3. PRELIMINARY UNDERSTANDING

0. The Statement of Work (SOW) shall be accomplished in its entirety for the negotiated price. The Contractor’s Proposal must include everything in the SOW upon submission to the Government. The Contractor must be prepared to do the specified work for the negotiated amount. All work determined to be ancillary and incidental will be performed under the negotiated value.

0. Modifications will only be issued in compliance with the contract clauses.

0. Only the COR can direct the Contractor, while staying within the Scope of Work signed by the Contracting Officer. Any additional work requirements must be submitted through the Facility’s POC and be approved by the KO with the Standard Form 30.

0. Contractor shall be responsible for ensuring that all work is accomplished in compliance with the proper building codes and regulations and in accordance with the base Contract.

0. The DIN Standards referenced in these specifications are incorporated only to the extent that they describe a technical standard to which the contractor has to perform the work described in the specifications. Italian equivalents of these DINs shall likewise apply. All work required to complete this project is included in the contract price. This includes primary work items, associated tasks (auxiliary Work) and special tasks. The contractor is solely responsible to determine quantities and work needed based on the specifications.

4. SITE INVESTIGATION AND CONDITIONS AFFECTING THE WORK

4.1 The Contractor acknowledges that he has taken steps reasonably necessary to ascertain the nature and location of the work, and that he has investigated and satisfied himself as to the conditions which can affect the work or its cost.

4.2 Any failure of the contractor to take the action described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the governmental agency involved.

5. PRE-CONSTRUCTION CONFERENCE

5.1 At the earliest practicable time, prior to commencement of the work the Contractor, and any Sub-Contractors whose presence is necessary or requested, shall meet in conference with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to the details of the administration and execution of this Task Order.

5.2 Discussion will include but not necessarily be limited to the Contractor’s Quality Control (CQC) Program, the Contractor’s Accident Prevention Program, submittals, correspondence, schedule, access to the work site, security requirements, interface requirements, temporary facilities and services, hazards and risks, working after normal hours or on weekends or holidays, assignment of inspectors, representations, special requirements, phasing, and other aspects of this project that warrant clarification and understanding.

6. SYNOPSIS

6.1. The aim of the project is to conduct the necessary construction works: Replace Elementary gym floor and paint walls and Replace Weight room flooring and paint walls.

6.2. Construction work must be planned and scheduled as to avoid any disruption to the education program as well as preventing any adverse effect on the students. The project has been designed with the aim to obtain low long-range maintenance costs.

6.3. In carrying out this task order issued under the contract, the Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein.

7. GENERAL REQUIREMENTS

7.1. Material Listing of All Newly Installed Items: The contractor shall provide a detailed material listing of all newly installed items/devices, including the manufacturer's name and address, item name/nomenclature and serial/part number. The list shall be provided as part of the project turn-over document/binder. The Real Property Equipment list for the construction area, shall be made available upon request.

7.2. Job Site Safety: Dust walls consisting of reinforced and fire retardant PVC foil shall be delivered by the contractor and shall be put up at those locations where dust is going to be caused by work execution e.g. ceiling penetrations and drilling/chiseling work for the cable routes and cable chase installation. The dust walls shall be put up in such a way that dust cannot penetrate into adjacent areas. The job side shall be kept clean all times and cleaning work shall be done at regular intervals. By close of business at the end of each day the job site shall be thoroughly fine cleaned. Signs shall be posted to indicate the ongoing work. No tools and material shall be left unattended in halls and corridors or other frequently used areas.

7.3. Work Schedule: Repair/upgrade work is to be performed in occupied facilities. The Contractor shall submit a time schedule, whereby the performance of work shall be coordinated with the COR and Tenant Agency personnel at and immediately following the Pre-Construction Meeting. The established timeline shall be updated at regular intervals during construction work execution. The Contractor shall carry-out operations in such a manner as to cause the least possible interference with Customer mission and take necessary measures to protect government property during execution of work. If other projects are executed in the vicinity at the same time as this project, the Contractor shall coordinate his work with the Contractors performing other projects.

