SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Replace two exterior, air-cooled, 150-ton water chillers (CH-1, CH-2).
Provide and connect temporary chillers for cooling until permanent chillers installed for the entire school year while building is occupied.
Replace approximately 13 rooftop dehumidifiers. Replace failing ductwork insulation in Building "C" and other locations shown on the drawings. The 13 existing, roof-mounted, packaged dehumidification and cooling units shall be removed and replaced with new units. The units are located on the roofs of Buildings 1073, 1075, 1077, 1079, 1081, 1083, 1085, and 1087. The new units will provide dehumidified ventilation air to the buildings existing air handling systems. Modify the existing roof mounted ductwork as required to make proper connection to the new units. Repair and modify the existing mechanical unit support frames as required to accommodate the new units. Prepare the surface of the existing mechanical unit support frames and apply marine grade epoxy multi-coat system to them. Provide and install new split system condenser (CU-K1), two new chilled water pumps (PCHP-01 and PCHP-02) and associated VFDs. Control devices shall be replaced in accordance with the drawings to include those in the chilled water supply and return piping, and other identified locations. Chilled water valves (manual and electrically actuated) shall be replaced, connected to power, and integrated BACNET controller/interface. For new devices, furnish and install wiring and programing for full communication from and to the Metasys control system in coordination with Base controls contractor (JCI). Perform factory start-up, connectivity, and commissioning on all repaired/replaced systems. See the contract drawings for additional information.
1.1.2 Location
The work is located at the Antilles Middle School, Fort Buchanan, Guaynabo, Puerto Rico, as shown.
1.2 LAYOUT OF WORK
1.2.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the Drawings by a designation and, in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the Drawings. The Survey Notes for each included field survey will cite a particular survey number and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
SECTION 01 11 00 Page 1
1.2.2 Layout
From the monuments, control data, and elevations established by the Government, complete the layout of the work and provide the measurements that may be required for the execution of the work to the location and limit marks prescribed, subject to such modifications as the Government may require.
1.2.3 Survey
Provide stakes, templates, platforms, equipment, tools and material, and labor as required in laying out the work from the monuments, control data, and elevations established by the Government. Maintain and preserve the Government monuments, stakes, and other marks until authorized to remove them. If such marks or monuments are destroyed by the Contractor or through Contractor nnegligence prior to their authorized removal, the Government may replace the marks and monuments and deduct the expense of replacement from amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.3 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Contract Clause "Permits And Responsibilities". However, if the Government determines damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Contract Clause "Changes" will be made as full compensation for the repairs of that part of the permanent work. Except as herein provided, repair damage to the work (including temporary construction), utilities, materials, equipment and plant to the satisfaction of the Contracting Officer at the Contractor's expense.
1.4 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.5 UTILITIES
Utilities on the installation are mostly public. The Puerto Rico Aqueduct and Sewer Authority (PRASA) is the provider of water and sanitary services. The Puerto Rico Energy and Power Authority (PREPA) is the
SECTION 01 11 00 Page 2 provider of electrical power. The Puerto Rico Telecommunications Board (PRTCB) is the provider of telecommunications services. Natural gas is not available on the site. COordinate, oversee, and pay for the work associated with and provided by private utility providers.
1.5.1 Permits
Obtain the necessary permits required for this project and pay the permit fees. This includes, but is not limited to: construction stormwater registration with the United States Environmental Protection Agency (USEPA), the local Puerto Rico Planning Board, PREPA (electrical), JRTPR (telecommunications), and other permits required to complete the work.
Permits must be in hand prior to beginning demolition and construction.
1.5.2 Location Of Underground Facilities
Obtain digging permits prior to start of excavation. Notify the Government at least 72 hours notice before start of construction. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, where existing underground utilities are discovered. In locations to be traversed by piping, ducts, and other work, verify the elevations of existing piping, utilities, and underground or encased obstruction not indicated or specified to be removed, but indicated or discovered during scanning. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.6 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days must include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated, the Government will convert qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with Contract Clause "Default (Fixed Price Construction)".
1.7 UNITS OF MEASURE
The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission or inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S.
system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S.
system.
