GENERAL

1. PURPOSE

The purpose of this requirement is to provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services to support secure construction projects in accordance with (lAW) the Intelligence Community Directive (lCD) 705 and Department of Defense (DoD) policies.

Infrastructure and services will be required at construction sites will primarily support the MILCON Program in Europe District (NAU), with the capability to provide same/similar services for other customers in EUCOM AOR.

2. BACKGROUND

It is the intent to have an IDIQ type contract with specific Task Orders issued on a project-by-project basis to support construction security requirements. Delivery periods will vary based on projects and defined in each Task Order. Task Orders will be issued in accordance with FAR 16.505. U.S. Government Intelligence Community sponsored construction projects are subject to overarching and unique program considerations. The infrastructure, equipment, and services being acquired will be critical to ensuring that these construction projects comply with the requirements defined in the ICD 705, "Physical and Technical Security Standards for Sensitive Compartmented Information Facilities", and the DoD 5105.21-M-Volumes 1,2,3, "Sensitive Compartmented Information Administrative Security Manual", dated October 2012. In addition, the ICD 705 has several implementing documents to include ICS 705-1, ICS 705-2 and the "IC Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF), IC Tech Spec for ICD/ICS 705," dated 26 July 2021 and known as the Tech Specs.

3. SCOPE

a. The Contractor shall be capable of providing a construction security-monitoring program which shall include all aspects of physical, personnel, technical, and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. For Operational Security (OPSEC) purposes, contract documents will refer to projects under the purview of the ICD 705 as Secure Work Areas (SWA) in lieu of Sensitive Compartmented Information Facilities (SCIF) but the terms shall be interchangeable. The contract scope shall include the full range of construction security program management, administrative, construction surveillance operations, including demobilization and closeout. The scope of this contract also includes subject matter expertise on construction surveillance, technical surveillance, Temporary Electronic Security System (TESS) design, installation and operation, ICD-705 training, Construction Security Plan (CSP) development/implementation, and technical threat and risk assessment.

b. Infrastructure and Equipment: The construction security infrastructure shall include but not be limited to temporary security offices, fencing and gates, personnel screening equipment, temporary lighting, intrusion detection systems and closed circuit television (CCTV), as well as temporary utilities to support these systems.

Construction security surveillance support equipment shall include but not be limited to items such as personnel badging equipment and supplies, material screening equipment such as pallet x-rays, as well construction surveillance supplies such as digital documentation devices, technical surveillance counter-measures tools/equipment, cameras, locks, tools, notebooks, and Automated Data Processing (ADP) equipment as required to process and record construction security surveillance activities and events.

c. Construction Security Monitoring Services: Construction security monitoring services personnel shall include Site Security Manager (SSM), an ICD-705 Subject Matter Expert (SME)/Contract Manager (CM), Site Security Coordinator (SSC), Construction Surveillance Technicians (CSTs), Cleared American Guards (CAGs), as well as administrative support to manage all aspects of the construction security program.

PERFORMANCE REQUIREMENTS

The following paragraphs describe the support tasks that shall be required throughout the contract life. The contractor shall provide necessary resources and knowledge to support the listed tasks. Specific objectives shall be dependent on the basic contract and/or the Task Order written against the basic contract. The contractor shall complete all required tasks while controlling and tracking performance and goals in terms of costs, schedules, and resources. The overall guiding documents for US-Only Secure Facility construction and Construction Surveillance and Security that shall be followed for this contract are the Intelligence Community Directive 705 (ICD 705) Series Documents.

Construction Surveillance project components and subcomponents framework shall be consistent at the Task Order level, but specific implementation requirements may vary significantly based on Government sponsoring agency or department and/or Government Accrediting Office (AO) and Cognizant Security Authority (CSA).

