About this file
This is a Questions and Answers document for solicitation W912GY27QA001 regarding the recertification of nitrogen cylinders at Sierra Army Depot in Herlong, California. The file addresses technical specifications and procedural requirements for 528 identical DOT3AA2400 nitrogen cylinders measuring 9.25 inches by 55 inches with a water capacity NIIN of 012105594. The cylinders have a stamped service pressure of 2400 psi, requiring a hydrostatic test pressure of 4000 psi (calculated at 5/3 times the service pressure per 49 CFR Part 180).
The recertification work scope includes inspection, hydrostatic testing, refilling, and stamping of the cylinders only, with no cleaning or repainting required. Contractors must reference industry standards CGA G10.1 and CGA C1 to determine appropriate fill pressures, with maximum fill pressure equal to the cylinder's marked service pressure (2400 psi) and minimum pressure dictated by operational requirements. The solicitation is a firm-fixed price contract awarded on a lowest-price basis to a single contractor, with technical and contractual questions directed to Carolina Guerrero (carolina.guerrero4.civ@army.mil) or Lissa Kaarbo (melissa.m.kaarbo.civ@army.mil), requiring seven calendar days' notice before the closing date.

Nitrogen Cylinders_ Questions Answers
W912GY27QA001
SET 1
Q1: Do you have photos showing the cylinder DOT specifications, service pressure, and other identification markings?
A1: Under 49 CFR Part 180 DOT‑3AA 2400 (this is what is shows in the picture) that 2400 represents a 2400 psi service pressure.
For DOT‑3AA cylinders, the required hydrostatic test pressure is:
5/3 × service pressure Service pressure = 2400 psi Test pressure = 2400 × (5/3) = 4000 psi
Q2: What size are the cylinders (water capacity or cubic feet, and dimensions if available)?
A2: 9.25’X 55” (NIIN 012105594)
Q3: Are all 528 the same size?
A3: Yes, they are all the same size.
Q4: PWS 5.3 says cylinders must be charged "(min - max psi)" but no values are listed. What are the minimum and maximum fill pressures?
A4: If a contractor is certified to hydrostatically test and star‑stamp cylinders, they should already know how to determine these pressures because the full process and required values are laid out in CGA G‑10.1 and CGA C‑1.
CGA C‑1 explains how to determine the hydrostatic test pressure, which for steel cylinders is normally 5/3 × the stamped service pressure. The maximum fill pressure is the cylinder’s service pressure as marked (for example, a DOT‑3AA2400 cylinder has a max fill of 2400 psi). The minimum pressure is simply any pressure below that, typically whatever operational or process requirement dictates.
Q5: Is any cleaning or repainting of the cylinders required, or only inspection, hydrostatic test, refill and stamping?
A5: Only inspection, hydrostatic test, refill and stamping.
