SECTION 01 11 00
SUMMARY OF WORK
PART 1 - GENERAL
1.1 PROJECT DESCRIPTION
A. Visiting Quarters: Construct a New Visiting Quarters (VQ) and renovate Existing VQ Building 362 at Joint Base Charleston, South Carolina. The new facility shall have 266 guest rooms with approximately 149,210 square feet, a parking lot for employees.
B. APF Companion: Construct VQ APF Companion Project at Joint Base Charleston, South
Carolina. Project includes removal of Existing Simpson Street between North Davis Drive and Arthur Drive.
C. The Construction Contract shall include, but shall not be limited to, the Major Items or
Work prescribed in the documents to provide a complete and usable facility.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 DEFINITIONS
Definitions pertaining to sustainable development are as defined in ASTM E2114, Section 01 57 50 ENVIRONMENTAL PROTECTION, and as specified.
a. “Contracting Officer” means the Contracting Officer or his designated representative.
b. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
c. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, day lighting, and views.
d. "Operational performance" is the functional behavior of the building as a whole or of the building components.
e. "Sustainability" is the balance of environmental, economic, and societal considerations.

f. “Biobased Materials”: As defined in the Farm Security and Rural Investment Act, for purposes of Federal procurement of biobased products, “biobased” means a “commercial or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products or renewable domestic agricultural materials (including plant, animal, and marine materials) or forestry materials.” Biobased materials also include fuels, chemicals, building materials, or electric power or heat produced from biomass as defined by The Biomass Research and Development Act of 2000.
1. “Biobased content”: The amount of biobased carbon in the material or product as a percentage of weight (mass) of the total organic carbon in the material or product.
g. “Non-Renewable Resource”: A resource that exists in a fixed amount that cannot be replenished on a human time scale. Non-renewable resources have the potential for renewal only by geological, physical, and chemical processes taking place over of millions of years. Examples include: iron ore, coal, and oil.
h. “Perpetual Resource”: A resource that is virtually inexhaustible on a human time scale.
Examples include solar energy, tidal energy, and wind energy.
i. “Recycled Content Materials”: Products that contain preconsumer or post-consumer materials as all or part of their feedstock. Recycled content claim shall be consistent with Federal Trade Commission (FTC) Guide for the Use of Environmental Marketing Claims.
1.4 WORK COVERED BY CONTRACT DOCUMENTS
a. The contract includes the elements of work indicated in the Table of Contents and incidental related work.
b. Location:
1. The work shall be located at Joint Base Charleston - Air Base, South Carolina, approximately as indicated. The exact location will be shown by the Contracting Officer.
2. The prospective bidder is greatly encouraged to visit the location of the work during the pre-bid period. However an on-location visit is not mandatory or a condition precedent to submitting a bid. For his own benefit, a prospective bidder should explore the site, discover existing conditions, and determine their effect on the sum bid.
1.5 PROJECT ENVIRONMENTAL GOALS
Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability.
Specifically:
a. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.
b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies. Select materials, equipment, and fixtures as specified and as follows:

c. Use environmentally preferable products and decrease toxicity level of materials used, as specified and as follows:

3. South Coast Air Quality District Management Rule #1168 and #1113.
4. Green Seal Certification.
5. Green Guard Certification
6. Floor Score Certification
d. Use renewable energy and material resources, as specified and as follows:
1. Recycled Content Products: EPA Comprehensive Procurement guidelines
2. Biobased Content Products: USDA Biopreferred
3. Electronics stewardship: Federal Electronics Challenge; Electronic Product
Environmental Assessment Tool (EPEAT)
4. Environmental Management System protocols: ISO 14001 or equivalent
e. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended. Consider the durability, maintainability, and flexibility of building systems, as specified and as follows:
1. Energy Efficiency: EO 13423, EO 13514 and Energy Policy Act of 2005; 10 CFR
435 - Energy Performance Standards for New Buildings; FAR Part 23, 48 CFR 23 - building equipment and lighting, and ASHRAE 90.1-2007
2. Energy Star
3. Federal Energy Management Program (FEMP)
4. LEED-NC 2009 Edition and the applicable prerequisite and credit requirements in the Credit Categories impacting energy efficiency such as Innovation and Design Process, Sustainable Sites, Water Efficiency, Energy and Atmosphere, and Indoor Environmental Quality.
f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.
g. Reduce construction waste through reuse, recycling, and supplier take-back.
1.5.1 Independent Verification
1.5.1.1 US Green Building Council (USGBC) - LEED(tm) Rating System
a. Provide completed project in compliance with USGBC LEED-NC(tm) v2009 (LEED) requirements identified in other Sections. This project will be registered with the USGBC to pursue a LEED-NC v2009 certification.

