1. INTRODUCTION
Background: This project covers requirements contained in Department of Defense (DoD) Instruction 4715.05, Management of Environmental Compliance at Installations outside the United States, 1 November 2013, as well as the Dutch Natural Protection Act, and its required natural resources surveys, exemptions, work protocol, procedures, to support any construction permit submission in order to support the DoD mission. These requirements include compliance with the Dutch & United States standards for conservation of land, surface water, groundwater, forest, and wildlife, natural resources at DoD installations overseas, and compliance with environmental protection and management regulations/standards.
The scope of this Performance Work Statement (PWS) includes tasks to review and update plans and develop work protocols and plans which support waivers, as required by the Dutch Natural Protection Act and the Final Governing Standards for the Netherlands (FGS-NL), and Dutch Host Nation (HN) standards. In order to provide for effective ecosystem management as an integral part of the installation environmental program, the FGS-NL, Chapters 12 and 13, require the preparation and update of several plans, to include an Integrated Natural Resource Management Plan (INRMP), and Threatened and Endangered Species (TES) survey, management plans, and the development of a natural resources work protocol for Army Pre-position Site (APS) Eygelshoven and USAG Benelux Brunssum (Central-East).

The goal for this effort is to promote the long-term sustained use of the installation for its mission requirements while at the same time protecting the existing natural and cultural resources to the greatest extent possible. The subject plans and work protocols outline and assign responsibilities, identify projects for environmental rehabilitation, identify concerns, and, establish standard operating procedures for the management of natural resources on USAG Benelux- Brunssum installations.
Project Location: Location of services is USAG Benelux-Brunssum including all the locations within its footprint. The Contractor will routinely visit units, activities, and tenant organizations that compose the USAG Benelux-Brunssum community.
