About this file
This document contains an amendment to a solicitation for the procurement of three lifting skids. The amendment adds a question and answer section to clarify requirements. The U.S. Army Corps of Engineers Saint Paul District is seeking lifting skids equipped with a galvanized steel skid base, rigid overhead rigging beam, and two load rated stainless steel swivel hoisting points. Each skid must be no larger than 96 inches by 54 inches and no smaller than 95 inches by 53 inches. The overhead beam must be oriented lengthwise 71 to 72 inches above the skid base. All steel components must be entirely galvanized and painted safety yellow. The flat skid base requires a bolt hole pattern for securing pumps. Fork pockets must also be included. Lifting skids must each have a minimum 10,000 pound load rating and meet applicable lifting standards. Manufacturing drawings and load certifications are required. Delivery must be made by August 1, 2024 to the specified Corps of Engineers facility in Fountain City, Wisconsin.

The following have been modified:
QUESTIONS & ANSWERS
Amendment 0001 Q1. We would like to use hollow tube for the vertical lifting posts that will bolt to the skid base and be welded to the lifting bar assembly, and also for fork tubes which will help support the entire structure. These will be fully open on both ends ensuring full drainage and galvanization. These are both for structural integrity design preferences over flat bar and channel. Can these be approved deviations from your spec sheet?
A1. If all ends are fully open to prevent the water from being trapped and ensure galvanizing reaches those surfaces, that is acceptable construction method.
Q2. Is the 10,000 lb WLL for each individual lifting eye or for both eyes combined?
A2. The 10,000 lb WLL is the desired capacity of the entire skid and therefore is the needed rating of both eyes combined.
Q3. Can you approve welded lifting eyes and stainless steel shackles in place of the stainless steel swivel eyes?
We’re looking at simplification and cost reduction here, as the swivel eyes are quite costly if the infinite lifting eye angles are not required for achieving proper sling angles.
A3. It is acceptable to go with the stainless-steel shackles. The concern is that the bearings in the swivel eyes are going to be submerged therefore requiring regular replacement. In this application, either a hole in the beam for the shackle pin OR a fixed lifting eye assembly that bolts onto the rigging beam is acceptable. Either of the above outlined picking point options can be used in conjunction with the stainless shackle.
Q4. What is your required clearance from the skid floor to the bottom of the lifting bar?
A4. Skid floor to bottom of the beam dimension is 72” as stated in SOW. I see that there could be confusion on this after looking at the supplied drawing as it shows what looks like 72” from the ground to the bottom of the rigging beam. The correct dimension is 72” from the skid floor to bottom of rigging beam.
Q5. Do you have an overall height restriction from ground to the absolute top of the platform lifting bar?
A5. Yes, 84” from ground to beam.
Q6. In regard to your given skid dimensions LxW, is there any leeway beyond the 1” min/max difference to allow for the lifting posts bolting to the base, and some structural pockets we intend to use for securing the posts to the base? Furthering this question, are you limited to the 96” x 54” as a maximum footprint due to spatial constraints, and the 95” x 53” as a minimum skid footprint allowing accommodation of all your various pumps?
A6. 96” x 54” MAX is a spatial constraint. All skid components shall fit inside this dimension. The skids can not be larger than this due to the size of the concrete sumps in the floor of the lock chambers. These skids are being sized exactly to fit within those sump walls while also being as large as possible to accommodate the various possible pump configurations. We need the most leeway there possible as it directly affects dewatering capabilities when in operation. To allow for rigid brackets and hardware by the builders, we will increase the min/max difference to 3”. The resulting new minimum dimension of the skid base is 93” long x 51” wide.
Q7. Do you have a maximum distance preference from the ground to the skid floor? We are planning on an I-beam frame, W8x18 with ½” plate as our preferred base/floor design. I’m not sure if your objective is to get the pumps down in the muck as close to the river bottom as possible or if you have some leeway here.
A7. 4” max skid base thickness. This is ample room to allow for fork pockets. The base need be only as thick as necessary to house the fork pockets & meet the load rating of 10,000 lbs. As stated above, our overall lifting skid height should be under 84”. We need to keep the overall height to the picking beam as low as possible to ensure personnel won’t require the use of ladders when rigging the skid during crane operations. With 72” between the skid floor and the bottom of the rigging beam, that only leaves 12” of height to be consumed by rigging beam and base. 4” max base height leaves 8” for rigging beam height.
Amendment 0002
Q8. For a 10,000 lb. WLL we prefer to dedicate more room for both the floor and the lifting beam design.
A8. This is a custom build for a specific purpose. The dimension specifications and 10,000 lb weight rating must be adhered to meet the needs of the equipment application.
Q9. In regard to the height of the lifting beam: we can eliminate the use of a ladder to reach the beam connection to load line by the use of a two-leg wire rope sling assembly with master link. This will lower the height required to attach to the load line to the height of the master link in a resting position. The length of the two-leg sling can provide the safe height. The wire rope can be stainless if required. Is this acceptable?
A9. The rigging arms attaching the rigging beam to the skid floor must be rigid in design. Wire rope configurations are not allowed. This specification shall be adhered to as the entire assembly will be attached under the waterline by divers and rigid rigging on the assembly is required in this application.
Q10. In regard to the floor: to achieve a safe design for the 10,000 lb. capacity we prefer to design with a beam structure, as tube is unusable for this frame in this application. This will will make the floor taller than 4”. Is this acceptable?
A10. The floor base height may not exceed 4” in the provided design. The pumps need to be rigged on the skid as low in the pumping sump as possible in our application of this equipment.
Q11. I believe the original lifting platforms transferred much of the weight forces into the pump housings, which appear to be bolted to both the floor and the lifting beam. I do not believe this is the case with the new proposed design. All load will be carried by the platform floor, transferred into the lifting arms and lifting beam. Do I understand this correctly?
A11. Yes, all load will be carried by the platform floor and transferred into the lifting arms to the lifting beam.
Q12. Within the dimensions allowed it is going to be hard to get anything for the lifting beam structure that is designed to be removable/pinnable at only 1.5” on each side. It certainly will have little to no integrity in side loading and will easily bend if done so. Vertical pull only would be fine, as that is just a product of cross-sectional area. This is where we had originally planned on 3” square steel tube for the lifting posts.
A12. The dimensions provided are the MIN/MAX specifications for the skid floor. All components of the assembly must fit withing the Maximum dimension to fit inside the rectangular concrete pumping sumps the equipment will be used in. The lifting skid floor outside dimensions must meet the Minimum dimensions in size. The lifting arms may be extended inward inside the specified footprint as necessary to be appropriately sized for the load. We understand that to size them appropriately, the arms attachment locations will need to be recessed into the skid footprint.
Q13. Is there any way to gain more space for the vertical lifting posts of the pinned on lifting beam structure?
A13. No there is not. Four inches (4”) are allowed for skid base ground to top of skid floor height. Skid floor to bottom of lifting beam must be seventy-two (72”). Overall height of entire assembly cannot exceed eighty-four (84”) from ground to the top of lifting beam.
Q14. Q7 and A7 state that the thickness is 4" max, is that the framing height? also, does the skid need a steel plate on it or is an open-top okay as long as it meets the requirements stated in A7?
A14. 4” max is from the ground to the top of the base. Any design that allows that as long as it can be picked with fork truck. We didn’t outline exactly how the fork pockets are accomplished, just that the skid have them and max skid base thickness is 4”. The floor of the base should be steel plate and we specified that it have a pattern of drilled holes in the SOW to allow for mounting different pump configurations. It should not be open areas as the originals were.
