NOTES TO OFFERORS

FORT BRAGG SATOC

W912HN-14-R-0034

SECTION 00010 - NOTES TO OFFERORS

ELECTRONIC PROPOSAL SUBMISSION IS REQUIRED THROUGH THE WEBSITE

LISTED BELOW. ELECTRONIC SUBMISSION SENT VIA EMAIL OR FACSIMILE WILL

NOT BE ACCEPTED. HAND CARRIED PROPOSAL SUBMISSION IS NOT

AUTHORIZED.

DIRECTIONS FOR SUBMITTING PROPOSALS

a. In an effort to reduce paperwork and reduce cost, all proposals shall be submitted electronically. All submissions shall be in Adobe PDF format. The Price Proposal and Technical Proposal shall be submitted as “separate” single files. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Title the file(s) in the following format:

W912HN-14-R-0034_COMPANY NAME_VOLUME I

W912HN-14-R-0034_COMPANY NAME_VOLUME II

Submit the Price and Technical proposals electronically via the AMRDEC SAFE website at: https://safe.amrdec.army.mil/SAFE/Welcome.aspx. At the AMRDEC SAFE website select the link: I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as a Guest User, to register, access the site and submit your proposal(s).

When completing the information for transmittal at the AMRDEC SAFE website, you will be asked to enter e-mail addresses for the recipients. When your proposal is submitted via the AMRDEC SAFE website, the website will provide notification of the submittal to the recipients. For this solicitation, the recipients will be the Contracting Officer and Contract Specialist. The Contract Specialist for this project is Ms. Jennifer Casey, whose e-mail address is Jennifer.S.Casey@usace.army.mil. The Contracting Officer for this project is Ms. Nina Crow, whose e-mail address is Nina.G.Crow@usace.army.mil.

These e-mail addresses are the ones you will enter as recipients.

In addition, after uploading your documents, you will be required to verify your email address before AMRDEC will send notification to the Government recipients. This is a very important step – even if you successfully upload your proposal to AMRDEC SAFE, notification will not be sent to the Government until you verify your email address, which may result in the rejection of your proposal for lateness. Follow the instructions on the AMRDEC website and confirmation emails you receive from AMRDEC.

Proposal Due Date and Time:

Request For Proposal No: W912HN-14-R-0034 Due Date of Proposal: February 18, 2016 Time by which Proposals are Due: 2:00 P.M. (E.T.)

Title of Project: FORT BRAGG SATOC

The date and time of delivery will be established by the time of receipt of the e-mail notification to the Contract Specialist and Contracting Officer by the AMRDEC SAFE website, not by the date and time of uploading of the proposal into the AMRDEC SAFE website. Do not assume that electronic communication is instantaneous. Please make allowances for delays in transmittal. If an electronic submission is uploaded minutes before the deadline but notification is not actually received in the recipients’ e-mail inboxes until after the deadline, the submission will be considered late.

Hints: Please submit single PDF files (ZIP is not preferred). Additionally, use of Mozilla Firefox web browser may allow for a quicker upload than that of Windows Internet Explorer. However, the Government cannot guarantee that offerors will have more success utilizing any particular browser.

The Government will not be responsible for proposals delivered to any location or to anyone other than those designated to receive proposals on its behalf. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient of proposals. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the information provided.

QUALITY CONTROL SYSTEM (QCS): Any contract award resulting from this solicitation will require the mandatory use of the automated Quality Control System.

Please see Section 01 45 01 for additional information.

WAGE DETERMINATIONS: The appropriate wage determination will be incorporated on a task order by task order basis

TECHNICAL MATTERS: Submit technical inquiries and questions relating to this solicitation via Bidder Inquiry in ProjNet at (https://www.projnet.org) at least 10 calendar days prior to the date established in the RFP for receipt of proposals. The Government reserves the right to decline addressing questions received less than 10 calendar days prior to receipt of proposals.

