A. PROPOSAL SUBMISSION
1. Introduction. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.
The Offeror shall submit in the proposal all requested information specified in this section of the Request for Proposal (RFP) solicitation at or before the exact time specified. There will be no public opening of the proposals received as a result of this RFP. Failure to meet a requirement may result in an offer being ineligible for award.
Copies of the RFP are available by INTERNET ACCESS ONLY. All RFP documents will made available for viewing at the Federal Business Opportunities (FBO) website (http://www.fbo.gov). All amendments will be made available for viewing in FBO. It shall be the Offeror’s responsibility to check the website for any amendments.
2. Inquiries. Offerors with technical inquiries shall submit their inquiries in writing via “Bidder Inquiry” in ProjNet at www.projnet.org\projnet. The bidder inquiry key is UB3QN2-73P96G. The government reserves the right to decline addressing certain questions. Further, no questions, unless in the government’s interest, will be answered any later than ten business days prior to the stated deadline for offers. All Offerors are encouraged to register on ProjNet for alerts so as to stay abreast of Q&A’s that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit & review inquiries. To self-register, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE, enter the key for this solicitation listed above and your email address.
After initial login, enter all the required information to create your user ID. Verify the information on the next screen and from there you may submit and view inquiries. Those submitting inquiries will receive a system generated email notification when their inquiry has been processed and answered. It is the Offeror’s responsibility to monitor for inquiries and responses.
3. General Proposal Submission Requirements.
a. Electronic Proposals. In an effort to reduce paperwork and costs, ALL PROPOSALS SHALL BE
SUBMITTED ELECTRONICALLY. ELECTRONIC PROPOSAL SUBMISSION IS REQUIRED THROUGH
THE FOLLOWING WEB-BASED FILESHARING SYSTEM: Attunity RepliWeb Managed File Transfer (A- RMFT). The A-RMFT web address (URL) is https://filetransfer.usace.army.mil. See below for instructions on creating an A-RMFT account and how to accomplish the proposal submission process. Electronic submission sent via email or facsimile will not be accepted. Hand carried delivery or USPS/UPS/Fedex delivery of hard copies and/or CD-ROMs is not authorized.
b. A-RMFT Account Creation. A-RMFT is accessible at https://filetransfer.usace.army.mil, but Offerors must be invited from an internal USACE user before gaining access to the site. To receive an electronic invitation, Offerors shall notify Contract Specialist Joshua Mueller (843.329.8071 / joshua.d.mueller@usace.army.mil) via email of their intent to submit a proposal. This must be done NO LATER than seven calendar days prior to proposal due date. At a minimum, the notification shall include the Offeror’s name, CAGE code, DUNS number, and point-of-contact information (email / primary phone) for the individual(s) that will receive the invitation(s). In response, an invitation will be sent for the purpose of A-RMFT account creation. Offerors may specify multiple individuals.
IMPORTANT: The invitation will expire after seven calendar days if it is not accepted. Additionally, once the invitation is accepted, user accounts will be set to expire after 7 days. This period can be extended by an additional 7 days if the user logs into their account before it expires, or if the user is sent another invitation. Be advised that non-USACE A-RMFT users can only deliver to the USACE recipients from whom they received the invitation, or from whom they have otherwise already had an exchange within A-RMFT. Offerors encountering problems with this registration process should contact the Contract Specialist listed above.
c. A-RMFT Proposal Submission Instructions. When completing the transmittal at the A-RMFT website, Offerors shall follow the following instructions:
(i) Addressees. This process is similar to sending an email. You will be asked to enter e-mail addresses for the recipients. For this solicitation, the recipients will be Contract Specialist Joshua Mueller (843.329.8071 / joshua.d.mueller@usace.army.mil) and Contract Specialist William Wallace (843.329.8088 / william.a.wallace@usace.army.mil). Be sure to address your A-RMFT message to both recipients. When the upload completes, the specified recipients will be notified.
(ii) Delivery Title (Subject Line). Offerors shall title the A-RMFT delivery (subject line) as follows, tailoring the highlighted font as appropriate: “COMPANY NAME PROPOSAL: W912HP-14-R-0016 81st Municipal Services, TN”.
(iii) Upload Completion & Delivery Deadline. Proposals are due as specified on the solicitation document (as amended if applicable). The time & date of proposal receipt will be the upload completion / delivery time & date recorded within A-RMFT. Do not assume that electronic communication is instantaneous. Large files (e.g. 10MB or more) will take some time to upload. Also, be advised A-RMFT has a 2GB filesize limit per delivery Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload doesn’t complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the upload confirmation for their record.
(iv) File Organization & Naming Convention. The price proposal volume and the non-price volumes shall be submitted as separate files. They may be delivered together, but they MUST be submitted as separate single files. Offerors shall title the file(s) in the following format, tailoring the highlighted font as appropriate:
Non-Price: “W912HP-14-R-0016_COMPANY NAME_VOL I NON-PRICE”.
Price: “W912HP-14-R-0016_COMPANY NAME_VOL II PRICE”.
ELINS: “W912HP-14-R-0016_COMPANY NAME_ELINS_ANNEX NUMBER_SERVICE
TYPE”
d. Electronic files shall be in their native format (i.e. doc, xls, ppt, etc.), or if in pdf format, shall be in searchable text. If the electronic files are of a size at which they must be compressed (zipped), they shall be compressed into one zipped folder using WinZip version 6.2 or later. Self extracting exe files will not be accepted.
e. Offerors shall prepare proposals in the English language. The proposal shall be typed and neatly organized. All pages, shall be numbered. Type pitch shall be 10 pitch or larger.

B. DISCUSSIONS
1. GENERAL INFORMATION. The Government intends to award without discussions, in accordance with the provisions of the RFP and applicable acquisition regulations. The Government will evaluate offers in accordance with the NON-PRICE EVALUATION FACTORS as described above, and the Offeror’s proposed price.
Pursuant to FAR 15.306(d), however, discussion sessions may be held if the Contracting officer determines them necessary to determine that award will satisfactorily provide the Government its requirement at a fair and reasonable price. Should discussions take place, a competitive range will be established and all Offerors in the competitive range will be allowed an opportunity to submit Final Proposal Revisions. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
2. DISCUSSION SCHEDULING. If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each Offeror will be notified in advanced. The Contracting Officer will provide additional instructions with the notification.