1. OVERALL CONSTRUCTION SECURITY PROGRAM MANAGEMENT

a. The Contractor shall be capable of providing a construction site temporary physical security and construction security monitoring program which shall include all aspects of physical, personnel, technical, and procedural security, to include training, as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. At a minimum, the contractor shall be capable of providing all infrastructure, personnel, and processes for construction site physical security, construction site access control, secure receipt and storage of construction materials, and monitoring of construction activities to ensure that the facility is constructed in a manner to prevent technical compromise.

b. The Contractor shall maintain strict compliance with this PWS and other terms and conditions contained herein in order to monitor and detect unauthorized access to internal controlled areas during the construction period and to deter the implantation of clandestine surveillance devices or systems by construction workers into the structure being constructed or its surroundings. Many of the services will be required on a continuing basis beyond initial construction. The Contractor shall furnish all personnel, equipment, and supplies required to provide construction site security monitoring IAW with all applicable rules, laws and regulations as stated in this PWS or as further identified in the specific project Task Order. Depending on the specific Task Order and the location, it is the sole responsibility of the Contractor to arrange for the housing of contract personnel covered by this contract. The Contractor shall comply with all applicable local regulations and standards.

c. The contractor shall be required to comply with all training and deployment requirements, country clearances as required by each Task Order as required for contract performance. These requirements will typically be country specific or Area of Operations (AOR) specific. The contractor shall provide its employees and any sub-contractors the support infrastructure to meet the requirements of this contract.

d. Contractor employees shall be required to follow Government established procedures contained in referenced regulations, project specific Construction Security Plans (CSP), and each Task Order. Additionally, U.S. Citizen Contractor employees shall be required to adhere to Government regulations and Government policies including, but not limited to those regarding relationships, and reporting contracts, marriage, cohabitation or equivalent bonds with foreign nationals.

e. Cleared contractor personnel shall notify the COR and SSM of any suspicious behavior or occurrences that may occur at any time. This includes any foreign contact that suggests they may be the target of an attempted exploitation by a foreign intelligence service. Cleared contractor personnel shall be required to report adverse information regarding themselves or other cleared employees to the COR for notification to trustworthiness or reliability of the employee and suggests that the person’s ability to safeguard classified information may be impaired or that person may be subject to exploitation.

f. Briefings: The Government reserves the right to conduct briefings and debriefings for persons at all levels of involvement in performance of work. Required briefings/debriefings include, but are not limited to, the following:

(1) Cleared U.S. citizen Contractor personnel at all levels may be required to attend debriefing when returning from the host country.

(2) Management personnel shall be required to attend special security briefings/debriefings concerning reporting requirements on unusual incidents, activities, or information relating to project security.

(3) Visitors to the project site shall be required to attend an appropriate security briefing by the SSM.

2. CONSTRUCTION SITE TEMPORARY PHYSICAL SECURITY

a. The Contractor shall be capable of providing temporary physical security and associated intrusion detection when required by a particular Task Order. A temporary physical security system may include but not be limited to temporary security offices, fencing and gates at the site perimeter as well as the Secure Storage Area (SSA), personnel screening equipment, temporary lighting, intrusion detection systems and closed circuit television (CCTV), as well as temporary utilities to support these systems.

b. Installed temporary physical security measures may be required to be changed and reconfigured during the course of the work.

c. When requested as part of a Task Order, the contractor shall develop a project specific comprehensive temporary physical security plan including design, installation, maintenance, and removal, and submit to the Government for approval. Temporary Physical Security System components not covered by the price schedule shall be negotiated at the time of Task Order award.

d. Required temporary physical security items may include:

(1) Temporary Enclosures

(2) Secure Storage Area (SSA)

(3) Access Control Facility (ACF)

(4) Vehicle Access Control and Screening Facility (VACF)

(5) Site Security Manager (SSM) & Security Operations Offices

(6) Construction Security Temporary Equipment (CSTE) and Controls

(7) Security Lighting System

(8) Emergency Power

(9) Locking Devices

3. CONSTRUCTION SECURITY MONITORING SUPPORT EQUIPMENT

a. The Contractor shall be capable of providing equipment and tools required to support construction security monitoring functions when required by a particular Task Order. Construction security monitoring support equipment shall include but not be limited to items such as personnel badging equipment and supplies, material screening equipment such as pallet x-rays, as well construction surveillance supplies such as digital documentation devices, technical surveillance counter-measures tools/equipment, cameras, locks, tools, notebooks, and Automated Data Processing (ADP) equipment as required to process and record construction security surveillance activities and events.