7.4. Power and Utility Outages: The Contractor has to coordinate all outages or impairment of any utility with the COR and Tenant Agency at least 3 weeks advance notice. If the fire alarm system (FAS) need to be switched off for a period longer than 4 hours, a Fire Watch person need to be appointed to control the area where the FAS is out of order.

7.5. Other Requirements

7.5.1. Submittal Register - All materials shall be submitted, with sufficient notice, to the COR/PM for either approval or as for-information-only prior to installation or manufacture or delivery.

7.5.2. Quality Management - The contract requires the Construction Contractor to meet Quality Management standards as described in the basic contract.

7.5.3. Translations - All communication shall be in English. Each of the required submissions shall be delivered in the English language.

7.5.4. As-Built Documentation – All construction drawings and as-built plans shall be made according to the final on-site condition. All construction changes to the building structure/layout, new architectural features, electrical/lighting system, HVAC, water and sewer systems, etc., shall be shown on the as-built drawings. Three as-built drawings (paper hard-copy) and 3 CD’s in AutoCAD 2016 or a seamlessly compatible format with AutoCAD 2016 shall be submitted prior to Pre-Final inspection. The contractor must provide three sets of manuals (electronic and hard copy) no later than the Pre-Final acceptance of the new system. Electronic files shall be provided in DWG, DXF, and PDF of all plans and have an appropriate file name that lists the sheet number and title.

7.5.5. Period Of Performance: The total period of performance (preparation and construction) for the entire task order is 360 calendar days from the Notice-to-Proceed (NTP). NTP is concurrent with task order award. All work must be completed prior to the DoDEA 2020 school year.

8. Physical and Technical Security Standards: The base is a guarded facilities with a perimeter fence and dedicated access points. Security observance by Contractor workforce will be addressed at the Pre-Construction Conference. The contractor shall inform all his assigned workers that they may be subject to search, when entering or leaving the installation. Passes for construction workers shall be issued at the Government’s discretion. The contractor shall not assign any employee to perform work when in the opinion of the Contracting Officer the presence of that employee would not be in the best interest of the US Government.

Transportation and storage of construction material shall be subject to scrutiny. Materials and equipment may be examined by security personnel prior to being brought to site.

The Contractor shall familiarize himself with all project pertinent security restrictions. He must understand that observance and enforcement of these restrictions may have adverse effect on project work progress. He shall consider a possible impact of security restrictions on time schedule and project cost at the time of bid preparation.

Access to the facility is monitored at the access control point (ACP) by ID checks, which can lead to waiting times. The contractor has to submit all personnel related data to the COR in order to receive installation passes prior to the start of work.

Furthermore, the following requirements shall be complied with:

8.1. AT Level I Training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.

8.2. Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes

8.3. Contractors, who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

8.4. Suspicious Activity Reporting Training (iWATCH/iSALUTE). The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

8.5. For Contracts that Require OPSEC Training. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites: https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum."

8.6. Escorting Requirements. The Contractor will coordinate with the COR and/or the facility security office for access when required. All Contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

9 PROJECT TECHNICAL REQUIREMENTS

9.1 Technical Criteria and Standards - All work to be in compliance with both US and Italy governing building regulations.

Work shall be performed IAW the following U.S. codes and criteria governing U.S. military facilities:

DoDDS 21st Century School Design Standards NFPA 70 - National Electrical Code NFPA 101 - Life Safety Code ABA- Architectural Barriers Act UFC4-010-01 - DoD Minimum Antiterrorism Standards for Buildings UFC 1-200-01 - General Building Requirements UFC 1-200-02 - High Performance and Sustainable Building Requirements.

UFC 1-300-09N - Design Procedures UFC 3-101-01 - Architecture UFC 3-301-01 - Structural Engineering UFC 3-520-01 - Interior Electrical Systems UFC 3-600-01 - Fire Protection Engineering

Italian construction standards and industry norms shall apply to all work items listed under par. 9.2 below and to all incidental/auxiliary work items, which are not explicitly mentioned but will be required.