b. Energy efficiency measures should follow the LEED NC tm 2009 Edition and the applicable prerequisite and credit requirements in the Credit Categories impacting energy efficiency such as Innovation and Design Process, Sustainable Sites, Water Efficiency, Energy and Atmosphere, Indoor Environmental Quality, and Awareness and Education.
c. Independent Verification:
1. US Green Building Council (USGBC) - LEED™ rating system: Provide work consistent with USGBC-LEED™ v3, level silver requirements.
d. Maximize opportunities for integrated team planning and green construction strategies.
1.6 OCCUPANCY OF PREMISES
Building 362 will be occupied during performance of work under this Contract. The contractor shall post occupancy notifications in prominent locations in the work area.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
Access to and work in Building 362 will only be between 8 a.m. and 5 p.m., Monday through Friday, excluding Government holidays
1.7 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer.
At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.8 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
A. Pursuant to contract Clause “FAR 52.245-2, government Property (Fixed Price contracts)” or “FAR 52.245-4, Government-Furnished Property (Short Form)”, the Government will furnish GFCI lists materials and equipment for installation by the Contractor.

1.8.1 Delivery Schedule
Notify the Contracting Officer in writing at least 90 calendar days in advance of the date on which the materials and equipment are required. Pick up materials and equipment no later than 7 calendar days after such date. When materials and equipment are not picked up by the 7th day, the Contractor may be charged for storage at the prevailing rate.
1.8.2 Delivery Location
The materials and equipment are located on Joint Base Charleston - Air Base.
1.9 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged for Government reuse shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located on Joint Base Charleston - Air Base.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

SECTION 01 14 00
WORK RESTRICTIONS
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. Access to building 346 must be maintained and associated barriers must be installed accepted by the Contracting Officer before demolition work can commence on buildings 343 and 344, Simpson Street between Arthur Drive and Davis Drive and before demolition work can commence on the parking lot to the north of Buildings 346 and 344.
b. Demolition of buildings 343 and 344 shall not commence earlier than 60 calendar days from contract award to allow occupants to vacate.
c. With the exception Simpson Street between Arthur Drive and Davis Drive, the remaining roadways will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.
d. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
e. Permission to interrupt any Activity roads, railroads, and/or utility service shall be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
It should be recognized that requirements for security and base access varies between bases as well as between various locations within individual bases. It is incumbent on the Contractor to ascertain the current security and base access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor's proposal.
Lack of knowledge of current requirements does not constitute a basis for an adjustment to the contract.

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats and required Personal Protective Equipment in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.
Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," "FAC 5252.236-9301, Special Working Conditions and Entry to Work Area," and the following apply.
1.3.1.1 Subcontractors and Personnel Contacts
Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 Identification Badges and Installation Access
Identification badges will be furnished without charge. Application for and use of badges will be as directed. Copies of identification to include driver's license and social security card will be required for processing badges for US citizens. Additional documentation will be required for non- US citizens. Contractor should plan on 8 normal working days from delivery of the required badge request information until receipt of a scheduled appointment date to pick up a badge (if cleared).
It is critical that personnel meet scheduled appointment times. Immediately report instances of lost or stolen badges to the Contracting Officer.
1.3.1.3 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion.
1.3.1.4 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installations under the cognizance of Joint Base Charleston except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.3.2 Working Hours
Regular working hours shall consist of an 9 1/2 hour period established by the Contractor Officer, between 7 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays.
1.3.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval. Make application 3 working days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress. During periods of darkness, the work shall be lighted in a safe manner approved by the SSHO.
1.3.4 Occupied Buildings
The Contractor shall be working in an existing building and around existing buildings which are occupied. Do not enter any buildings without prior approval of the Contracting Officer.

