Encls As stated

Disposal Area 14B Rock Revetment W912HN-09-B-0026 Savannah Harbor, Jasper County, SC

1983-2001 datum.

The limits of construction are shown on the contract drawings. Construction work described herein applies to the placing of silt fence, site clearing, excavation of earth materials for placement, survey before and after construction, placement and compaction of earth materials, placement of rock erosion protection materials, establishment of turf, cleanup, and maintenance of roadways.

Prior to the construction, the Construction Contractor shall perform and complete (1) silt fence installation; (2) all required clearing, and/or stripping operations; (3) and the setting of cross section stations. The 14B rock revetment cross sections shall be staked out at 100-foot increments on even stations and at all PC's, PI's, and PT's of curves on the rock revetment alignment by the Construction Contractor. The Contractor shall locate and flag existing survey markers, pipes, or other features that are not to be disturbed.

Earth materials as may be required for construction shall be obtained from designated excavations or from within Disposal Area 14B as indicated on the plans, whichever is most cost effective.

Tolerance limits are identified for rock and erosion protection construction that are considered adequate for construction and acceptability criteria. The Contractor shall be aware that payment will be based only on material placed within the construction templates defined.

There will be no payments made for materials placed outside the design templates regardless of tolerance or acceptability criteria. The Contractor shall be aware of construction limitations, tidal limitations, marsh protection requirements, degree of field control, alignments, weather, and all other operational factors and base the bid price(s) for dike protection and erosion protection construction accordingly.

Exterior portions of areas to be protected that are exposed to the river environment are constantly undergoing erosion processes that renders the contract survey inaccurate. The Contractor shall perform a topographic survey of construction areas before placement of materials. The difference between the contract survey and the beforesurvey is the result of natural and ongoing river forces, and as such, does not constitute a "changed" or "differing" site condition as defined elsewhere in this contract.

Work requirements include:

(1) Clear the construction work areas as needed.

(2) Construct the rock erosion protection revetment as indicated on the drawings and as referenced in the specifications;

(3) Complete grassing/turf establishment; and

(4) Cleanup and removal of debris as needed.

Items incidental to work requirements include but are not limited to:

(1) Dewatering in accordance with Specification Section EARTHWORK, such that excavation and construction operations are performed in the dry;

(2) Excavation of earth materials to facilitate placement of rock revetment materials;

SECTION 01 11 00.00 37 Page 3 (Revised by Amendment No. 0001)

(3) Testing of moisture content, particle size, Atterberg limits, density, and compaction of fill materials shall be performed in accordance with Specification Section EARTHWORK;

(4) Submittal of the Contractors Work Plan completed as specified in accordance with Specification Section EARTHWORK; and

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

The American Recovery and Reinvestment Act of 2009 authorized expenditure stimulus funds for bank protection along the unprotected areas of the Savannah River shoreline adjacent to Disposal Area 14B. Access to the sites is available from the land side by dirt road off of Hwy. 17 and/or by water. Utilities are essentially non-existent at the site.

The proposed project includes installation of revetment along the shorelines adjacent to Disposal Area 14B. The new shoreline protection will need to smoothly and uniformly tie into existing sections of shoreline protection previously placed. The total length for Area 14B is estimated to be about 6,505 feet to be placed in two contiguous sections of 235 feet and 6,270 feet respectively. The material to be used for erosion protection will be graded granite aggregate and armor stone placed to a top elevation pf +13 mean lower low water (MLLW).

The project also incorporates the protection and restoration planting of existing shoreline marsh areas where damaged by construction coordination with the Savannah District for erosion control, staging areas required to perform the work, coordination of stockpile areas for rock or other protection materials, maintenance of onsite access routes, and all other requirements necessary to complete the work.

No revetment work is proposed near two each existing 30-inch diameter liquefied natural gas pipelines crossing onto shore in Area 13A although they do cross the proposed haul road in this area. As a courtesy, the Contractor is to notify and invite a representative of Southern Natural Gas (Elba Island) to the Pre-Construction Meeting. Notification is also to be made before any construction activity or travel over the lines begin in the area of the gas pipeline by calling Mr. Michael G. Prestage, Savannah Area Manager at 912-748-2945 ext. 2022, cell phone 912-657-4469.

1.4.2 Location

The work location is Disposal Area 14B in Savannah Harbor, Jasper County, South Carolina.

1.5 PROJECT ENVIRONMENTAL GOALS

Even though LEED is not required within this scope of work, the Contractor is encouraged to utilize energy efficient materials and methodologies appropriate with this project.

Contractor shall distribute copies of the Environmental Goals to the Contracting Officer. The overall goal for design, construction, and operation is to produce a project that meets the functional program needs and incorporates the principles of sustainability. Specifically:

a. Preserve the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.

b. Use the minimum amount of energy, water, and materials feasible to meet the design intent.

c. Use environmentally preferable products and decrease toxicity level of materials used.

All required clearing, grubbing and/or stripping operations shall be completed prior to any material excavation and before the initial Government survey is performed. Measurement of rock will be based on two separate classifications, delivery/stockpiling by the ton and in place template by the ton. Bid items in the bid schedule have been subdivided in order to track materials stored on site before being placed within the required template (bid items BA and BB). Each revetment section will have a designated stockpile of rock that will include the neat template volume of rock (AA bid item) along with the amount of rock needed for the anticipated settlement and consolidation within the template (AB bid item). The designated stockpiles for each rock revetment section shall be kept separate. The certified weigh tickets will be used to segregate the rock between the rock revetment section stockpiles. Once the designated stockpile has the required amount of rock for that section no more rock will be placed within that stockpile.
