About this file
This document contains an amendment to a solicitation issued by the U.S. Army Corps of Engineers Engineering District St Paul for the procurement of three lifting skids for dewatering pumps. The amendment modifies the statement of work to change material requirements from square or pipe steel stock to fully open materials to prevent water from being trapped, updates dimensions and measurements, and removes a painting requirement. It also adds a question and answer section to clarify specifications around material type, dimensions, load ratings, and configurations for the lifting skids and their components. The solicitation seeks lifting skids constructed of galvanized steel with an overhead rigging beam and lifting points, to be delivered by August 1st, 2024 to the specified address in Fountain City, WI. The amendment provides additional details on acceptable materials, dimensions, and configurations for the skids and their components to meet the needs of dewatering pump operations.

QUESTIONS & ANSWERS
Q1. We would like to use hollow tube for the vertical lifting posts that will bolt to the skid base and be welded to the lifting bar assembly, and also for fork tubes which will help support the entire structure. These will be fully open on both ends ensuring full drainage and galvanization. These are both for structural integrity design preferences over flat bar and channel. Can these be approved deviations from your spec sheet?
A1. If all ends are fully open to prevent the water from being trapped and ensure galvanizing reaches those surfaces, that is acceptable construction method.
Q2. Is the 10,000 lb WLL for each individual lifting eye or for both eyes combined?
A2. The 10,000 lb WLL is the desired capacity of the entire skid and therefore is the needed rating of both eyes combined.
Q3. Can you approve welded lifting eyes and stainless steel shackles in place of the stainless steel swivel eyes?
We’re looking at simplification and cost reduction here, as the swivel eyes are quite costly if the infinite lifting eye angles are not required for achieving proper sling angles.
A3. It is acceptable to go with the stainless-steel shackles. The concern is that the bearings in the swivel eyes are going to be submerged therefore requiring regular replacement. In this application, either a hole in the beam for the shackle pin OR a fixed lifting eye assembly that bolts onto the rigging beam is acceptable. Either of the above outlined picking point options can be used in conjunction with the stainless shackle.
Q4. What is your required clearance from the skid floor to the bottom of the lifting bar?
A4. Skid floor to bottom of the beam dimension is 72” as stated in SOW. I see that there could be confusion on this after looking at the supplied drawing as it shows what looks like 72” from the ground to the bottom of the rigging beam. The correct dimension is 72” from the skid floor to bottom of rigging beam.
Q5. Do you have an overall height restriction from ground to the absolute top of the platform lifting bar?
A5. Yes, 84” from ground to beam.
Q6. In regard to your given skid dimensions LxW, is there any leeway beyond the 1” min/max difference to allow for the lifting posts bolting to the base, and some structural pockets we intend to use for securing the posts to the base? Furthering this question, are you limited to the 96” x 54” as a maximum footprint due to spatial constraints, and the 95” x 53” as a minimum skid footprint allowing accommodation of all your various pumps?
A6. 96” x 54” MAX is a spatial constraint. All skid components shall fit inside this dimension. The skids can not be larger than this due to the size of the concrete sumps in the floor of the lock chambers. These skids are being sized exactly to fit within those sump walls while also being as large as possible to accommodate the various possible pump configurations. We need the most leeway there possible as it directly affects dewatering capabilities when in operation. To allow for rigid brackets and hardware by the builders, we will increase the min/max difference to 3”. The resulting new minimum dimension of the skid base is 93” long x 51” wide.
Q7. Do you have a maximum distance preference from the ground to the skid floor? We are planning on an I-beam frame, W8x18 with ½” plate as our preferred base/floor design. I’m not sure if your objective is to get the pumps down in the muck as close to the river bottom as possible or if you have some leeway here.
A7. 4” max skid base thickness. This is ample room to allow for fork pockets. The base need be only as thick as necessary to house the fork pockets & meet the load rating of 10,000 lbs. As stated above, our overall lifting skid height should be under 84”. We need to keep the overall height to the picking beam as low as possible to ensure personnel won’t require the use of ladders when rigging the skid during crane operations. With 72” between the skid floor and the bottom of the rigging beam, that only leaves 12” of height to be consumed by rigging beam and base. 4” max base height leaves 8” for rigging beam height.

SCOPE OF WORK
Scope of Work – Dewatering Pump Flat Lifting Skids (3)
1. Project Description
The Saint Paul District of the U.S. Army Corps of Engineers (USACE) has issued this solicitation for the procurement of three (3) lifting skids for dewatering pumps for the St. Paul District Corps of Engineers – Maintenance & Repair section in Fountain City, WI.
2. Project Scope Statement
The current units have deteriorated past a repairable condition. This project is meant to supply all the major components necessary to replace the current units. The Maintenance & Repair section will remove the pumps from the old lifting skids and reinstall the pumps on the new skids. Delivery is to be no later than August 1st, 2024.
3. System Components
Specifications for each dewatering pump lifting skid assembly shall be:
Flat lifting skid shall be constructed of steel (no stainless or aluminum) and be equipped with fixed rigid steel rigging assembly that holds up the overhead rigging beam.
The skid and rigid steel rigging may be made of square or pipe steel stock, however, these material types can hold water and suffer freeze damage during winter operations.
All ends must be fully open to prevent the water from being trapped and ensure galvanizing reaches those surfaces.
The rigid steel rigging shall include an overhead rigging beam (which matches the overall length of the skid) equipped with two stainless steel load rated swivel hoisting points located 24” in from each end of the overhead rigging beam. Stainless steel shackles may be used provided they utilize either a hole in the beam for the shackle pin OR a fixed lifting eye assembly that bolts onto the rigging beam.
The overhead rigging beam shall have ¾” holes drilled every 6 inches on center along its length to enable top mounting bracket installations of various pump assembly configurations.
All steel components of the lifting skid and rigging assembly shall be entirely galvanized.
The flat lifting skid base design shall include a uniform bolt hole pattern grid of 3/4” bolt holes, 12” on center, across the entire area of the base to allow for securing various pump configurations.
The flat lifting skid design shall include fork pockets in the base for moving the skid with a fork truck.
The steel lifting skid and rigging assembly shall be no larger than 96” long by 54” wide and no smaller than 93” long by 51” wide to allow for rigid brackets and hardware; and the platform shall not have side walls to allow water and debris to flow off it when being pulled from the water (see attached drawing). 84” maximum overall height from ground to top of rigging beam.
The rigid steel overhead rigging beam shall be orientated the long way over the skid base no higher than 72” and no lower than 71” high from skid floor to bottom of rigging beam (see attached drawing).
The flat lifting skid, rigid steel rigging assembly, and the picking points shall all be load rated for no less than 10,000 lbs. and load tested to 125% of load to include certification documentation with delivery.
All lifting skid and rigging assembly components must meet ASME B30.20 standards for below-the-hook lifting devices as well as BTH-1 Design for Below the Hook Standard and must also be designed and stamped by a Professional Engineer (PE).
Manufacturing drawings and documentation of load ratings shall be provided for each separate lifting skid and rigging assembly.
The lifting skid and rigging assembly shall be labeled with the empty skid weight, load capacity, manufacturer model number, and manufacturer serial number.