The existing buildings and their contents shall be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the buildings during the construction period.
Relocate movable furniture and equipment away from the Contractor's working area as required to perform the work, protect the furniture, and replace the furniture in its original location upon completion of the work. Leave attached equipment in place, and protect it against damage, or temporarily disconnect, relocate, protect, and reinstall it at the completion of the work.
The Government may remove and relocate other Government property in the areas of the buildings scheduled to receive work. Any property that remains shall be handled as stated above
1.3.5 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise. Conform to procedures required in the paragraph "Work Outside Regular Hours."
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, data service, electric service, air conditioning, heating, service lines from Central Energy Plants, fire alarm, fire sprinkler, compressed air, and natural gas shall be considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."
d. Operation of Station Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities systems without approval of the Contracting Officer.
The Government will operate the control devices as required for normal conduct of the work. The Contractor shall notify the Contracting Officer giving reasonable advance notice when such operation is required.
e. Temporary Utilities for Existing Facilities: The Contractor shall provide any temporary utilities required to maintain operation of existing facilities (e.g existing Vsitor's Quarters) while existing utility systems are being reworked for this project. Temporary Utilities include, but are not limited to, electric power, water, sanitary sewer, and natural gas.
1.4 WORK REQUESTS AND PERMITS
1.4.1 Utility Outage Requests and Utility Connection Requests
Work shall be scheduled to hold outages to a minimum. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends if required. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 30 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.

Coordinate natural gas line extension and relocation with the Contracting Officer. The Contractor will arrange for and pay all costs and fees to SCE&G to extend and relocate the existing gas distribution piping, as required.
1.4.2 Excavation Permits
Notify the Contracting Officer at least 15 calendar days prior to starting excavation work and submit an AF From 103 Work Clearance Request (Digging Permit) on the form provided. Contractor is responsible for requesting excavation permits, utility location markings, and verify all marked and resolve unmarked utilities prior to excavation. Obtain approved digging permits prior to start of excavation. In addition to notifying the Contracting Officer, the Contractor shall follow the procedures of the Public Utility Protection Services (PUPS) to recieve a markings and a tracking number. The Contractor shall also follow the procedures of the Joint Base Charleston 628th CES Customer Service (Bldg 721) as directed by the Contracting Officer to request and receive excavation permits..
Specific Requirements:
a. The Contractor is responsible for maintaining utility markings after marked.
b. Permits are valid for 30 days and shall be renewed prior to expiration if required.
c. The Contractor shall hand dig within three feet of markings to locate utilities and avoid damage.
d. If a properly marked utility is damaged, the Contractor shall be resposible for materials and labor to make repairs or reimburse the Government if they perform the repairs.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Mark the elevations of all existing exposed utilities on the As-built Record Drawings.
Excavation Permits shall be posted at a conspicuous location in the construction area.
1.4.3 FAA Permit
In accordance with Title 14 Code of Federal Regulations, Part 77, Objects Affecting Navigable Airspace, the Contractor shall comply with the following:
a. Prior to beginning any construction activity, the Contractor shall file a Notice of Proposed
Construction or Alteration (Form 7460-1) with the FAA for any activity that may affect navigable airspace, such as the use of cranes.
b. Once the FAA has provided the Contractor with documentation indicating that all activities or alterations (temporary or permanent) will not be an obstruction to air navigation, the Contractor shall file a Notice of Actual Construction or Alteration (Form 7460-2) with the FAA.
c. Prior to beginning any construction activities, the Contractor shall submit to the
Contracting Officer a copy of the Notice of Proposed Construction or Alteration (Form 7460-1), a copy of the FAA Determination of Form 7460-1 and a copy of the Notice of Actual Construction or Alteration (Form 7460-2).