b. When requested as part of a Task Order, the contractor shall develop a project specific Bill of Materials (BOM) of construction security monitoring support equipment and submit to the Government for approval. Construction Security Monitoring Support Equipment not covered by the price schedule shall be negotiated at the time of Task Order award.

c. Required construction security monitoring support equipment items may include but are not limited to (Refer to Section for equipment specifications):

(1) Walk through Metal Detector

(2) Handheld Metal Detector

(3) Package X-Ray Inspection system

(4) Pallet X-Ray Inspection system

(5) Explosives detector

(6) Vehicle Inspection mirror

(7) Digital Badging System

(8) Biometric ID system

(9) Interior Intrusion Detection System

(10) Construction Video Surveillance System

4. CONSTRUCTION SECURITY MONITORING SERVICES

a. Five types of Site Security Personnel (SSP) will be required for this contract: Site Security manager (SSM), Subject Matter Expert (SME)/Contract Manager (CM), Site Security Coordinator (SSC), Construction Surveillance Technicians (CSTs), and Cleared American Guards (CAGs). Depending on the Task Order, the Contractor will be required to provide one type of SSP or any combination of types of SSPs.

In addition to the SSP listed above, the contractor shall provide a Project Manager (PM) for each task order. The PM shall be the single interface for the Government for the task order and any support personnel as required in the execution of the task order. A SSM may serve as the PM. A Lead CST may serve as an SSC.

b. Key Personnel: The Contractor shall submit resumes of key personnel (PM, SSM, SME/CM, SSC) proposed for each Task Order. For Task Orders, the Government shall have twenty one (21) calendar days to review resumes and approve or reject candidates. If rejected, the contractor shall then have fourteen (14) calendar days to propose suitable replacements. The Contractor shall notify the Contracting Officer prior to replacing Government approved key personnel, and shall demonstrate that the qualifications of the proposed replacement personnel are equal to or better than the qualifications of the personnel being replaced. Key personnel substitutions are prohibited without prior approval of a USACE Contracting Officer.

c. Prior to incurring any costs relative to the assignment of SSP, the Contractor shall ensure that the individual meets the standards and qualifications set forth in the contract. The contractor will adhere to all pertinent rules, regulations and standards of the United States (U.S.) Government. These regulations include but are not limited to, Status of Forces Agreements (SOFA), Department of State regulations (DOS), Department of Defense (DOD) requirements and any and all other Laws of the local jurisdictions where work is executed. A TOP SECRET Facility clearance shall be required for this contract. These rules and regulations will vary depending on the location where of the construction projects are being conducted.

d. The contractor shall appoint a Security Manager to oversee clearance requirements of contractor personnel performing work under this contract. The Security Manager shall be responsible for tracking the security requirements for all personnel (subcontractors included) utilized on this contract.

e. The Contractor shall comply with all applicable national laws unless specifically authorized in writing to do otherwise by the Contracting Officer.

f. The Contractor shall be responsible for assuring that all SSP are in good physical health and are physically able to perform the activities and functions required by this PWS as determined by the Contractor's medical doctor. Site security personnel may be required to undergo a Government psychological evaluation in order to be qualified for deployment to certain designated posts.

g. As specified in each Task Order, the contractor may be required to travel to locations OCONUS within the EUCOM AOR. Contractor employees who deploy to locations that require immunizations shall do so in accordance with Department of Defense Instruction (DODI) 6205.4 Department of the Army, and local immunization requirement.

h. The Contractor shall ensure that all personnel possess the necessary security clearances to perform their respective functions or shall be clearable. Clearable shall be defined as having a current favorably adjudicated security clearance of the required level needed for their proposed position.

i. All personnel performing work on this contract shall be initiated for a minimum of a reciprocal Top Secret or a minimum of a reciprocal Secret Clearance based on their proposed position required by the individual task order, their most recent Defense Security Service personnel security clearance and successful completion of a suitability review. Personnel performing under this contract shall not perform any work on this contract until after the reciprocal clearance and suitability review package has been completed.

