About this file
This is a Questions and Answers document for Sierra Army Depot's nitrogen cylinder re-certification solicitation (W912GY27QA001). The document addresses contractor inquiries regarding specifications, logistics, and testing requirements for the re-certification of approximately 528 nitrogen cylinders.
Key operational details include: empty cylinders weigh approximately 150 pounds each, with filled cylinders weighing similarly; cylinders are transported on metal racks measuring 38" x 24" x 24" with a capacity of 6 cylinders per rack and a loaded pallet weight of 780 pounds; shipments must contain a minimum of 96 cylinders and a maximum of 288 cylinders per shipment. The Government permits use of qualified third-party nitrogen refilling facilities provided the contractor discloses the subcontractor name, ensures compliance with applicable standards including proper cylinder stamping per CFR 49 Part 180.213, and maintains accurate SIAD Form 3161 documentation. Cylinders refilled by third parties are acceptable if the nitrogen meets specification AA59503 and labels comply with applicable marking standards. All cylinders must undergo hydrostatic testing per PWS 5.3 with no alternative methods authorized; ultrasonic testing is not acceptable. Following hydrostatic testing, cylinders must be refilled with nitrogen in accordance with AA59503 Type 1, Grade B, Class 1, and stamped accordingly. The solicitation is unrestricted, uses Simplified Acquisition Procedures, and will award to the lowest-priced offer meeting specifications.

SET 2
1. Estimated weight of each empty cylinder and each nitrogen-filled cylinder.
A: Around 150 LB each Empty should be around the same
1. Number of pallets expected per shipment of 96–288 cylinders.
A: Each Rack fits 6 cylinders
1. Estimated total weight of each loaded pallet, before and after refilling.
A: WEIGHT:780
1. Photographs showing the pallet/crate configuration, if available.
1. Third-Party Nitrogen Refilling: Would the Government allow the contractor to use a qualified third-party facility for nitrogen refilling? If so, would the Government accept cylinders bearing the approved filling facility's nitrogen labels?
A:
Yes, the Government could allow use of a qualified third‑party nitrogen refilling facility, provided the contractor ensures:
1. compliance with all referenced standards,
1. proper cylinder stamping per CFR 49 Part 180.213 (no engraving),
1. accurate documentation on SIAD Form 3161.
Yes, the Government would accept cylinders bearing the third‑party refilling facility’s nitrogen labels, as long as:
1. the nitrogen meets specification A‑A‑59503,
1. labels comply with all applicable marking’s standards,
1. the contractor must disclose subcontractor name at submission of the RFQ.
1. Cylinder Pallets: Are the cylinders currently stored and transported on steel or wooden pallets? Could you please provide the pallet dimensions, weight, cylinder capacity, or photographs to help us arrange safe transportation?
A: The cylinders are transferred into Metal racks for transport. Cylinder rack 38 X 24 X 24. WEIGHT:780, Cube:300
1. Ultrasonic Testing: Would the Government consider ultrasonic testing as an alternative to hydrostatic testing, or is hydrostatic testing strictly required for all cylinders?
A: PWS 5.3 plainly states that all cylinders must be inspected and hydrostatic tested.
Part 6 Applicable Publications includes:
CGA Pamphlet C‑1, Methods for Hydrostatic Testing of Compressed Gas Cylinders MIL‑STD‑1411, Inspection and Maintenance of Compressed Gas Cylinders These standards specifically govern hydrostatic testing—no alternative method is referenced or authorized.
1. Is there any request for having these filled back up with gas after testing?
A: PWS 5.3 states that all cylinders must be: inspected, hydrostatic tested, refilled, charged, and stamped.
PWS 5.3.1 specifically requires: “Cylinders must be filled with nitrogen IAW A‑A‑59503, Type 1, Grade B, Class 1.”
1. As far as freight goes, the less shipments the cheaper it would be. Are you all wanting to ship all 528 at one time or will these need to be broke up into batches?
A: Based on PWS Part 5, 5.2.1” Cylinders will be transported 288 maximum at a time and a minimum of 96 a time” image1.png