ADMINISTRATIVE REQUIREMENTS

1.2 COLOR BOARDS FOR AIR FORCE PROJECTS
Submit five sets of color boards within 90 calendar days after Contract Award. Each set of boards shall include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. The samples shall be presented on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Modules shall be designed to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, samples not less than 12 inches square shall be submitted with the board. If more space is needed, more than one board per set may be submitted. The Contractor shall certify that he has reviewed the color samples in detail and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples shall not relieve the Contractor of the responsibility to submit samples required elsewhere herein.
1.3 VIEW LOCATION MAP
Submit to the Contracting Officer, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 3 Megapixels minimum resolution in JPEG file format with date stamp on photo showing the sequence and progress of work. Take a minimum of 40 digital photographs each week throughout the entire project from a minimum of twenty views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs each set on a separate CD-R/DVD-R, cumulative of all photos to date. Indicate photographs demonstrating environmental procedures.
Photographs for each month shall be in a separate monthly directory and each file shall be

1.5 MINIMUM INSURANCE REQUIREMENTS
Unless other amounts are specified in contract clauses entitled INSURANCE—WORK ON A GOVERNMENT INSTALLATION or REQUIRED INSURANCE and pursuant to FAR 28.307-2, the Contractor shall procure and maintain during the entire period of his/her performance under this contract the following minimum insurance:
a. Workers' compensation and employers' liability insurance in compliance with applicable state statutes, with a minimum employers' liability coverage of $100,000.
b. Comprehensive general liability insurance for bodily injury in the minimum limits of
$500,000 per occurrence.
c. Comprehensive automobile liability insurance covering the operation of all automobiles used in connection with the performance of the contract in the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrences for property damage.
d. Others as required by State law.
1.6 CONTRACTOR SPECIAL REQUIREMENTS
1.6.1 Space Temperature Control, HVAC TAB, and Apparatus Inspection
All contract requirements of Sections entitled "HVAC CONTROL SYSTEM" AND TESTING, ADJUSTING, AND BALANCING FOR HVAC" shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by these Sections shall be accomplished by a second or lower tier subcontractor.
1.7 SUPERVISION
Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a CQC System Manager is required on the contract, then that individual shall also have fluent English communication skills.
1.8 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule prices, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.9 FACILITY TURNOVER PLANNING MEETINGS
See requirements of Section 01 78 00 pargraph entitled RED ZONE MEETINGS.
1.10 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor

Key personnel from the Contracting Agency, the Contractor, primary subcontractors, users, customers, and the Designers of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.10.1 Formal Partnering
Provide and host the Partnering sessions with key personnel of the Project Team, including Contractor personnel and Government personnel. Pay all costs associated with the Partnering effort including the Facilitator, the meeting room, and other incidental items. In exception, participants shall bear their own costs for meals, lodging, and transportation associated with the Partnering sessions.
Before a Partnering session, coordinate with the Facilitator all requirements for incidental items (such as audio-visual equipment, easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash cards, etc.), and have these items available at the Partnering session.
Provide copies of documents for distribution to all attendees.
The Facilitator shall be experienced in conducting Partnering Workshops, and shall be acceptable to both the Government and the Contractor. The Facilitator is responsible for leading the team in a timely manner and making sure that issues are identified and resolved. A list of Partnering Facilitators is available from the Contracting Officer.
a. The Initial Partnering Session shall be a duration of one day. It shall be located at a place off the construction site, as agreed to by the Contracting Officer and the Contractor.
It may take place concurrently with the Pre-Construction Meeting.
b. The Follow-on Partnering Session(s) generally last a half day or less. Schedule them at
3 to six month intervals, or when needed. Participants are encouraged to utilize electronic means to expedite meetings. Meetings may be held at a location off-Base, at the project site, or in a Government Facility on Base. Follow-on meetings may be held concurrently with other scheduled meetings. Attendees need only be those required to resolve current issues. Recommend using the same Facilitator from the Initial Partnering session to achieve best results and for continuity.
1.11 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.