j. If during the course of performance of the contract, an individual is determined to no longer meet security requirements for the proposed position, the Contractor shall be responsible for replacing the individual at contractor expense.

k. Contractor personnel shall be required to adhere to all applicable government field management rules, regulations and standard operating procedures regarding site access, off duty behavior and other administrative mater.

l. Contractor personnel roles shall be assigned IAW qualification requirements established in the PWS for their assigned role and shall not be used interchangeably unless qualified for both roles and with prior approval from the

COR.

m. The Contractor shall establish and maintain close, continuous, and responsive contact with the COR and other designated US Government project management personnel.

n. The Contractor shall obtain all visas as required for work in OCONUS project sites. The contractor shall notify the COR immediately of any problems meeting personnel requirements due to the inability to obtain or delay in obtaining or extending a visa.

o. Contractor SSP shall be required to participate in security briefings as required by the Government. The Government shall review and approve resumes of new Key Personnel prior to their Employment with the Contractor. Key personnel shall be defined as supervisory or management level contract personnel to include the SSM, SSC, SME/CM and PM. Any replacements shall meet or exceed qualifications of proposed management personnel in original contractor's proposal.

p. The Contractor shall adhere to the latest version of the EM 385-1-1 (Engineer Manual), U.S. Army Corps of Engineers Safety and Health Requirements Manual in the performance of this contract. The Contractor shall provide all required personal protective equipment (PPE) as required to perform the work under this contract in accordance with EM 385-1-1.

q. The contractor shall ensure that all personnel performing under this contract manifest a neat and professional appearance consistent with the position and duties.

5. CONSTRUCTION MATERIAL SECURE SHIPPING

The Contractor shall be capable of providing CONUS based Secure Shipment Certification Team when required by a particular Task Order. Establishment and operation of the Central Receiving Point (CRP), provision of the shipping containers, and the actual shipping will be by others.

6. SITE SECURITY PERSONNEL (SSP) QUALIFICATIONS

a. Project Manager (PM).

Qualifications:

(1) The PM shall have at least 10 years of experience in at least one of the following areas of expertise: Program Management-Security field, Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience.

(2) PM shall have a minimum 3 years of experience managing DOD or other Federal Government Construction security projects and a minimum 2 years of experience managing construction security program for projects performed outside the U.S. and its territories.

(3) The PM's experience shall include the completion of a minimum of one similar project completed within past 5 years.

(4) The PM shall be a U.S. Citizen possessing a Top Secret security clearance with SCI.

(5) Shall have a valid certificate for the successful completion of a twenty (20) hour or greater Site Security Manager (SSM) Training Course.

(6) Shall have a valid certificate for the successful completion of a forty (40) hour or greater Construction Surveillance Technician (CST) Training Course.

b. Site Security Manager (SSM):

(1) Shall have a minimum of ten (10) year of security experience specifically related to SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.

(2) Shall have a minimum of six (6) years of direct experience working on ICD- 705 construction projects. Direct experience means working at a project location as a CST, SSC, SSM or SME.

(3) Shall have at least five (5) years in a leadership/management role on an ICD- 705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST Lead.

(4) Shall be familiar with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.

(5) Shall hold a valid certificate for the successful completion of a Twenty (20) hours or greater Site Security Manager (SSM) Training Course.

(6) Shall have a valid certificate for the successful completion of a Forty (40) hours or greater Construction Surveillance Technician (CST) Training Course.

(7) The SSM may also concurrently fill the Contractor’s PM position and be responsible for the overall management and coordination of the contract performance with the Government. If this is the case, the PM portion of his/her job shall not exceed more than half of their total hours.

(8) Shall have at least five (5) years working experience in OCONUS.

(9) Technical Surveillance Counter-Measure (TSCM) Training

(10) The SSM shall be a U.S. Citizen possessing a U.S. Top Secret security clearance.

c. SME/CM:

(1) Shall have a minimum of nine (9) year of security experience specifically

Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.

