By: Jason Manuel; URS Group, Inc.; ((512) 419-6189). On: Nov 08 2017. Forward request by email.

7214706 Environmental Solicitation Page 29 C.5.2 Key Personnel Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section C.5.2.1-C.5.2.12 lists the key personnel with minimum requirements. Section 6.1. and 6.2 lists "Mid Level" and "Junior Level" personnel, which partly matches the categories in C.5.2. However, some categories are added (Engineer, Chemist) and some are missing (Multi-Media Management Personnel).

Can we assume that all disciplines listed under "Key Personnel" should be available as mid-level and junior personnel.

According to C.6.2, Junior Personnel generally requires three years of professional experience, while some key personnel disciplines (e.g. Hazardous Materials/Hazardous Waste Management Personnel; Archaeologist) only require two years of professional experience. Can you confirm some of the Key Personnel disciplines require less experience than Junior Personnel?

By: On: Nov 08 2017. Forward request by email.

1-0 Evaluation For Information Only. All disciplines should be available at all levels, senior, mid, and junior-levels. Mid and junior-level staff need additional years of generalized experience. Senior staff need additional years of specialized experience such as experience with FGS or experience with hazardous waste management. These are very different experience requirements and generalized experience cannot be substituted for the required specialized experience. By: Candace Lotomau; NAU Contracting; (314- 570-2819) On: Nov 30 2017

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Requirements include being a "certified EPAS auditor." Is there a specific certification required? We are not aware of any certification courses offered by the government. Our senior staff has received company-internal EPAS training when external EPAS was performed with contractor support. Will junior staff (Multi-Media Management Personnel) with experience in internal EPAS support and on-the-job training provided by senior staff be accepted?

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Requirements include, besides 7 years of experience, an additional "two years as senior environmental scientist" and "two years as a senior engineer." Can you confirm that this refers to engineering tasks rather than an Engineering Degree as described in C.5.2.9.?

By: On: Nov 08 2017. Forward request by email.

Engineer Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

It is stated that "The Senior Environmental Engineer must have a B.S. college degree (...) or HN equivalent engineering certification (prefer registered engineer", and "Professional registration is recommended as a U.S.

requirement or the German certified engineer with a registered engineer equivalent".

Can you confirm/clarify that a German Engineer holding a "Diplom Ingenieur" degree is accepted as German Certified Engineer? No registration is required for professional engineers in Germany.

By: On: Nov 08 2017. Forward request by email.

1-0 Evaluation For Information Only. The recommendation is for a certified/registered engineer but as stated in the PWS "...in an environmental engineering specialty or HN equivalent engineering certification (prefer registered engineer)." A Diplom Ingenieur is to recognize the completion of a university/college degree. To be registered in Germany, a person needs to take additional courses which authorizes them to be listed on the government professional lists. 7214722 Program Management Solicitation Page 95 3.1 Evaluation Criteria, Org Chart Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

It is stated that "An organizational chart that clearly depicts a highly qualified on-site team supported by appropriate resources off-site and that clearly defines responsibilities will be rated more favorably..." On page 29, (C.5, Personnel) it is stated that on-site requirements will vary for each task order. Also, the Organizational Chart requirements listed on page 87 (Section 4.1) do not include the requirement to show on-site and off-site personnel, but to show the position and location of each person. Usually, contractor staff is assigned to a home office and then assigned temporarily to a government site on a Task Order Base.

Can you confirm the organizational chart shall distinguish between on-site and off-site staff, in addition to the disciplines, location, and communication lines?

By: On: Nov 08 2017. Forward request by email.

1-0 Evaluation For Information Only. As stated, the management plan will be evaluated including the organization chart.

An organizational chart that shows the lines of authority and communication for the execution of this MATOC and any subsequent task orders awarded under the MATOC, clearly showing the lines of authority of the Offeror's Project Manager, and all Joint Venture Partners and Key Subcontractors; when applicable.

The organization chart should show communication in a precise and logical manner, including all offices
