SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

ADD SPECIFICATION SECTION C

Revised Section C 15 02 000 FIS-Added specification 3.4.14 Alternative Energy Solutions:

3.4.14 Alternative Energy Systems

A. Summary of expectations: The Contractor shall develop and implement a program to inspect and make all necessary repairs to permanently installed alternative energy systems. This includes but is not limited to, Photovoltaic systems, solar hot water systems. Wind systems, and any other systems which provide, or off set energy use at the covered facilities (emergency generators are not to be covered by this section). This includes cleaning, inspecting, grounding or any other correcting measure which will allow the most efficient operation of the system. The contractor shall develop a program which ensure the system is operating efficiently. This can include pumps, switches, controls or any other system which is required from the proper operation. The contractor shall test inverters, and grid tie systems as OEM standards require.

(The ELINS will say Photovoltaic, however, this section shall be used to bill for all alternative energy systems) B. The performance standards:

The contractor shall ensure the systems are operating at the expected level at all times.

The contractor shall ensure the energy system is kept free of debris, and dirt during the life of the contract. The government reserves the right to inspect the energy system using all tools to ensure the proper operation of the energy system. A visual, meter, and instrument reading will be used at the main benchmark for success.

C. Measure of success and acceptable tolerance:

Superior: The energy system provides 100% of the expected output of energy, by meter reading, or temperature gauge reading for each inspection.

Acceptable: The energy system provides 80% or more of the expected output of energy, by meter reading, or temperature gauge reading for each inspection.

Marginal: The energy system provides 70% or more of the expected output of energy, by meter reading, or temperature gauge reading for each inspection.

Unacceptable The energy system provides 69% or less of the expected output of energy, by meter reading, or temperature gauge reading for each inspection.

D. Additional information: Repairs within the PM limit are accomplished prior to PM completion. Notification of repair work exceeding the PM limit is submitted to the KO within the specified time limit.
