This action is being conducted using simplified acquisition procedures for commercial items/services in accordance with FAR 12.6 and 13.5.

In accordance with FAR 52.212-1 (g) The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to reject any or all quotes at any time prior to award.

1. Quotes shall consist of:

A. Contractor Information Sheet at Attachment 1 – Consisting of:

i. NOTE: Contractor must be registered in the System of Award Management (SAM) (https://sam.gov) at time of Award.

B. Filled in and Completed Attachment 2 – Rates and Pricing Sheet

Phone calls will not be accepted. Questions received after that time may not receive a response.

ADDENDUM TO 52.212-2

ADDENDUM TO 52.212-2 – EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in order of importance, shall be used to evaluate offers:

PRICE and PAST PERFORMANCE where Price and Past Performance are of EQUAL importance.

PRICE: The quote should contain the vendor’s best terms from a price standpoint. The Government will evaluate FOR AWARD PURPOSES by adding the price(s) for all “Labor” line items from the pricing sheet at Attachment 2 for a total price. All “Materials” (i.e. parts) required for this requirement will be negotiated by the Contracting Officer prior to issuance of any notice to proceed. This includes all option years.

Unbalanced or unrealistic pricing (i.e., buying in or frontloading) may not be considered for award. Please note the evaluated price will differ from the award price due to the fact this is a T&M type contract, and the dollars allocated at award will be an estimate for the base year requirement. Evaluation of options shall not obligate the Government to exercise the option(s).

Past Performance: This factor will be used to assess an Offeror’s likelihood of performing successfully on this order. Past performance will be assessed for demonstrated recent and relevant record of performance. For this factor the Government shall review available past performance data found in the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/; and the System for Award Management (SAM) at www.sam.gov will be reviewed for accurate and correct vendor registration.

The following table will be utilized to establish the Performance Confidence Assessment Rating:

Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.”
