About this file
This letter of commitment and related solicitation are for construction surveillance services and construction surveillance plan development to support secure construction projects for the U.S. Intelligence Community in Europe. The solicitation seeks an Indefinite Delivery/Indefinite Quantity contract to provide temporary construction security infrastructure, equipment, and services at construction sites primarily supporting the Military Construction Program in Europe District. Specific task orders will be issued on a project-by-project basis. The letter of commitment specifies that a prime contractor commits to using a named subcontractor to perform electrical, mechanical, or civil services, and allows the prime contractor to take credit for the subcontractor's experience. It further specifies the subcontractor cannot be substituted without written approval from the contracting officer. The solicitation and resulting contracts are intended to ensure construction projects comply with security standards for sensitive compartmented information facilities as defined in Intelligence Community Directive 705 and Department of Defense manuals.
