SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0005

The following changes have been made to the specifications and are described below and/or shown in attachment “Amendment 0005 Specification Changes.pdf”.

Item 1: Specification Section 01 00 00.00 13 GENERAL, paragraph 3.6 SOIL BORING DATA is deleted from the specification section.

Item 2: Soil Boring Logs 22-36M and 22-37M are added to the attachments to Specification Section 01 11 00

SUMMARY OF WORK.

Item 3. Specification Section 03 70 00 MASS CONCRETE, paragraph 3.2.2.7, Concrete Lifts, has the following sentence added to the end of the paragraph, “The Contractor has the option to submit an alternate lift plan that conforms to the requirements of the approved thermal control plan for Government Approval.”

Item 4. Specification Section 03 70 00 MASS CONCRETE, paragraph 3.4.7, Cold Weather Protection, sub paragraph c., the last sentence is deleted and replaced with the following, “After five days forms and insulation on vertical surfaces may be removed for periods not to exceed 4 hours in a 24 hour period to allow forms to be move, and insulation on horizontal surfaces may be removed for periods not to exceed 8 hours in a 24 hour period to allow reinforcement to be installed, insulation to be installed, lift joints to be prepared, etc. provided that suitable precautions are taken to prevent the concrete from being subjected at any time to ambient air temperatures of 20 degrees F or below, or subjected to (in contact with) water which is colder than 33 degrees F.”

Item 5: Specification Section 09 96 00 HIGH PERFORMANCE COATINGS is deleted from the specification in its entirety.

Item 6. The current specification section 09 97 02, PAINTING: HYRDAULIC STRUCTURES, is deleted and replaced with the attached version.

Item 7. Specification Section 31 23 20 UNDERWATER EXCAVATION, paragraph 3.1.4.1 Backfilling, has a new sub paragraph a. added as follows, “Spread each layer uniformly on an acceptable soil surface. Underwater placement shall be in layers of approximately equal thickness spread across the entire structure. Fill above water shall be placed in uniform lifts spread across the entire structure with a maximum uncompacted lift thickness of 8 inches.

Each lift of fill placed above water shall be compacted by three passes of hand operated compactors, or other approved equipment.”

Item 8. Specification Section 31 23 20, paragraph 3.1.6 Disposition of Excavated Material, the 2nd sentence has been revised to state, “Excavated Rip Rap may only be used when restoring the underwater excavation outside the sheet pile to pre-construction elevations after construction. No excavated Rip Rap will be allowed for the placement of Launchable Rip Rap.

Plan sheets SD102, S-303, S-305, and S-308 are hereby removed and replaced with the sheets in document “Amendment 0005 Plans Changes.pdf”.

The following is a list of the Vendor submitted questions and the responses:

Q - Note 7 on sheet SD-102 says to base contractors bid on 267.6 SF for partial depth concrete repair, but says that it is not to exceed 561 SF. Does the government want the contractor to bid 267.6 SF of repair or 561 SF? Please advise.

A – Use 561 sq ft for basis of the bid

Q - Please provide the type of coating required for the sheet pile. Specification 09 97 02 seems to be missing this information.

A – See Amendment #5, specification section 09 97 02, PAINTING: HYRDAULIC STRUCTURES.

Q – Please confirm that steel H-Piles do not require coating and are to be furnished and installed bare.

A – Steel H piles will not require coating

Q – For the bolted connections of the Z-Sheet Pile to the cell, please confirm that the 1" bolts shown in details A7 & G7 on drawing S-504 should be installed to the spacing indicated from top of sheet pile to near mudline. G7 Span of this connection would be from ELE 662 to ELE 648 & detail A7 would be from ELE 657 to ELE 648.

A – Detail G7 bolts run from EL 648 to EL 662. Detail A7 bolts run from EL 648 to EL 657.

Q – Please confirm that the void between z-sheet pile and flat sheets is to be filled with compacted dredge material to elevation 662, and then filled with concrete to elevation 672. A note on S-103 calls this area out as stated, however Detail A-13 on drawing S-305 shows compacted dredge material in the void between the guide wall and sheets, and concrete being placed between z-sheets and flat sheets from ELE 647 to 672. It is our interpretation that compacted dredge material would be placed in the void between the z-sheets and flat sheets from 647 to 662, and the void between guide wall and z-sheets from 656 to 662, then concrete placed in these areas up to 672 with the rest of the cell. Please clarify.

A – Void between Z sheet pile and flat sheets to be filled with compacted dredge material from EL 647 to EL 662.

Then concrete from EL 662 to EL 672. Void between existing guide wall and Z sheets to be filled with compacted dredge material from EL 656 to EL 662

Q – Is there shore power available for the contractor to use during this project? If so, what is the spec on the power that is there?

A – See specification section 01 50 02.00 13 paragraph 1.5.1 Temporary Electrical Facilities.

Q – Will the existing condition of the path along the fence allow for concrete trucks to be driven on?

