About this file

This solicitation is for maintenance dredging services along the Atlantic Intracoastal Waterway in Georgia and South Carolina. The fixed price contract will be awarded through sealed bidding procedures to support dredging two sites to a depth of -12 feet MLLW, with overdepth allowances. An estimated 376,000 cubic yards of material will be removed from Elba Cut and placed in Disposal Area 14B. Additional material in Altamaha Sound will create a 13.2 acre temporary bird habitat island, with remaining material going to Tract 36A. The pre-bid conference will be held virtually on July 8, 2021, and bids must be submitted by the date specified in the attached Invitation for Bid. The small business set-aside contract will be awarded by the Army Corps of Engineers Savannah District, with a performance period of approximately 180 days from notice to proceed.

Project: FY21 AIWW Maintenance Dredging Review: Bidder Inquires (00001) (sorted by CommentID ) Displaying 13 inquiries.

Id Discipline Sheet Detail Spec

9312199 Contracting Question Deadline

Comment Classification: Controlled Unclassified Information (CUI)

Reference - "Submit technical inquiries and questions relating to this solicitation via Bidder Inquiry in ProjNet at .....no later than 11 calendar days after the Pre-Bid Conference".

Evaluation - It is typical to allow the Contractor to continue submitting questions 10 days prior to bid opening.

Currently you are only allowing the Contractor to submit questions 18 days prior to bid opening. This is not allowing enough time to the Contractors to digest the project and go over all the information including site visits and coordinating with subcontractors. It is in everyone's best interest to allow a fair amount of time for the Contractors to ask questions so that the majority of the issues are clarified prior to a Contractor arriving on-site and having these unanswered questions and issues come up while the project is on-going.

Question - Please push back the question deadline to allow Contractors to submit questions up to 10 days prior to the bid due date.

On: Jul 06 2021.

Government Response. . The Bidder Inquiry period will remain 11 calendar days after the Pre-Bid Conference to allow enough time for Government evaluation and solicitation amendments. On: Jul 08 2021

On: Jul 06 2021.

Government Response. . The sentence in the Statement of Work that states "up to 600 thousand cubic yards..." will be removed. The bid schedule annotates the correct amounts of material. An amendment to the solicitation is forthcoming to update the statement of work. On: Jul 08 2021

Comment Classification: Controlled Unclassified Information (CUI)

Reference - "To accommodate the limits of available funding, needs for navigation, and instances when it is in the best interest of the Government, the Government may reduce the required depths stated above".

Evaluation - This would not be acceptable for the majority of Contractors. It can not be expected that the Owner could reduce the allowable depth (reducing the available bank) and not allow the Contractor an equitable adjustment to their unit price. Reducing the amount of bank found in the dredge cut, directly affects the plants anticipated production.

Question - Please delete this specification in it's entirety, or add in some language stating "The Government will not reduce the required depth unless a mutually agreeable unit price by the Government and Contractor is made".

On: Jul 07 2021.

Government Response. . This paragraph will remain in the contract. On: Jul 12 2021

Question - Please confirm that the Contractor is not responsible for pre existing damages to the valves, and that the Contractor is only responsible for damages caused by the Contractors own operations".

On: Jul 07 2021.

Government Response. . The Government confirms that the contractor is not responsible for pre-existing damages to the valves. Contractor and Government QA Representative will conduct a pre-dredge joint inspection on the disposal area and weirs / valves. On: Jul 09 2021

Reference - "The Contractor is not entitled to an equitable adjustment or reimbursement for work stoppage of 24 hours or less from the time the COR directs the Contractor to stop. The work stoppage of 24 hours or less from the time when the Government stops the Contractor is non-accumulative".

Evaluation - It can not be expected that the Contractor would not be paid a stand-by rate due to a Government directed shut down. It can also not be expected that this event could happen multiple times (under 24 hrs. each time) and the Contractor have to eat this cost each and every time. It can cost thousands of dollars for a Contractor to stand idle per hour.

Question - Please add a bid line item for "Stand-by Time" with payment being made for each hour the Contractor is idle due to a Government direct shutdown.

REFERENCE:

Section 35 20 23_3.7.5.2 b Open Water Placement Area Survey Requirements

- "Conduct the survey using a multibeam bathymetric survey with 100 percent coverage, extend 200 feet beyond the buffer line, and conduct survey weekly during placement operations."

QUESTION:

Will the Government allow weekly surveys to be conducted using a single beam bathymetric survey utilizing high density line spacing in lieu of Multibeam? The concern is that the shallow water conditions provide only a narrow swath of coverage similar to single beam coverage, as well as putting very expensive equipment at likely risk to damage.

On: Jul 19 2021.

Page 3 of 4ProjNet: Logged In User

Government Response. . Single beam survey is the appropriate methodology for this survey requirement.(RCW) Requirement for multibeam bathymetric survey will be removed. Amendment to the solicitation is forthcoming. On: Jul 22 2021

- "Provide the applicable RTK equipment for surveying and dredging operations" Section 35 20 23_3.7.4.3 Non-Operational Reference Station

- "In the event that the reference station becomes non-operational, notify the Government. The Government will take measures to ensure correction of problems with the GPS equipment within 72 hours of notification"

COMMENT:

Based on these two statements, it is unclear if the Government will provide an RTK Reference Station or if the contractor will need to provide their own. Please clarify.

On: Jul 19 2021.

Government Response. . The government has four permanent RTK base stations, two each located in the vicinities of Savannah and Brunswick harbors. If the contractor is working within range of, and has necessary compatible equipment to utilize these base stations they may do so. Beyond these stations the government will not be providing any additional RTK reference stations. (RCW) On: Jul 22 2021