(2) Shall have a minimum of six (6) years of direct experience working on ICD-

(3) Shall have at least four (4) years in a leadership/management role on an ICD- 705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST Lead.

(7) Shall have at least five (5) years working experience in OCONUS.

(8) Technical Surveillance Counter-Measure (TSCM) Training.

d. SSC:

(1) Shall have a minimum of eight (8) year of security experience specifically

Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.

(2) Shall have a minimum of five (5) years of direct experience working on ICD-

(3) Shall have at least three (3) years in a leadership/management role on an ICD-705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST Lead.

(7) Shall have an expert understanding of the ICD/ICS-705 (version July 2016, 2021) as demonstrated by experience working on multiple IDC-705 projects.

(8) Shall have at least five (5) years working experience in OCONUS.

e. Construction Surveillance Technician (CST):

(1) CSTs shall be U.S. Citizens and shall possess U.S. Top Secret (TS) security clearance.

(2) CSTs shall have at least 5 years of experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience and CST’s shall successfully completed COR approved 40 hour or greater ICD-705 training.

(3) CSTs shall be trained in the operation of the proposed inspection equipment.

(4) CSTs shall be knowledgeable of all construction disciplines, to include civil, architectural, mechanical, electrical and electronic engineering principles. In addition, they shall be capable of reading and analyzing designs drawings and specifications, and recognizing the architect’s intent.

(5) Shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect.

(6) Shall have knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.

(7) Shall become thoroughly knowledgeable of security procedures and the level of security required in various parts of the facility under construction.

(8) Shall be able to write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action.

(9) Shall be capable of independent decision making, possess a high degree of individual initiative, and be able to function with minimal supervision.

(10) The number of CST personnel shall be adjusted to meet individual task order surveillance requirements.

f. Cleared American Guards (CAGs):

(1) CAGs are professionally trained, and protect the security integrity of the construction site, and protection of building materials, furniture, fixtures, and other items.

(2) CAGs shall be U.S. Citizens and possess Secret (S) security clearance.

(3) CAGs shall have at least 6 months of experience and have completed COR approved 40 hour or greater ICD-705 training.

Personnel Actions. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable. The Contractor shall be responsible for the correction of unacceptable performance, including, but not limited to, unprofessional behavior, disorderly conduct, ineffective or improper communication with others, inappropriate dress, etc. The Contractor shall immediately instruct the rejected employee to leave the Government premises. The Contractor shall provide a substitute/replacement within 2 weeks. The replacement shall take place at no additional cost to the Government.

7. CONSTRUCTION SECURITY MONITORING OPERATIONS

a. CST Mobilization & Deployment: Once established, the CST operations shall be maintained through final project closeout. The exact extent and configuration of CST coverage may vary over time but shall include SWA protection.

b. Anomalies: All mechanical, electrical, electronic, or other technical surveillance devices discovered by the SSP shall become the property of the U.S.

Government. The Site Security Manager will notify the Cognizant Security Authority (CSA) through secure means within 24 hours of any discovery. The CSA will provide guidance in handling and reporting hazards and/or penetrations.

c. Equipment: The contractor shall be responsible for providing and maintaining all facilities and equipment required to administer the construction security program.

If required for adequate coverage, the contractor shall provide any facilities and equipment above and beyond the government’s minimum requirement. The contractor shall be responsible for procuring, installing, operating and maintaining such equipment for the duration of the contract.

d. Secure Storage Area (SSA): The contractor shall establish, maintain, and operate a Secure Storage Area (SSA) within the construction site footprint that will store construction materials and equipment that will be used in the SWA. The SSA shall be under the control of the CSTs.

e. Training Program: The contractor shall provide personnel who have completed a forty (40) hour Construction Surveillance Technician and a minimum twenty (20) hour Site Security Manager Training Courses. Each SSM Staff member working on this contract must attend and successfully pass the training course required for their position. Each course must contain testable material to ensure that all attendees can successfully apply what they learned to the projects. Each course must provide a certification to all students who successfully pass the testable material. The SME/CM will provide a list of all personnel who attend the training on this contract and their certification within ten (10) business days to the COR.