A – Per note #7 sheet G-101 area behind the existing guidewall can be used as a staging area and should allow for concrete trucks to be driven on

Q – Is a helper boat needed if the project is not within the navigational period?

A – See specification section 01 14 00.00 13 paragraph 3.2 Defined Non-Navigation Season, 3.4 Navigation Notice,

3.5 Allowable Outages During Navigation Seasons, 3.8.1 Navigation Assistance, 3.8.1.1 Helper Boat Availability, and

3.8.1.2 Minimum Helper Boat Requirements.

Q – Can you please provide a weight capacity for the area above the sewer line.

A – See Note 7 on Drawing G-101

Q – Drawing details A1/S-303 and C1/S-308 show Normal Lower Pool EL 659.70'; however, Reference Sheet Number 1 of 7 of the Hydrologic Information (Page 5 of 11 of REFDWGS+ Pt3) shows daily tailwater elevation hydrographs from 2011 to 2021 with water levels that appear to be normally above EL 659.70', and actually ranging from EL 660' to EL 671'. Please clarify this discrepancy, and please define what water level the Contractor is supposed to assume for bidding and construction.

A – There is a discrepancy in the drawings, the Normal Lower Pool EL should be 659.59 feet (not 659.7 feet), see Amendment #5 for correction. This is the typical non-flood assumed design elevation. Lock and Dam 4 tailwater is not managed to a specific elevation and will vary depending on the hydrologic conditions. The hydrographs on Page 5 of 11 of REFDWGS+ Pt3 are accurate and should be referenced as they give 10 years of historic data.

Q – What loading is allowed on the guidewall infill for equipment or material staging?

A – See Note 7 on Drawing G-101

Q – How much notification time will be provided to the contractor for helper boat utilization or lock opening in general?

A – Identification of barges approaching lock will come from contractor utilizing MarineTraffic.com (a web site for tracking tow boats). Also, by getting a brief from the lock staff before the start of the workday. Also, see specification section 01 14 00.00 13 paragraph 3.2 Defined Non-Navigation Season, 3.4 Navigation Notice, 3.5 Allowable Outages During Navigation Seasons, 3.8.1 Navigation Assistance, 3.8.1.1 Helper Boat Availability, and

3.8.1.2 Minimum Helper Boat.

Q – Are there limitations on barge locations that are allowed or not allowed? Are barges allowed to stay in place adjacent to the work area overnight, weekends, or times of no work?

A – All barges must be located out of the navigation channel (when not in use) or when commercial traffic is approaching. Lock 4's Auxiliary lock and I-wall can be utilized for parking if needed.

Q – Please confirm work limits are greater than 25' from the closest railroad.

A – See specification section 01 14 00.00 13 paragraph 3.11 Railroad Coordination.

Q – Can barges be launched and loaded from the guidewall parking lot at the end of Cedar St? Are there any load limitations on the parking lot and guidewall?

A – See Note 7 on Drawing G-101. See also SECTION 01 50 02.00 13, TEMPORARY CONSTRUCTION FACILITIES.

Q – Is there a work sequence requirement regarding the removal & replacement of end wall concrete and the Z-sheet pile installation, or can these scopes occur in any order?

A – In accordance with section 01 00 00.00 13 paragraph 3.2.1 General. "It shall be the responsibility of the Contractor to schedule and execute the work, incorporating the necessary requirements set forth in these specifications. The Contractor shall develop and submit a schedule in accordance with Section 01 32 01.00 13 PROJECT SCHEDULE and CONTRACT CLAUSE: 52.236-15 SCHEDULES FOR CONSTRUCTION CONTRACTS.

Q – Is there a work sequence requirement regarding the sequence of the piling (Z-pile, PS31 pile, H-pile), or can the different types of piling be installed in any order?

A – See specification section 01 11 00 Summary of Work, paragraph 1.2.1 Project Description

Q – Is there a reason that Conc. Lift 2 is 5.5' high and Conc. Lift 3 is 4.5' high, when all other lifts are 5' high?

A – See Amendment #5, specification section 03 70 00 Mass Concrete, paragraph 3.2.2.7 Concrete Lifts.

Q – Please provide load restrictions of the land adjacent to the lower guide wall. Will the government permit use of this area for construction equipment? (i.e. cranes, pump trucks, etc.)

A – See Note 7 on Drawing G-101

Q – Should bidders include sales tax on permanent materials on this solicitation, or is this solicitation exempt from sales tax on permanent materials?

A – See FAR 52.229-3 (h) Federal, State, and Local Taxes

Q – Per spec section 03 70 00 concrete placed that is less than 30 days in age shall receive insulation that provides an R value not less than 2 hour square foot degree Fahrenheit per BTU, and insulation shall remain in place until temperatures exceed 40 degrees or the concrete becomes older than 30 days. Does this apply to both above and below water concrete placements?

A – See Amendment #5, specification section 03 70 00 Mass Concrete, paragraph 3.4.7 Cold Weather Protection and 3.4.8 Special Temperature Controlled Concrete Protection.

