Section SF 1449 - CONTINUATION SHEET

SOLICITATION NARRATIVE

ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL SERVICES (MAR 2023)

1. This solicitation, W912GY‐23‐R‐0004, is for Maintenance and Repair services for Hotsy Pressure Washing Stations and Water Reclamation Equipment located at Sierra Army Depot (SIAD).

2. This solicitation will be based on 100% Small Business set-aside, which will result in a five-year service contract with Firm Fixed Price (FFP) line items. The award will be for contractor/awardee to perform Maintenance and Repair services for Hotsy Pressure Washing Stations and Water Reclamation Equipment.

3. The Performance Work Statement (PWS) found below defines all requirements for Hotsy Pressure Washing Stations and Water Reclamation Equipment.

4. Price and Past Performance will be evaluated where Price is more important than Past Performance and that the lowest price offer with satisfactory or neutral performance will receive the award. The price proposal should contain the offeror’s best terms from a price standpoint. The Government will evaluate for award purposes by adding the price(s) for all contract line items for a total evaluated price. Unbalanced or unrealistic pricing (i.e., buying in or frontloading) may not be considered for award. Offerors shall hold their prices as FIRM for 60 days after solicitation close date.

NOTE: The Government intends to evaluate proposals and award the contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to reject any or all proposals at any time prior to award.

5. The Government anticipates that it will award a single contract.

6. Period of Performance for this requirement will be 1 October 2023 to 30 Sep 2028 (estimated).

7. The Basic Contract Periods are:

Base Period = 1 October 2023 through 30 Sep 2024 (estimated) Option Period 1 = 1 October 2024 through 30 Sep 2025 (estimated) Option Period 2 = 1 October 2025 through 30 Sep 2026 (estimated) Option Period 3 = 1 October 2026 through 30 Sep 2027 (estimated) Option Period 4 = 1 October 2027 through 30 Sep 2028 (estimated)

8. A responsive proposal to this solicitation consists of:

a) Fully completed solicitation (SF 1449) (minus parts and labor pricing for CLINs X007 and X008 - See item b below) with all clause fill‐ins completed.

b) Fully complete parts and labor pricing input on Attachment 1 - Representative Parts Price List and Labor Rate. Contractor shall fill-in all Yellow Highlighted cells with required information. The list of parts is not all inclusive, but will be used as a representative sample for comparison of proposals. CLINs X007 and X008 will be evaluated on the cell G8 total of the spreadsheet tab Total Evaluated Price.

c) Fully completed Past Performance Questionnaires (at least three completed questionnaires are required but no more than 5 may be submitted) (See Attachment 2).

Proposals that do not include the above will not be considered for award.

9. Wage Determination: Currently, General Decision Number WD# 2015-5679 Revision 21, dated December 27, 2022, is applicable. https://sam.gov/wage-determination. However, the current prevailing Wage Determination will be incorporated at time of award.

10. Pre-Proposal Site Visit. A site visit will be conducted on July 25, 2023 at 9:00 AM PST.

We will meet at the SIAD Contracting Office (Building 60) parking lot. Visitor request forms (Form 1246) (Attachment 3 – SIAD Visitor Request Form) are to be submitted at least 48 hours in advance of the site visit.

Submit completed form to Pass & ID office (Building 106) by email usarmy.sierra.tacom.mbx.pass-and-id@army.mil or fax to (530) 827-4675. Recommend picking up the visitor pass at least 30 minutes prior to start of site visit. Please email Rhonda Long at rhonda.a.long.civ@army.mil if you plan to attend the site visit so we can make sure everyone is present at Building 60 parking lot prior to proceeding to the work sites.

11. Questions and Answers. Questions deadline is August 1, 2023 at 1:00 PM PST.

All questions and answers must be submitted in writing a minimum of seven business days prior to the closing date listed in the RFP. Email all questions to Rhonda Long at rhonda.a.long.civ@army.mil.

Do not contact the COR directly as this will only delay receipt of answers. Questions must be received by the cutoff date/time above. Answers will be provided with questions, and posted on https://sam.gov.

12. Closing Date & Time: August 9, 2023 at 1:00 PM PST.

Proposals shall be emailed to rhonda.a.long.civ@army.mil.
