The paragraph immediately following the paragraph which begins with the letter a. in the middle of the page begins with "The offeror shall provide...." This paragraph talks about the offeror providing performance evaluations for submitted projects. The first sentence is the same sentence as the previous page which refers to the Prime Offeror's PPQs. One possible interpretation of this paragraph is the Government wants the Prime Offeror to conduct an evaluation of the AE firm, another interpretation may be the Government wants separate and distinct PPQs from the AE firm clients/customers in addition to the PPQs it will receive from the Prime Offerors. Question: Would the Government consider clarifying this paragraph so we can ensure a compliant response to Phase I?

The contract references DFARS 252.204-7012 "Safeguarding Covered Defense Information and Cyber" which states:
• B.2.i - the covered contractor information system shall be subject to the security requirements in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations" (available via the internet at http://dx.doi.org/10.6028/NIST.SP.800-171) in effect at the time the solicitation is issued or as authorized by the Contracting Officer.
• M.1 - Include this clause, including this paragraph (m), in subcontracts, or similar contractual instruments, for operationally critical support, or for which subcontract performance will involve covered defense information,...
In short, the contract requires that all firms and subcontractors who utilize electronic FOUO/CUI information will be required to be compliant with DFARS 252.204-7012, including the NIST 800-171 Special Publication. Work under this MATOC will take place in Europe and/or Africa likely require services of local national and/or non-US firms to perform the design and/or construction work. Such non-US firms will likely not conform to US-based NIST standards, rather, complying with local standards such as European DSGVO. Will Government authorize a subject clause DEVIATION for non-US firms from compliance with NIST and/or whom may comply with an alternate host nation standard.