If an Offeror believes that the requirements in this Request for Proposal contain an error, omission, or are otherwise unsound; immediately notify the Contract Specialist in writing with supporting rationale. The Government reserves the right to award this Request for Proposal based on the initial proposal, as received, without discussion.

To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access.

A prospective vendor who submits a comment or question will receive an acknowledgement via e-mail, followed by an answer after it has been processed by our technical team. All timely questions and approved answers will be made available through ProjNet. Approved answers to all timely questions will also be posted on the FedBizOps in the form of a report generated from ProjNet as soon as the comment/question entering period is over and answers are all finalized.

1. COEFFICIENT

1.1. The current year edition of the R.S. Means Construction Cost Data is hereby incorporated by reference and the current edition at the beginning of each calendar year will be incorporated into the contract for the duration of this contract including option periods. The Offeror shall use the Electronic Version of R. S. Means Building Professional’s Package which includes Building Construction Cost Data, Mechanical Cost Data, Plumbing Cost Data, Electric Cost Data and the Square Foot Cost. Offeror must purchase “Assemblies Cost Data” separately. For renovation projects, the offeror shall use the Repair and Remodeling Cost Data. The Offeror may use the quarterly pricing updates to the R.S. Means. Offeror shall use Means Cost Works Estimator to prepare and submit task order proposals. These items may be obtained from the R.S. Means Company at www.rsmeans.reedconstructiondata.com or 1-800-334-3509.

1.2. Area Coefficient: The Offeror’s coefficients shall be represented as a percentage “increase” or “decrease” to the R.S. Means, without home office & field office overhead and profit. The “Total Bare Costs” column in the R.S. Means will be used. The Offeror’s coefficient SHALL contain all allowable costs EXCEPT PROFIT, HOME AND FIELD OFFICE OVERHEAD. Home Office Overhead will be set by this contract. Detailed information regarding the offeror’s method for estimating and proposing profit shall be required to determine appropriateness of proposed rate. Contractor shall be prepared to discuss 1) Degree of Risk; 2) Relative Difficulty of Work; 3) Size of Job; 4) Period of Performance; 5) Contractor’s Investment; 6) Assistance by the Government and 7) Subcontracting.

Overhead and Profit will be accounted for as follows:

Fringe Benefits and Labor Burden

- The Total Bare Costs column in R.S. Means includes fringe benefits such as vacation pay, employer paid health and welfare costs, pension costs, etc. If the R.S. Means Bare Costs are insufficient to cover your fringe benefits, you must account for the difference in your area coefficients; they will not be separately negotiated.

- All items that constitute labor burden (e.g. federal and state unemployment costs, Social Security and Medicare taxes (FICA), Workers’ Compensation Insurance, etc.) shall be accounted for in your area coefficients. The only exception is for labor burden on Field Office costs. On a task-order by task-order basis, the contractor may propose a separate mark-up on Field Office costs to account for labor burden and this mark-up will be negotiated.

Home Office Overhead (HOOH) will be set at the rate(s) proposed by the offeror for the base and option year periods and will not be negotiated. The awarded HOOH rates will be binding for the life of the Contract.

Profit will be negotiated for each task order. The Government prefers that the contractor use the weighted guideline method, specified in Specification Section 01 08 00. Other methods are acceptable as long as they are analytical.

Signage. All costs for temporary signage (e.g. project signs, safety signs, warning signs, etc.) shall be included in your area coefficients. There will be no direct charging for temporary signs permitted

1.3. Items Included in Area Coefficient:

1.3.1. There will be NO allowances for any additional costs beyond what the Area Coefficients covers; therefore the coefficients must be all inclusive of costs incurred.

1.3.1.1 The following items from R.S. Means will not be paid separately and shall be included in the Area Coefficient:

Cost Division 1 – General Requirements

3.1 . Calculating Total Cost.

4.1.1. In calculating the total cost, R.S. Means, the area coefficient (AC), U.S. National Averages (USNA), Home Office Overhead (HOOH), Field Office Overhead (FOOH) and Profit are all considered. When applicable, design costs and NC state taxes are also considered.