(1) The CST Course must cover a minimum:

(2) The SSM Course must cover at a minimum:

(3) The course facilitator shall provide a course instructor experienced teaching the principals of ICD-705, Construction Security, Construction Site Security, and Threat/Risk Mitigations. The SSC, SME, or CST may be submitted as the training instructor for this contract. The instructor shall meet the following requirements:

(a) Shall be a Certified Master Trainer with at least three (3) years of experience providing ICD-705 training.

(b) In the past three (3) years, the instructor shall have successfully trained over 200 students on the IDC-705 and construction site security principals.

(c) Shall have at least six (6) years direct experience working on ICD-705 construction projects with at least four (4) years in leadership/management role. Direct experience means working at the project location as a CST, SSC, SSM or SME.

Leadership/Management means SSM, SSC or CST-Lead.

(d) Shall have experience working on at least five (5) ICD-705

Construction Projects with at least two (2) being OCONUS, and one (1) being MILCON project.

(e) Shall have at least three (3) years of experience working on OCONUS

ICD-705 Construction projects.

f. Work Hours: The Contractor shall provide Site Security Service Personnel (SSP) up to twenty-four (24) Hours a day, seven (7) days per week as required for the orderly progression of the construction work and as defined in each Task Order.

g. Schedule: The contractor shall prepare and maintain all SSP schedules in accordance with contract requirements.

h. Security Related Briefings/Orders: The Government will provide a situational briefing identifying unique conditions that may affect normal daily operations when conditions change. General and specific orders will be promulgated by the COR and provided to the contractor's PM for posting and implementation.

The PM will ensure that all SSP under his/her supervision are thoroughly familiar with all orders before assuming duty. The PM or designee must be available to receive and implement these orders and special instructions from the COR.

8. CONSTRUCTION SECURITY RECORDS AND DOCUMENTATION

a. Documentation: All documentation shall be turned into the COR and/or Accrediting Officer/Site Security Officer by the SSM, SSC or SME/CM in digital format upon completion of each Task Order and/or as requested by the Government throughout the project. The contractor shall provide the means to accomplish digital documentation through the supply of digital note taking devices which are also capable of taking accompanying photos of documented activities. Examples of such devices are Mini IPADs, Samsung Tablets, or similar devices. The contractor shall also provide a computer system capable of compiling all documentation from the digital devices for turn over to the Government. Handwritten documentation will NOT be accepted. The contractor is responsible to develop a digital documentation process that will be approved by the Government. All logs shall be maintained by the contractor in accordance with Government requirements. Additionally, the contractor shall report all security incidents to the COR in accordance with established SOPs or special instructions.

b. CST Daily Logs: CSTs shall compile daily logs and submit to the SSM at the end of each shift. The daily logs shall include at a minimum the following information:

(1) Workers present (by name and function).

(2) Amount of work completed.

(3) Photo documentation.

(4) Daily input to storage media (electronic and backup data).

(5) Source of materials used during the day.

(6) Detailed descriptions of all construction activities including: Date, Time, Location, Person(s) completing work, work being performed, Monitoring CST(s).

(7) Detailed descriptions of all security incidents involving persons that occur on the Secure Construction Site including: Date, Time, Person(s) involved, Description of incident, Reporting CST(s), and accompanying photos (if applicable).

(8) Detailed descriptions of all construction security deficiencies including:

Date, Time, Location, Person(s) involved (if applicable), Description of deficiency, Reporting CST(s) and accompanying photos.

(9) Detailed descriptions of all construction close-ins/seal-ins for the duration of the project including: Date, Time, Location, Type of close-in/seal-in, Person(s) completing work, Monitoring CST(s) and accompanying photos.

(10) Complete access control log of all persons who access and exit the secure construction site including: full name, date/time entered, date/time exited.

