W912GY-17-R-0012 ATV Preventative Maintenance Solicitation

Q1 - PWS 1.2 references section 1.1.1 – should this refer to 1.2.2?

A1- Yes, it should refer to 1.2.2. That was a typo.

Q2 - PWS 1.3 – states that “many” vehicles need 50 or 100 hour service monthly – can you provide an approximate range for the number of services monthly?

A2- Sierra estimates 50 vehicles per month upon a potential award. Services have not been performed since the expiration of the last contract. Upon award the awardee will be given a listing of the hour service each required vehicle is currently in need of service. Sierra is working on that data currently.

Q3 - PWS 1.3 – for a portable shop set up, will contractors have access to electrical and water?

A3- Yes

Q4 - PWS 1.3 – states “These service packages will be billed at a predetermined set cost”, however the CLINS describe preventative maintenance IAW the PWS for 12 months as a lot, for each type of ATV. Additionally, PWS 1.2.2 states that the type and quantities of equipment may change during the contract. Our interpretation is that the government is asking for a FFP for servicing the stated numbers of ATVs by type, annually – so essentially a FFP for each “lot.” This is problematic in that we do not know how may services will be required annually and no additional information has been provided. Alternatively, if the intent is to ask for a price for servicing an ATV based on a fixed price per service type (50 hr, 100 hr, 200 hr, 400 hr, 500 hr and Coverter Belt Service – however the CLINS as structured do not provide a way to accommodate this in a realistic manner. Again, there is no data WRT the expected number of each of the service types to base contract pricing. This will also drive the development of a labor and management structure to support. As well, the need to provide a mobile work shop for the services must be amortized over the life of the contract. Can the government clarify whether they want a FFP for each LOT, or if they want a FFP for each type of service? Either way we will need additional information to adequate price.

A4- Each CLIN for Polaris, Kawasaki and John Deere gator states “Period of performance is for a 12 month service. Quote preventative maintenance cost. Contractor shall also provide preventative proposal based on service hours plan.” What the government is looking for is the FFP price per maintenance on that type of vehicle. Clause 52.212-2 Evaluations: Price. PM rate plus hourly rate will be evaluated against all offers.

Example: CLIN 0001 PM service for Polaris. Contractor inputs $50.00. This would be the rate per PM on each Polaris for 50 hr, 100 hr, 150 hr (whatever the manufacturer PM service requires.) So the awardee will be awarded $25,000 1 lot for an estimated # of PM’s). That PM cost will be evaluated against all offers submitted. Not total lot price but individual PM unit cost. Plus, contractor’s proposal of hourly service. So 50hr service to include: xxxx, 100hr service to include xxxx. The same applies for the CLIN 0004 repairs and labor. Contractor is only to bid their hourly rate to be evaluated.

Q5 – Will the government allow disposal of waste liquid HAZMAT on the base using existing processes? (Note – otherwise we will also need to price in removal options) A5- Debris is removed by the contractor. HAZWASTE will be collected/retained on Depot to be disposed of by the Depot IAW 1.18.1 and 1.18.2.

Q6 – PWS 3.3 – States FFP contract for services at a predetermined set cost…per Q4, please clarify.

A6- See A4

Q7 – other than Past Performance and pricing, there is no information for the expected technical response, or page count information. Can the government provide any further information related to expectations for the proposal response?

A7- No page count minimum and technical will not be evaluated other than submitting the per hour service PM detail to reflect manufacturer’s recommendation- required in each vehicle type CLIN.
