QUESTIONS & ANSWER

This document is for a single tracking method of inquiries into W912HN-17-Q-0009. The rollup will be structured with the most recent inquiries listed first. The inquiries will be separated by the date in which the inquiries were answered.

Questions & Answers W912HN-17-Q-0009 20 January 2017

Question 1: Will a site visit be possible?

Answer 1: The platform site is located in the river so bidders are able to reach it on their own by boat at any time.

Question 2: What are the Crane Operator Certification requirements?

Answer 2: All crane and barge requirements are listed in the Corps Safety Manual EM 385-1-1 version 2014 which is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

Question 3: Typically, with the type pile installation required for this project the pile is water jetted down for several feet to assure correct placement then driven to refusal. Will this be acceptable for this project?

Answer 3: No, this method will not be accepted.

Question 4: Is any sub surface soil information available for the area where the platform will be installed? In other words, what type soil are we driving the piles into?

Answer 4: We do not have sub surface soil data for this location.

Question 5: Since Hurricane Matthew marine equipment needed for this work is in very high demand.

Would the USACE issue NTP for construction after the marine equipment delivery can be scheduled??

Answer 5: NTP is typically issued 10 calendar days after contract award. The winning contractor will need to schedule marine equipment based on this information.

Question 6: The requirement for the administrative submittals, in particular the Dive Plan is 5 days.

This is not enough time to develop the submittals and the Dive Plan. Could this time be extended to 15 days?

Answer 6: NTP is typically issued 10 calendar days after contract award. The period of performance is 60 calendar days after issuance of NTP and time for submittals has been accounted for within this 60 day period. Please note that diving is not a requirement for this solicitation and is only mentioned as one option for debris removal.

Question 7: After the Dive Plan is approved the debris from the old platform must be removed from the bottom of the river. This is not enough time to mobilize the dive team and marine equipment.

Additionally, this is not enough time to remove debris from the bottom of the river that is in an unknown condition. Debris removal and construction could be dependent on visibility in the water and the magnitude of the water current and/or the tidal water flow. Would the USACE allow 15 days after the approval of the dive plan to have the debris removed from the bottom?

Answer 7: See answer to question 6.

A survey of underwater conditions at the site will be conducted on Tuesday, 24 January 2017 with the survey data forthcoming. Additionally, if you experience adverse weather that makes working conditions unsafe, it would be most likely considered an impacted weather day and the contractor would be able to request a mod for impacted weather days per the contract.

Question 8: Is debris other than the debris from the destroyed platform to be removed from the bottom?

Answer 8: A survey of underwater conditions at the site will be conducted on Tuesday, 24 January 2017 with the survey data forthcoming. All debris shown in the survey will need to be removed unless otherwise specifically stated.

Question 9: Has a USACE Survey Boat examined the debris conditions in the area to be cleared? This would help quantify the amount of underwater work required and potentially reduce cost.

Answer 9: A survey of underwater conditions at the site will be conducted on Tuesday, 24 January 2017 with the survey data forthcoming.

Question 10: If an old pile is broken off, is the piece remaining in the soil to be removed?

Answer 10: A survey of underwater conditions at the site will be conducted on Tuesday, 24 January 2017 with the survey data forthcoming. All debris shown in the survey will need to be removed unless otherwise specifically stated.

Question 11: Are engineered stability calculations required for the barge and crane?

Answer 11: All crane and barge requirements are listed in the Corps Safety Manual EM 385-1-1 version 2014 which is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

Question 12: What is the value of the load de-rating for the crane capacity on the barge?

Answer 12: All crane and barge requirements are listed in the Corps Safety Manual EM 385-1-1 version 2014 which is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

Question 13: What are the crane certification requirements?

Answer 13: All crane and barge requirements are listed in the Corps Safety Manual EM 385-1-1 version 2014 which is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

Question 14: Does the barge have to be certified by any third party or independent agencies?

Answer 14: All crane and barge requirements are listed in the Corps Safety Manual EM 385-1-1 version 2014 which is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

Question 15: What are "Applicable permit requirements" as noted in Paragraph 3.0, Task 1 of the work plan? Reference Page 30 in the RFP.

Answer 15: Applicable permit requirements were previously acquired for the original construction of the platform. It is the responsibility of the contractor to validate that all permitting is still current and usable for this reconstruction effort.

Questions & Answers W912HN-17-Q-0009 18 January 2017

Question 1: Can one individual fulfill both positions as QCM and Superintendent?