9.2 Construction Work Items

9.2.1 Base Item 001: Replace Elementary gym floor and paint walls

9.2.1.1 Replace vinyl floor with new sports linoleum, paint walls and doors. Current flooring has holes and welded seams are lifting.

9.2.1.2 New sports linoleum flooring and baseboards shall be provided. Flooring shall be laid in sheets as large as possible and NOT in tiles, to reduce risk of tiles coming loose and causing a tripping hazard, as well as for easier cleaning. Color and pattern shall be accepted by customer. Linoleum flooring shall be non-slip, shock absorbing, gouge resistance, recovery from indentations high-traffic play approximately 4.6 mm thick. New flooring shall include floor marking layout for volleyball and basketball exactly like existing.

9.2.1.3 Work includes, but is not limited to, the following: Remove of existing flooring, and all baseboards including expert disposal. Grind and polish subflooring. Filling of deep blemishes with fast drying spackle. Base primer. Quick setting cement filling, thickness min. 2 mm. Second layer of quick setting cement filling in subareas.

9.2.1.4 Sheets shall be secured by manufacturer’s guidelines. Install baseboards similar to existing.

9.2.1.5 Paint lower (grey) portion walls in elementary gym and doors. Light fixtures, ventilation and fire safety equipment shall remain in place.

9.2.1.6 Contractor shall cover and protect all items to remain in place, to include but not limited to: fire alarm system and ventilation. Items must be protected from dust, and paint infiltration.

9.2.1.7 Wall padding, bulletin boards, dry erase board and room signage shall be removed prior to painting and reinstalled in exact location when painting is complete.

9.2.1.8 All surfaces shall be adequately prepared prior to painting/coating. Adequate surface preparation shall consist of removing dirt, splinters, loose particles due to peeling/cracking, grease, and other foreign matter and substances deleterious to coating performance as specified for each substrate before application of paint or surface treatments. Imperfections such as holes, scratches and cracks on surface to be painted shall be filled with suitable filler materials and sealed. Prior to application of new paint, all existing painted surfaces shall be lightly sanded/roughened.

9.2.1.9 Cleaning shall be coordinated broom clean and dust free before and during the application of coating material, so that dust and other contaminants will not fall on wet, painted surfaces.

9.2.1.10 Apply a coat of primer and paint interior walls with epoxy paint in accordance to manufacturer’s standards. Edges, corners crevices, welds and rivets must receive a film thickness equivalent to that of the adjacent paint surfaces.

9.2.1.11 Paint shall be thoroughly stirred and kept at a uniform consistency during application and shall not be thinned in excess of the paint manufacturer’s instructions. All finished surfaces must be free of runs, drips, ridges, waves, laps, brush marks, other imperfections and may not show any variations in color, texture and finish.

9.2.1.12 Prepare and paint all door frames in the gym; approximately 12 door leafs. Ferrous surfaces such as metal trim and doors shall be primed as described above and shall be painted with at least two coats of paint the color of which shall conform to previous or adjacent paint coats.

9.2.2 Base Item 002: Replace Weight room flooring and paint walls

9.2.2.1 Patch and paint wall, replace floor covering with interlocking high impact rubber flooring and install large mirrors on east wall.

9.2.2.2 Mirrors shall be 6 ft. (1830 mm) tall and installed at a minimum of 18 in (450 mm) above the floor. Mirrors must be made of break resistant materials.

9.2.2.3 Contractor shall assume the areas being repaired will be available during demolition and construction, however; the remainder of the building will be occupied and must remain operational. The main entrance must remain accessible to the extent possible. Contractor shall provide appropriate dust and sound control measures.

9.2.2.4 User is responsible in removing gym equipment.

9.2.2.5 Mechanical ductwork and diffusers shall be protected during demolition and construction that produces dust. In the event the ductwork is not protected, Contractor will be required to furnish and install new filters and clean the ductwork.

9.2.2.6 The Contractor shall remove existing flooring down to subfloor up to existing cabinets. Existing cabinets shall remain.

