About this file

This document is a set of Questions and Answers (Q&A) related to the federal contract opportunity W912HP24QLS02 for the 81st Readiness Division (81st RD) NC115 HVAC Controls Replacement project.

The key details are:

  • The existing HVAC control system is reported to be Johnson Controls (JCI), but all components must be replaced per the Statement of Work (SOW) with no reuse.
  • The contractor must issue an RFI (Request for Information) if they encounter any mechanical deficiencies, and the 81st RD will decide if they or the contractor will correct the issues.
  • The project is a 100% small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19M annual revenue size standard.
  • Detailed submittal requirements are provided, including specifications for the new HVAC controls system to be standalone, nonproprietary, use open BACnet protocol, and provide permanent software licenses.
  • The government will not provide an assessment report on the existing HVAC control system, as the entire system is to be replaced.
  • The SOW clarifies that replacement of control valves, dampers, and other mechanical components is not required unless found to be deficient.

NC115 Replace HVAC Controls

Questions and Answers

20AUG24:

1. What is the existing control system?

Based on original reports, it appears to be JCI but the contractor needs to follow the SOW. No items are to be reused.

2. Just want to clarify that any mechanical deficiency will be corrected by owner. This job is only to correct BAS and parts.

As a contractor runs into mechanical deficiencies, they must issue a RFI (request for information) with a full description of the issue, location, pictures, along with a comment recommendation for corrective action. The RFI leads to a collaborative effort between the contractor, USACE, and the 81st RD; as they (the 81st/client) decides on either correcting the issues themselves or if they want the contractor to.

21AUG24:

1. I have been reaching out to electrical contractors with under $19M annual average revenue all morning but none so far seem interested in bidding. This is a scope that Johnson Controls could very easily execute, but we do not meet the NAICS code or small business requirement. Would you consider a bid from Johnson Controls directly and waive the NAICS and small business requirement?

At this time, the project will remain a 100% total small-business set aside. Using the Dynamic Small Business Search tool on SBA.gov (https://dsbs.sba.gov) may give you more prime/sub options.

2. Bid Posting | Description: Can you provide a list of contractors under the NAICS Code 238210 - Electrical Contractors and Other Wiring Installation Contractors in the small business size standard of $19M annual average revenue that are bidding this contract?

That way we can provide pricing to these contractors for controls components and programming.

As detailed above, please use the Dynamic Small Business Search as a tool for possible collaboration.

3. Bid Posting | Award and Submission Information | Technical Capability: Can you clarify what detail is required for the submittals due with the quote? Usually submittals for a controls system are prepared after a few weeks of engineering, which is a labor-intensive task performed after contract award. We can provide product catalogs that show details https://dsbs.sba.gov/ of the controllers, sensors, etc. selected for the project where applicable/available. We cannot provide wiring diagrams, sequences of operation, etc. until after contract award.

Will this suffice?

Submittals required right away will confirm that the controls meet the following as per the SOW (This must be stated clearly so that we know that we are getting what we are looking for). The rest can be sent once awarded.

As per the SOW: The controls will need to be stand alone and independent, but upgradable to a future access via ARNET, by others, via a second JACE. This will be brought in and connected to the initial JACE of the control system. Provide controls as per below:

1. All system components and system shall be Nonproprietary.

2. Wiring shall be hardwired. No WiFi allowed.

3. Open Bacnet protocol with all points exposed within the EMCS. Shall be BACNET/MSTP or Arcnet/bacnet.

4. Permanent licenses for all control systems (licenses shall never expire). This will include but is not limited to DDC graphics user interphase.

5. All tools shall be provided with initial software purchase (i.e., tools required to maintain, troubleshoot, program, create view libraries, and operate).

6. No specialized or manufacturer specific software or computers shall be required outside of the purchased software package.

7. UPS with 8 hour battery life shall be installed on BAS computer.

4. Performance Work Statement | Background: Can you provide the assessment report of the building automation system that describes the deficiencies in detail?

This system is to be replaced in full, therefore the contractor is responsible that the new system operates properly. The assessment report will not be provided.

5. Performance Work Statement | Description of Services | Project Specific Requirements: We assume entire "controls system and associated components" means actuators, sensors, controllers, relays, etc. but does not include mechanical components such as control valves, dampers, etc. Assumes mechanical components can be reused.

Can you confirm this is a correct assumption?

As per SOW: “Remove all controls related equipment including but not limited to wiring, interfaces, thermostats, controllers, actuators, sensors, front end, etc. As shown on plans. Controls wiring conduits to remain to be reused.”

Control valves, dampers, etc… are mechanical in nature so they are not required to be changed. If these items are found to be faulty then an RFI shall be issued with full description of the issue and recommendations from contractor. For example, Air Flow measuring devices would be part of this projects items to be replaced because it is a sensor.

6. Performance Work Statement | Description of Services | Project Specific Requirements: Can new wiring be plenum wiring or does it need to be in conduit?

Wiring shall be run as per UFC and Code requirements.
