NOTES TO THE PROPOSAL SCHEDULE
Municipal Services
PROPOSAL SCHEDULE NOTES
1. See also Section J, Attachment J-0200000-07, Exhibit Line Item Numbers (ELINS). Offerors shall complete and submit all subCLIN and ELIN prices in Attachment J-0200000-07 for 1503010 (Janitorial), 1503020 (Pest Control), 1503030 (Refuse Collection), 1503050 (Grounds Maintenance), and 1800000 (Environmental Services) in MS Excel Format. Each ELINs spreadsheet posted with the solicitation shall be completed by the Offeror & submitted in MS Excel Format. The completed ELINs will constitute Offerors’ proposed prices for the services corresponding to the PWS. Upon contract award, a price schedule in contract section B will be created using the completed ELINs from the successful Offeror. Failure to bid on all the items in the ELIN spreadsheets in Attachment J-0200000-07 may cause the bid to be considered nonresponsive and therefore ineligible for contract award.
2. Firm Fixed Price (FFP) Items. Prices for all FFP items shall cover all work, complete and in accordance with the PWS and shall be considered full compensation for all work in connection therewith, to include all labor, supervision, management, tools, material, equipment, facilities, incidental engineering, vehicles, transportation, costs related to quality control, and other items necessary to perform the work, except as otherwise specified to be furnished by the Government. Payments for FFP items at the contract price shall constitute full and final compensation. Full performance for all FFP items shall begin on the dates specified in the PWS. The Contractor will have a minimum of 10 calendar days prior to full performance to implement any necessary phase-in / transition efforts. The Government will not pay for phase-in / transition efforts.
3. Indefinite Delivery / Indefinite Quantity (IDIQ) Items. See also paragraph 2.14 of the PWS Section C 0200000. Prices for IDIQ CLINs refer to a “Not to Exceed” (NTE) capacity amount, and will be derived from the Contractor’s proposed unit priced tasks, as well as the estimated quantity for the unit priced labor after applying the Contractor’s proposed coefficient. The total ordering value of all task orders issued under IDIQ CLINs of the contract resulting from this solicitation shall not exceed the capacities proposed and/or negotiated during the formation of the base contract.
4. Minimum Guarantee. The minimum guaranteed amount to be ordered under this contract, in accordance with FAR 52.216-22, is $10,000. Normally, the minimum order will be accomplished via the issuance of a task order for performance of the base year FFP items (see paragraph 2 above), concurrent with the base contract award. In the event such a task order is not issued, a task order will be issued in the amount of the minimum guaranteed amount.