Question 2: Are there any requirements for SSHO? If so can they have any other roles?

Combined Answer: One individual can fulfill both positions as QCM and Superintendent. They can also act as SSHO as long as they meet the requirements stated in the EM 385-1-1 (See Section 00 73 00 – Supplementary Conditions).

Questions & Answers W912HN-17-Q-0009 30 December 2016

Question 1: Is there a bid/perf. Bond required for project solicitation W912HN-17-Q-0009?

Answer 1: No bid or performance bond is due, but protections are due after award as listed in the 52.228 clause included in the solicitation

STATEMENT OF WORK

STATEMENT OF WORK (SOW)

RECONSTRUCTION OF MONITORING PLATFORM

SAVANNAH HARBOR EXPANSION PROJECT MONITORING PROGRAM

1.0 INTRODUCTION

Extensive hydrodynamic and hydrologic modeling has been done to estimate as well as possible major impacts to the harbor as a result of the harbor deepening. In 2006, the EFDC and WASP models were enhanced to allow evaluation of various deepening scenarios and a variety of other changes in the estuary system. The model was calibrated to the most comprehensive available data at the time. Given the dynamic nature of the river, capability to collect better data and advancement in engineering methods, the model(s) needs to be updated to reflect current pre-project conditions as accurately as possible. In order for that to be accomplished, a robust data set must be developed for model calibration.

To develop this dataset for calibration, thirteen (13) water quality sampling locations have been identified in the vicinity of Savannah Harbor. Of these locations, four (4) stations required installation of platforms to hold the required monitoring equipment. These locations were identified and platforms were constructed. During Hurricane Matthew, the platform located on Middle River north of Dredge Material Containment Area (DMCA) 2A was destroyed.

2.0 GOAL

The goal of this SOW is the replacement of the existing structure that was destroyed by Hurricane Matthew for collection of index velocity and water quality instrumentation.

Timber piles shall be driven without interruption. Jetting is not permitted.

Treat cut, bored, dappled and damaged surfaces as specified in AWPA M4.

The ladder leading to the platform shall be constructed of construction grade materials suitable to the marine environment and shall conform to ANSI/American Ladder Institute (ALI) A14 series standards as applicable.

Cross-bracing shall be required on all four sides of the structure for stability.

Screws, bolts and fasteners shall be constructed of materials suitable to the marine environment

(stainless steel).

The platform shall be constructed of construction grade timber materials suitable to the marine environment and shall have a guardrail that includes toprails, midrails and posts. The guardrail system shall be surfaced as to prevent injury to a worker from punctures or lacerations and to prevent snagging of clothing.

Toprails, midrails and posts shall be constructed around the top of the platform similar to that shown in figure 1. The rails and posts shall have smooth surfaces along the top and both sides and shall have adequate handhold for grasping.

The height of the toprail shall have a vertical height of 42 +/-3 in from the upper surface of the toprail to the platform surface. The ends of the toprails shall not overhang the terminal posts or cause a projection hazard.

Toprails shall be capable of withstanding, without failure, a force of at least 200 lbs applied within 2 in of the top edge in any outward or downward direction at any point along the top edge. Midrails and intermediate vertical members shall be capable of withstanding, without failure, a force of at least 150 lbs.

The location of the platform coordinates are referenced in DMS and GASPFE. Platform shall be reconstructed as close to the destroyed structure as possible, while still meeting the aforementioned criterion.

Coordinates in NAD 1983 State Plane Georgia East FIPS 1001 Feet X 975625.9 Y 780872.1

Coordinates in WGS_1984 (DMS) Latitude 32° 8' 33.871" N Longitude 81° 8' 4.294" W

All original specification must be replicated, and are listed below for reference.

The platform will have composite decking and four pilings a minimum of 12” diameter, pressure-treated with chromated copper arsenate (CCA) at a retention rate of 2.5 pcf (pounds per cubic foot), suitable for salt water submersion. Polymer vinyl coating to reduce CCA leaching needs to be applied to the submerged part of piling and driven into the streambed bottom to a minimum depth of 15 feet.

Task 4: Reporting

A comprehensive report and as-built drawings will be compiled after completion of the reconstruction.

At a minimum, the report will include sections on:

Introduction with table of contents, list of tables, list of figures, as-built drawings, material list, scope, goals and objectives, major interruptions, etc.

Field Procedures and Protocols.

Float plan, boating procedures and safety policy

4.0 SCHEDULE