9.2.2.7 Contractor shall repair subflooring and prep floor for new rubber flooring per manufactures standards.

9.2.2.8 Certify the floor area is adequately prepped for installation of new materials via a statement to the COR.

9.2.2.9 Furnish and install interlocking high impact rubber flooring. Thickness shall not interfere with ABA “change in level” requirement.

9.2.2.10 Rubber flooring shall be appropriate to the facility and shall be capable of supporting the compressive loads of heavy sports equipment and shall be capable of withstanding dumbbells being dropped from approximately 1 meter.

9.2.2.11 Rubber flooring shall meet to DIN V 18032-2 v. 04/2001 Color and pattern shall be accepted by customer.

9.2.2.12 Contractor shall ensure adequate ventilation and aeration of the facility during installation of rubber sports flooring system in accordance with applicable material safety data sheets and/or manufacturer’s installation guidelines. Contractor shall also follow the accident prevention regulations and the guidelines of the Employers Liability Insurance Association and ensure appropriate arrangements for fire and explosion prevention are made. A respective insurance for this particular jobsite must exist. Although these items are covered under the Contractor’s coefficients, they are mentioned for important awareness and to ensure proper adherence to the requirement. In other words, the Government does not expect to see a line item in the proposal to cover this requirement.

9.2.2.13 Connection Joints shall be provided around the entire perimeter at walls and intersections of other built-in elements such as, but not limited to partition walls, stairs, ramp edges, etc. Connection joints shall consist of foam rubber as an infill under the mastic seam sealant. The permanently elastic material shall be compatible with these joints and the color shall be adapted to match the new flooring.

9.2.2.14 Furnish and install new baseboard at connection joints to conceal the connection joint. Baseboard shall be approximately 10 cm high with a hard insert coated with plastic and a wide rubber lip at the bottom.

9.2.2.15 Contractor shall ensure existing interior doors integrate with new flooring finishes. In other words, door swings shall not interfere with new flooring system.

9.2.2.16 Painting. Paint walls in weight room. Light fixtures, ventilation and fire safety equipment shall remain in place.

9.2.2.17 Contractor shall cover and protect all items to remain in place, to include but not limited to: fire alarm system and ventilation. Items must be protected from dust, and paint infiltration.

9.2.2.18 All surfaces shall be adequately prepared prior to painting/coating. Adequate surface preparation shall consist of removing dirt, splinters, loose particles due to peeling/cracking, grease, and other foreign matter and substances deleterious to coating performance as specified for each substrate before application of paint or surface treatments. Imperfections such as holes, scratches and cracks on surface to be painted shall be filled with suitable filler materials and sealed. Wall repairs shall match surrounding area finish so wall in uniform in texture when painted. Prior to application of new paint, all existing painted surfaces shall be lightly sanded/roughened.

9.2.2.19 Cleaning shall be coordinated broom clean and dust free before and during the application of coating material, so that dust and other contaminants will not fall on wet, painted surfaces.

9.2.2.20 Apply a coat of primer and paint interior walls with epoxy paint in accordance to manufacturer’s standards. Edges, corners crevices, welds and rivets must receive a film thickness equivalent to that of the adjacent paint surfaces.

9.2.2.21 Paint shall be thoroughly stirred and kept at a uniform consistency during application and shall not be thinned in excess of the paint manufacturer’s instructions. All finished surfaces must be free of runs, drips, ridges, waves, laps, brush marks, other imperfections and may not show any variations in color, texture and finish.

9.2.2.22 Prepare and paint door and door frame. Ferrous surfaces such as metal trim and doors shall be primed as described above and shall be painted with at least two coats of paint the color of which shall conform to previous or adjacent paint coats.

9.2.2.23 Contractor shall replace ceiling tiles in entire weight room same as existing. Samples shall be submitted to the COR for approval.

9.2.3 Site Cleaning

9.2.3.1 Upon work completion, the entire site and adjacent areas shall be thoroughly cleaned using suitable equipment and dedicated detergents. All dirt and debris shall be disposed of IAW the applicable local environmental regulations.
