all other OST offices.

· The Departmental Office of Human Resource Management (HR) provides HR leadership, policy, strategic planning, and consultative services for DOT managers and employees. The HR Office also provides information about workforce and employment opportunities to the public and manages the department's automated personnel systems.

· The Office of the Senior Procurement Executive (OSPE) provides effective, ethical, state of the art business policies, practices and services in acquisition, financial assistance management, and competitive sourcing. Within the OSPE, the Acquisition Services Division provides a full range of operational acquisition services for OST offices, ranging from acquisition planning to contract closeout. The Acquisition Services Division is responsible for the award and administration of business arrangements as a Headquarters service organization, which includes contracts and grants.

OBJECTIVE: DOT seeks to conduct an assessment of the DOT HR Business Model to determine (a) areas where the HR business model can be improved, and (b) if “in-house” delivery of these services is the most practical business model for the Department. DOT also seeks to conduct an assessment of the OST Acquisition Services function to determine (a) areas where the Acquisition Services business model can be improved, and (b) if “in-house” delivery of these services is the most practical business model for the Department.

SCOPE: The contractor shall (1) conduct an assessment of the Human Resources and Acquisition Services function within the Office of the Secretary as outlined below, (2) develop recommendations for greater operational effectiveness and efficiency, and (3) provide a detailed action plan on how to implement recommendations.

The Human Resources and Acquisition Services organizational assessment, at a minimum, shall address the following areas:

· Assessment of current Human Resources and Acquisition Services organizational policies and procedures

· Assessment of Human Resources and Acquisition Services organizational business processes to maximize effectiveness and efficiency

· Assessment of stakeholders that interface with Human Resources and Acquisition Services organizations to address their roles and responsibilities in the acquisition process and methods by which they are held accountable

· Assessment of the appropriateness of the systems used in Human Resources and Acquisition Services organizations.

· A comparative assessment of the Human Resources and Acquisition Services

· Analysis of Human Resources and Acquisition Services Function and Business Model This analysis will answer the following questions:

· What is the baseline performance of the current Human Resources and Acquisition Services organizations as assessed in comparison to leading practices and core competencies?

· Are there efficiencies that can be integrated into the Human Resources and Acquisition Services processes supporting OST?

· Is the proper place for the Human Resources and Acquisition Services within the Office of the Secretary?

· Is it more efficient in terms of both process execution and cost efficiency to deliver Human Resources and Acquisition Services through “in-house” resources?

· Are there effective delivery models for external Human Resources and Acquisition Services in a government agency that can be benchmarked?

DELIVERABLES: The contractor shall carry out all required activities (e.g. policy assessments, program structure and workload assessments, systems and stakeholder roles and responsibilities) in order to provide the Office of Administration with a thorough, data-driven report of findings. This includes recommendations for strategic improvements of the HR and Acquisition Services organizational structures, alignment and processes.

Draft Report: The Contractor shall submit a draft report not later than NTP + 30 days of contract award as stated in its proposal, and as mutually agreed to in writing based on kick-off discussions. The contents shall include, at a minimum: Abstract, Executive Summary, Background, Methodology, Discussion, Alternatives (if applicable), Results (if applicable), Conclusions, Additional Issues Identified (if applicable), and Appendices with supporting information, if applicable. The COR will review and provide comments within two weeks of submission of the draft final report.

Final Report: The Contractor shall submit a final report incorporating any requested revisions not later than 14 days after receipt of COR/DOT comments.

Final Executive Briefing: The Contractor shall develop and present an Executive Briefing to the Office of the Secretary to discuss the analyses, findings, alternatives, and recommendations. The pre-briefing slides will be presented to the COR for review at least 5 working days prior to the executive briefing. The executive briefing will take place no later than 5 working days from close out of delivery order.

In the performance of the tasks associated with this SOW, the contractor shall comply with the following (including subsequent revisions and/or successors):

· Department of Transportation regulations on security, privacy and non-disclosure

The following documents and government furnished information (GFI) will be provided to the contractor in order to accomplish the required analyses:

· Organizational charts

· Organizational spend reports detailing types of contracts for supplies, services, construction, etc.

· Other information and data relating to the operation of these offices

PERIOD OF PERFORMANCE: The period of performance of the contract shall be from Notice to Proceed through Notice to Proceed + 75 days.