3.1.2. Using R.S. Means Database:

3.1.2.1. The offeror shall use the electronic version in developing a proposal. Each proposal will be generated from CostWorks using a CSI Number: The R.S. Means database consists of a MasterFormat System of classifications and numbering developed by the Construction Specification Institute (CSI). Each line item in the database has its own unique CSI identifier.

The offeror shall use the electronic version in developing a proposal, selecting the appropriate CSI number(s) in the RS Means Cost works program for each individual item. R.S. Means is updated quarterly each year. The offeror must select the location. Typically, the City Cost Indexes are electronically applied to the CSI items. However, for this contract, the offeror is required to use the USNA. The example shown below is for informational purposes only:

3.1.2.2. Example: Design and construct a 10,000 SF Building: Combination Warehouse & Offices (typical for 10 locations): 125’x 80’x20’H, masonry structure.

Net Sum of all Bare Cost Totals = $7,950,000.00 (Warehouse) + $25,839.20 (Overhead Door) + $11,606.20 (Exterior Doors) + $8,250.00 (Painting) = $8,095,774.907$7,995,695.40 Then the proposed Area Coefficient is applied.

Area Coefficient Total = Net Sum of all Bare Cost Totals X Area Coefficient

For Example A: If your Area Coefficient is a net decrease of 0.95, your Area Coefficient Total would be: $8,095,774.90 7,995,695.40 X 0.95 = $7,595,910.63 $7,690,986.16

Or

For Example B: If your Area Coefficient is a net increase of 1.20, your Area Coefficient Total would be: $7,995,695.40 8,095,774.90 X 1.20 = $9,594,834.48 $9,714,929.88

3.1.4. Applying Sales Taxes (where applicable):

3.1.4.1. Only for projects in North Carolina, offeror will apply state taxes pertinent to that city/county to material costs only. Taxes will be calculated and added to the Area Coefficient Total to calculate the Adjusted Area Coefficient Subtotal:

For example Sales Taxes are 7%:

Description Bare Material

Sales Tax (7%)

Wood overhead door, commercial sectional, including track, door, hardware and trim electrically operated $15,772.80 $1,104.10

Single solid wood colonial door, 6 panel fir, 6’-8” X 3’-0” with food frame and trim. Stained & finished including hardware and weatherstripping

$7,839.60 $548.77

Spray painting siding: Primer & 2 coats exterior latex $2,500.00 $175.00

Total Taxes $1,827.87

Adjusted Area Coefficient Subtotal = Area Coefficient Total + Total Taxes Example A: $7,595,910.63 7,690,986.16 + $1,827.87 = $7,597,738.50 7,692,814.02

Example B: $9,594,834.48 $9,714,929.88 + $1,827.87 = $9,596,662.35 9,716,757.75

3.1.65. Applying Field Office Overhead (FOOH):

3.1.65.1. Next offeror will submit an itemized list of FOOH expenses utilizing R.S. Means.

FOOH will be negotiated and added to the Adjusted Area Coefficient SubtTotal to calculate the Prime Total Direct Cost (PTDC):

For example if your (negotiated) FOOH is $5,000:

PTDC = Adjusted Area Coefficient T Subtotal + FOOH

Example A: $7,597,738.50 7,699,504.02 + $5,000 = $7,602,738.50 7,704,504.02 Example B: $9,596,662.35 9,723,447.75 + $5,000 = $9,601,662.35 9,728,447.75

3.1.76. Applying Home Office Overhead (HOOH):

3.1.76.1. After calculating the Subtotal FOOH, apply the (fixed) HOOH rate will be calculated.

For this Example if your HOOH is 5%:

Construction Subtotal = PTDC x HOOH = Adjusted DC

Example A: $7,602,738.50 7,704,504.02 x 5% = ($380,136.92385,225.20) + $7,602,738.50704,504.02 = $7,982,875.428,089,729.22 Example B: $9,601,662.35 9,728,447.75 x 5% = ($480,083.12486,422.39) + $9,601,662.35 9,728,447.75 = $10,081,745.4710,214,870.14

3.1.7. Including Non-Priced Item:

3.1.7.1. Next offeror will submit three (3) itemized quotes list for items not located in R.S.

Means. Non-Priced Items will be negotiated and added to the Adjusted DC:

The Wrought Iron Screen was not found in R.S. Means, therefore, three quotes were submitted.