(11) Complete list of all vehicles that accessed the secure construction site including: date, time of entrance, time of exit, driver’s name, driver’s license number, vehicle license plate number, and reason for entrance.

c. Administrative Records: The contractor shall maintain administrative records containing at a minimum the resumes of all employees furnished under this contract, time and attendance records, and final security clearance findings

d. Monthly Activity Report: The contractor shall provide a monthly activity report to the COR no later than 7 days after the end of each month. The report shall include at a minimum: names of personnel assigned to the site, the number of personnel hired, resigned, or terminated; security problems encountered with resolution(s); and a general summary of personnel-related Issues.

e. Personnel Roster: For each Task Order the contractor shall provide the COR a roster of all Site Security Personnel (SSP) working on the Task Order to include: name, date and place of birth, passport number, and level of clearance. The personnel roster shall be due within 30 days after Task Order award. When personnel working on a Task Order are employed or terminated, an updated roster shall be provided to the COR and SSM within 5 working days.

f. Training Roster: For each Task Order, the contractor shall provide the COR with a roster of all Site Security Personnel (SSP) working on the Task Order.

The report must include their name, dates training was received, certificate number, labor category, and training course name. The roster shall be updated quarterly. The SSP shall not be used interchangeably, unless they are trained and qualified in multiple disciplines.

g. Monthly Equipment List: The contractor shall provide the COR and SSM a list of all equipment used for the administration of the construction security program on a monthly basis. The report shall be due at the same time as the Monthly Activity Report. The report shall include the equipment description, serial number, purpose, operating status, and include any maintenance conducted during the report period.

9. QUALITY CONTROL PROVISIONS

a. Quality control shall be the responsibility of the Contractor. The Contractor shall establish and implement a system of supervisory checks and controls to ensure that the minimum requirements and standards outlined in Section 160 of Public Law 100-204 (22 U.S.C. 4581 note) are met.

b. Quality Control Plan (QCP): In compliance with the contract clause entitled

"Inspection of Services" the Contractor shall submit for each Task Order, a copy of the QCP to the Contracting Officer within 30 days after Task Order award. The COR will notify the Contractor of acceptance or required modifications to the plan. The Contractor shall make appropriate modifications and resubmit by 10 calendar days to the COR. Any changes made during the Task Order performance period shall be submitted and approved by the COR prior to implementation.

10. PLACE OF PERFORMANCE

Projects will be located throughout EUCOM AOR and specified at the task order level.

11. PERIOD OF PERFORMANCE

a. This indefinite-delivery, indefinite-quantity contract (IDIQ) has five-year ordering period. The performance period shall begin upon contract award. The contract may not extend beyond five years (except under the conditions of FAR 52.217-8); however, the performance periods of the task orders (which must be issued within the contract's ordering period) may extend beyond the five-year period.

b. The period of performance for each task will be indicated in each Task Order awarded under this contract.

EXECUTION

1. GENERAL SECURITY PROCEDURES

a. When required as part of the Task Order, the contractor shall provide temporary construction security infrastructure, equipment, and services as specified below.

b. Each of the actions identified in this paragraph shall require SSM and COR approval for location and orientation.

(1) The contractor shall submit a Site Utilization Plan to the COR within 30 days after receipt of Notice to Award showing proposed temporary security facilities location for COR and SSM approval.

(2) The Site Utilization Plan shall be accompanied by drawings with details of the temporary facilities including the following: Temporary Enclosures;

SSA; ACF; CSTE, ESS.

(3) The COR will notify the contractor of approval or disapproval of the plans within thirty (30) days of its receipt.

c. The Specifications contained in this section are intended to provide guidance for the preparation of the temporary facilities, and show minimum acceptable sizes, capacities, and quantities which may vary according to specific project requirements. With the COR approval, the contractor may provide alternate or locally obtained items that meet or exceed the items specified in this document.