These electronic CADD drawing files are not construction documents. Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.12 CONTRACTOR VERIFICATION OF CONTRACT SURVEY DATA
During initial site layout and before existing conditions are disturbed the Contractor shall verify, in writing, the basic survey data provided on the contract drawings. Verification shall be initiated from the point shown on the contract drawings or from the contract drawing reference point designated by the Contracting Officer's Authorized Representative and shall include, as a minimum, benchmark elevations, horizontal control points, and sufficient spot checks of critical elevations to ensure that the survey data adequately reflects existing conditions. The Contractor shall not proceed with construction until survey verification is provided to the Contracting Officer's Authorized Representative. Before an existing benchmark referenced on the contract drawings is disturbed the Contractor shall establish a new benchmark which has been approved by the Contracting Officer's Authorized Representative. Benchmarks which are destroyed without authorization from the Contracting Officer's Authorized Representative must be replaced at the Contractor's expense as prescribed in Contract Clause, "Layout of Work." The Contractor shall refer to Contract Clauses, "Differing Site Conditions" and "Site Investigation and Conditions Affecting the Work," for additional requirements. Data and information furnished is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
1.13 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.
1.14 TERMINOLOGY
These identified terms and phrases used in the drawings and specifications shall be defined and interpreted as listed in the following:

a. ENGINEER - All references to the engineer shall be replaced with the Contracting
b. ARCHITECT - All references to the architect shall be replaced with the Contracting

d. LANDSCAPE ARCHITECT - All references to the landscape architect shall be replaced with the Contracting Officer.
e. SUBMITTALS - All references to ACTION SUBMITTALS shall be replaced with
"Government Approved (G)" and processed in accordance with Section 01 33 00 SUBMITTAL PROCEDURES. All references to "INFORMATIONAL SUBMITTALS" shall be replaced with "Information Only" and processed in accordance with Section 01 33 00 SUBMITTAL PROCEDURES. All submittals shall be made to the Contracting Officer.
No other agent shall receive submittals defined in the Technical Specification Sections unless approved by the Contracting Officer.
f. QUALITY ASSURANCE - All paragraphs entitled QUALITY ASSURANCE shall be replaced with the title QUALITY CONTROL BY THE CONTRACTOR and shall be performed as defined in Section 01 45 00.00 10 Quality Control.
g. QUALITY CONTROL - All references to owner provided actions, agencies, and personnel such as those in paragraphs entitled FIELD QUALITY CONTROL, SOURCE QUALITY
CONTROL, PRECONSTRUCTION TESTING, FIELD INSPECTION, SPECIAL
INSPECTIONS, TESTING, TESTING AGENCY shall be replaced with the CONTRACTOR'S QUALITY CONTROL ORGANIZATION and shall be performed as defined in Section 01 45 00.00 10 Quality Control.
h. Refer to Section 01 45 00.00 10 for requirements for final inspections.
1.15 HAZARDOUS MATERIALS
Construction material shall be free of lead, mercury, chromate and other hazardous and toxic material. Prior to the final inspections of the project, or with the appropriate submittals, furnish Material Safety Data Sheets (MSDS) for caulking, sealant, surfacing material (i.e. glazing material and drywall texture), wallboard, drywall texture, paint, roofing and sealant materials, floor tiles, mastic, and other materials indicating that the materials are non-asbestos containing materials.
Also furnish an Asbestos Free Construction Material Certification certifying that the project is asbestos-free.
1.16 CONTRACTOR PERFORMANCE EVALUATIONS
In accordance with the provisions of Subpart 36.201 (Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), construction contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1-17 and ECB 2009-15 to fulfill this FAR requirement. For construction contracts awarded at or above the required dollar thresholds, the USACE will evaluate contractor's performance and prepare a performance and prepare a performance report using the Construction Contractor Appraisal Support System (CCASS), which is now a web-based system.