Quote Description Qty Unit Materials Installation Unit Cost Total

Wrought Iron Security Doors, hardware not included in cost

10 EA $333.00 $89.00 $422.00 $4,220.00

(3’X6’8”) Wrought Iron Security Doors, installed; including hardware

10 EA $540.00 $129.00 $669.00 $6,690.00

Wrought Iron Security Doors, (3’X 6’-8”) including hardware

10 EA $718.00 $119.00 $837.00 $8,370.00

Quote Number 1 was not selected because the price did not include hardware; Quote Number 2 was selected because all scope requirements were met; Quote Number 3 was not selected, although the scope requirements were met, the price was higher than Quote Number 2.

Costs for Non-Priced Items shall include the binding mark-ups for Field Office Overhead, Home Office Overhead and Bond Premium.

Assume binding mark-ups for the non-priced items are FOOH (5%), HOOH (10%) and Bond Premium (1%):

Assume Quote Number 2 was selected:

Wrought Iron Security Doors = $6,690.00 Field Office Overhead is 5%: $6,690.00 x 5% = $334.50 $7,024.50 Home Office Overhead is 10%: $7,024.50 x 10% = 702.45 $7,726.95 Bond Premium is 1%: $7,726.95 x 1% = $77.27 Total for Non-Priced Item (w/mark-ups) = $7,804.22

Construction Subtotal = (Adjusted DC + Non-Priced Item(s) Example A: $7,692,814.02 7,982,875.42 + $6,690.007,804.22 = $7,699,504.02 7,990,679.64 Example B: $9,716,757.75 10,081,745.47 + $6,690.007,804.22 = $9,723,447.75 10,089,549.69

3.1.8. Applying Profit:

3.1.8.1. After calculating the Construction Subtotal the (negotiated) Profit will be applied to achieve the Construction Total for the Task Order.

For this Example if your Profit is 8%:

Construction Total = (Construction Subtotal x Profit) Example A: $7,990,679.64 8,089,729.22 x 8% = ($639,254.37647,178.34) +

$7,990,679.64 8,089,729.22 = $8,629,934.01 8,736,907.56 [$8,629,9348,736,908]*

Example B: $10,089,549.69 10,214,870.14 x 8% = ($807,163.97817,189.61) + $10,089,549.69 10,214,870.14= $10,896,713.66 11,032,059.75 [$10,896,71411,032,060]*

*For ease of calculations, please round final numbers.

3.1.9. Calculating Design Fee:

3.1.9.1. After achieving the Construction Total for the Task Order, Design Fee will be calculated as a percentage of the Construction Total. Design Fees are located in R.S. Means and are based on a percentage of the construction cost. These fees will be negotiated for each Task Order and added as a separate line item on the Offerors proposal.

For this Example if your Design Fee is 4% of the construction cost then the design cost is calculated as:

Design Costs = Construction Total x Design Fee % Example A: $8,629,934.01 8,736,907.56 x 4% = $345,197.36 349,476.30 [$345,197]

[$349,476]* Example B: $10,896,713.66 11,032,059.75 x 4% = $435,868.55 441,282.39 [$435,869]

[$441,282]*

*For ease of calculations, please round final numbers.

3.1.10. Total Proposed Fee: The total is calculated by adding the Construction Total + Design Fee.

Example A: $8,629,934.01 + $345,197.36 = $8,975,131.37 [$8,975,131]*

Example B: $10,896,713.66 + $435,868.55 = $11,332,582.21 [$11,332,582]*

*For ease or calculations, please round final numbers.