2. TEMPORARY ENCLOSURES

a. When construction site temporary physical security is required as part of the Task Order, the contractor shall provide temporary security fences with entrance gates, as specified, for these areas:

(1) Site Security and Privacy Fence/Lighting

(2) Secure Storage Area (SSA).

b. Locate all temporary enclosures in relation to project site boundary, coordinated with space requirements for final site configuration, and clear of construction operations. Submit exact enclosure details in the Site Utilization Plan for necessary approvals by COR.

c. The Perimeter Security and Privacy Fence and the SSA enclosure fence shall be designed and constructed in accordance with UFC 4-022-03, Security Fences and Gates. When required by the individual task order, the contractor shall install FE-7 fence with privacy slates around the entire perimeter of the construction site. The fence shall surround the entire site perimeter and shall not have any gaps or spaces that could facilitate unauthorized access to the site. The fence shall be configured to allow for a clear zone on each side of the fence. This clear zone shall be continuously maintained until the enclosures are no longer required. The fence configuration shall be approved by the COR.

d. The contractor shall provide sufficient lighting for the perimeter of the construction site so that the entire perimeter is visible during hours of darkness.

Refer to UFC 3-530-01 for lighting design criteria.

3. SECURE STORAGE AREA (SSA)

a. When required as part of the Task Order, the contractor shall provide an SSA at the project site. The SSA shall be an independent fenced area for the secure storage of materials destined for use in the SWA.

b. When required by the TO, the SSA shall be large enough to accommodate a weatherproof warehouse for the indoor secure storage of construction contractor furnished materials that must remain protected from the elements.

c. When provided, the SSA warehouse shall be able to accommodate a pallet size x-ray system with adequate space for maneuvering materials into and off the equipment. The floor of the enclosure shall be level and of sufficient strength to support and maintain on level, equipment weighing up to 100,000 pounds. The warehouse shall have two roll up doors adequate in size for materials and the vehicles they are loaded onto. The warehouse shall be lit to a minimum illumination of 24 lux. The warehouse shall contain at least eight (8) power outlets, spaced for easy access around the perimeter.

d. The SSA fencing shall create an SSA of sufficient size to accommodate construction material, to include the storage of multiple 20’ and 40’ sea containers and a lay-down/staging area. The lay- down/staging area shall be used to store SWA materials and equipment not affected by the elements, and to stage material and equipment for daily movement to the active construction area. The actual size of the SSA lay-down/staging area shall be determined by the requirements of the project needs and the actual area available and provided in the TO.

e. A single entrance in and out of the SSA shall be built and shall incorporate a vehicle gate large enough to accommodate construction vehicles carrying 20’ and 40’ sea containers delivering materials. The SSA shall be provided with a dedicated personnel entrance, separate from the personnel exit. The personnel entrance point shall also be provided with a phone or intercom system back to the ACF main.

f. The SSA shall have a dedicated truck entrance to allow for large, truck-borne materials to enter and exit the SSA.

g. The perimeter of the fence line shall be provided CCTV cameras that enable clear onscreen visualization of 10 feet in all light and weather conditions.

h. The SSA interior lighting system will be configured for continuous operation at a minimum of 16- lux at floor level.

i. The contractor shall be responsible for procuring, installing, and maintaining all equipment, systems, and facilities installed in the SSA.

j. The SSA shall be locked at all times when not actively used to process SWA construction materials.

4. ACCESS CONTROL FACILITY (ACF)

Task Order, the contractor shall provide temporary facilities at the main pedestrian and vehicle construction entrance gate to the project site. The ACF will be the monitoring location for all of the temporary ESS as well as personnel and vehicular screening equipment, and will house the supervising/administrative security personnel. The ACF shall be provided at a minimum as follows:

(1) Provide an access control/construction security building with a minimum 2.5 meter ceiling height to serve as the pedestrian sally port and screening area.

(2) The Contactor may propose and provide an alternate solution for the ACF if approved by the COR.

b. The ACF shall have the following features:

(1) Personnel entrance. A secure doorway accessible from outside the construction site that can be secured from the inside during non-duty hours or in case of emergency.

(2) Personnel exit. A secure doorway to the construction site that can be secured from the inside during non-duty hours or in case of emergency.

The SSM can designate additional exits to be used in emergency egress situations only. These exits shall be alarmed.

(3) Storage space for Personal Electronic Devices (PED)s.

(4) Vehicle entry/exit. A vehicle control point that provides positive control of all vehicles entering and leaving the facility. The vehicle entry point will allow the SSM personnel space to inspect the chassis, interior cabin, engine compartment, storage compartments, etc., for contraband or dangerous materials.
