1.6 PHYSICAL CONDITIONS AND DATA

1.6.1 General

Data and information furnished or referred to below are for the Contractor's information.

The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

1.6.2 Physical Conditions

The borrow area parameters indicated on the drawings and in the specifications result from studies conducted by USACE, but it is recommended that bidders conduct their own investigations and decide for themselves the site conditions and character of the materials prior to performing the work.

The Cane South borrow area lies approximately 2.0 miles offshore to the southeast of Myrtle Beach, South Carolina. Within the borrow area, the seafloor elevation ranges from -27 to -38.0 feet MLLW, based upon an single beam bathymetric survey conducted by USACE in April 2017. Three Federally-protected hard bottom areas exist within the Cane South Borrow Area; the locations of which are shown on Plan Sheet C-008 “Reach 2 Borrow Area Cane South” and in the Geotechnical Appendix Volume 2. A geotechnical investigation was contracted by USACE in 2017, which includes 40 vibracore borings, detailed photo-mosaic logs, and penetrometer data (Volume 2). In addition, 27 vibracore borings from earlier geotechnical subsurface conducted by USACE in 2006 is provided.

A total of 67 borings have been drilled in the Cane South Borrow Area, as shown in Plan Sheet C-008 and in Volume 2. Ocean bottom elevations shown on the 2006 borings are referenced to MLLW and were tide corrected using verified data from the NOAA tide station #8661070, located at Springmaid Pier, SC. Ocean bottom elevations shown on the 2017 borings were surveyed utilizing Real Time Kinematic (RTK) Global Positioning System (GPS) to accuracies within 0.2 feet both vertically and horizontally. These elevations are considered to be approximate, due to natural shifting of bottom sediments due to wave, current, and storm energy. Laboratory soils gradation data from both investigations are provided in Volume 2.

The Little River borrow area lies approximately 1.7 miles southeast of the town of North Myrtle Beach, and 2.0 miles southwest of Little River Inlet. The seafloor elevation ranges from -28 to -36.5 feet MLLW, based upon the last USACE hydrographic survey conducted in August 2016. One Federally-protected hard bottom area lies within the Little River Borrow Area; their locations and buffer zone extents are shown on Plan Sheet C-012 “Little River Borrow Area” and in Volume 3. A geotechnical subsurface investigation was conducted by USACE in 2006 which included 47 vibracore borings in Volume 3. A second geotechnical investigation was contracted by USACE in 2016, which includes 48 borings to complement the existing subsurface data. A total of 95 borings have been drilled in the Little River Borrow Area, the general location of which is shown on Plan Sheet C-012 “Little River Borrow Area” and also in Volume 3. Ocean bottom elevations for the 2006 borings are referenced to MLLW and were tide corrected using verified tidal data from the NOAA tide station #8661070, located at Springmaid Pier, SC.

Ocean bottom elevations for the 2016 borings were surveyed utilizing Real Time Kinematic (RTK) Global Positioning System (GPS) to accuracies within 0.2 feet both vertically and horizontally. Elevations shown on the boring logs are approximate. Laboratory soils gradation data from both 2006 and 2016 investigations are provided in Volume 3. It is the responsibility of the Contractor/Bidder to thoroughly review and familiarize himself with the existing data, conduct their own investigations if needed, and decide for themselves the site conditions and character of the materials prior to performing the work.

The Surfside Borrow Area is located offshore 4 to 7 miles east-northeast of Murrells Inlet. The seafloor elevation ranges from -22 to -38 feet MLLW, based upon the last USACE hydrographic survey conducted in January 2016. Two Federally-protected hard bottom areas and one archeological site (shipwreck) lie within the Surfside Borrow Area;

their locations and buffer zone extents are shown on Plan Sheet C-018 “Surfside Borrow Area”. Two geotechnical subsurface investigations were conducted by USACE in 2006 and 2016. A total of 87 borings have been drilled in the Surfside Borrow Area, the general location of which is shown on Plan Sheet C-018 “Surfside Borrow Area” and in Volume 3. Ocean bottom elevations for the 2006 and 2016 borings are referenced to MLLW and were tide corrected using verified tidal data from the NOAA tide station #8661070, located at Springmaid Pier, SC. Elevations shown on the boring logs are approximate. All boring logs and lab gradation data from both 2006 and 2016 investigations are provided in Volume 3. Dredging zones that shall be used for this contract are shown on Plan Sheet C-018 “Surfside Borrow Area”, and lie seaward of the Federal 3-Mile Line. These maximum dredge cuts were developed from USACE’s own engineering analysis of the 2006 and 2016 borings and soils gradation data.

SD-01 Preconstruction Submittals

Submittal Register; G

1.4 SUBMITTAL CLASSIFICATION

Submittals are classified as follows:

1.4.1 Government Approved (G)

Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.

Government approval is required for any deviations from the Solicitation or Accepted Proposal and other items as designated by the Contracting Officer. Within the terms of the Contract Clause SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION, they are considered to be "shop drawings."

1.4.2 For Information Only

Submittals not requiring Government approval will be for information only.

They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.

1.5 PREPARATION

1.5.1 Transmittal Form

Transmit each submittal to the Contracting Officer. Transmit submittals with transmittal form prescribed by Contracting Officer and standard for project. On the transmittal form identify Contractor, indicate date of submittal, and include information prescribed by transmittal form and required in paragraph IDENTIFYING SUBMITTALS.

Use transmittal form ENG Form 4025-R for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor or are included in the QCS software that the

Contractor is required to use for this contract.

Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.

1.5.2 Identifying Submittals

When submittals are provided by a Subcontractor, the Prime Contractor is to prepare, review and stamp with Contractor's approval all specified submittals prior to submitting for Government approval.

Identify submittals, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal form. Mark each copy of each submittal identically, with the following:

a. Project title and location.

b. Construction contract number.

c. Date of the drawings and revisions.

d. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other subcontractor associated with the submittal.

e. Section number of the specification section by which submittal is required.

f. Submittal description (SD) number of each component of submittal.

g. When a resubmission, add alphabetic suffix on submittal description, for example, submittal 18 would become 18A, to indicate resubmission.

h. Product identification and location in project.

1.5.3 Format for SD-02 Shop Drawings

Shop drawings are not to be less than 8 1/2 by 11 inches nor more than 30 by 42 inches. Prepare drawings to accurate size, with scale indicated, unless other form is required. Drawings are to be suitable for reproduction and be of a quality to produce clear, distinct lines and letters with dark lines on a white background.

Present 8 1/2 by 11 inches sized shop drawings as part of the bound volume for submittals required by section. Present larger drawings in sets.

Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to information required in paragraph IDENTIFYING SUBMITTALS.

Number drawings in a logical sequence. Contractors may use their own number system. Each drawing is to bear the number of the submittal in a uniform location adjacent to the title block. Place the Government contract number in the margin, immediately below the title block, for each drawing.

Dimension drawings, except diagrams and schematic drawings; prepare drawings demonstrating interface with other trades to scale. Use the same unit of measure for shop drawings as indicated on the contract drawings.

Identify materials and products for work shown.

Submit drawings in PDF format.

Submit six copies of submittals of shop drawings requiring review and approval by Contracting Officer.

1.7 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval of the Contracting Officer is not required on information only submittals.

The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work;

and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.

1.8 SUBMITTAL REGISTER