Q – Does concrete that uses Portland II cement have to cure for 10 days prior to receiving the next lift of concrete on top of it, or can additional lifts be placed once concrete has reached a certain percentage of design strength? If so, please specify the percentage or particular amount of time before the contractor can place the subsequent lift of concrete.

A – See specification section 03 70 00 Mass Concrete, paragraph 3.4.1 Curing Time, 3.4.2 Moist Curing, Protection, 3.4.2.1 Determination of Length of Moist Curing Based on the Maturity Method, and 3.4.8.2 Termination of Thermal Controls and Temperature Monitoring.

Q – The paint schedule for the Hydraulic structures is blank. Please provide desired paint system.

A – See Amendment #5. Paint schedule in Section 099702 Paragraph 3.5 is complete for all steel that would be submerged.

Q – Will AISC Complex Coating Endorsement 2 be accepted for shop painted components?

A – Yes.

Q – Respectfully, can the bid date be extended 1-2 weeks.

A – This amendment extends the bid due date.

Q – Is the new gage house cast in place or precast?

A – See Note F3 on Drawing S-001

Q – How many trains can be expected per day on the adjacent track?

A – Unknown, but frequent

Q – Will railroad insurance be required for this project?

A – See specification section 01 14 00.00 13 paragraph 3.11 Railroad Coordination.

Q – Drawing G-101 shows borings 22-36M and 22-37M in the work area. Can these boring logs be provided?

A – See Amendment #5, Specification Section 01 11 00 SUMMARY OF WORK

Q – Z-sheets Specification requires minimum section modulus with Sx=31.0 in^3/ft and sheet width of 18 in. PZ-27 appears to be the intended Z-sheet option, and the only readily available sheet with 18 in width, but PZ-27 has an elastic section modulus of only Sx=30.2 in^3/ft. Please advise if PZ-27 is allowed.

A – Use of PZ-27 sheet piling is acceptable per the original structural design

Q – Are sheet pile coatings required for both Z-sheet piles and the PS31 sheet piles? Please clarify if both sides and all sheet piles require coatings, or only certain sides of certain sheet piles?

A – 6-A-Z coal tar epoxy per Specification Section 099702 Paragraph 3.5 will be required on both faces of both PZ27 and PS31 sheet piles

Q – What modifications will be required to the sheet pile coatings prior to installation of the MC13x50, cover plate, and armor plate? Are coatings required on the MC13x50, cover plate, and armor plate, or are these to remain bare steel?

A – See Amendment #5, specification section 09 97 02, PAINTING: HYRDAULIC STRUCTURES.

Q – Drawing SD102, Note 7 states "Contractor's base bid for partial depth concrete repair shall be based on a quantity of 267.6 Sq. Ft.". A minimum depth of four inches is listed in Note 5. What depth is to be assumed for Contractor's base bid?

A – Note 7 lists the size of the area in square feet. Note 5 lists the depth in inches. The bidder should base their bid on those dimensions.

Q – Is a turbidity barrier required around the work and barge spudding?

A – See Specification Section 01 57 20.00 13 paragraph 3.2.3 Erosion and Sediment Controls.

Q – Regarding drawing S-304, it is our interpretation that plug welds (Note #1) are needed at 4" vertical spacing only in the 1'-3" space between armor plates. Please verify if this is correct or provide the quantity of plug welds required per each MC13x50.

A – The plug welds are needed only in the 1' - 3" space between armor plates.

Q – What are the compaction requirements for "compacted dredge material " shown on drawings S-103 and S- 305?

A – See Amendment #5. Specification Section 31 23 20 UNDERWATER EXCAVATION, paragraph 3.1.4.1 Backfilling.

Q – Drawing J7 on S-303 shows #9 rebar in the area between the Z-sheet piles and the PS31 sheet piles. Please clarify the plan extents and elevation extents of the #9 bars.

A – Plan extent of the #9 horizontal bars shall be perimeter length of the fillet areas along face of Z sheet piling.

Vertical extent of the #9 bars shall be from EL 658.00 to EL 671.75 with a 1'-7" long standard 90 degree end hook.

Q – Drawing S-601 shows 2 H Piles without pile numbers between the Z-Sheet Piles and the PS31 Sheet Piles.

Please clarify if these 2 piles should be included in the Steel H Piling bid quantity. The Steel H Piling bid quantity is listed at 4,407 LF, but this does not appear to match our takeoff quantity from the drawings of 4040 LF (4040 LF = 50 piles x 80 LF/ea + 4 test piles x 10 LF/ea additional length). Please verify the Steel H Piling bid quantity.

A – Steel H piles in between the Z sheet piles and PS31 sheet piles shall be included. For total quantity assume 4320 LF which is ( 50 piles plus 4 test piles ) x 80 ft.

Q – Regarding Drawing Section J1/SD102, the drawing says Not To Scale and it is unclear on the demolition lengths, and the monolith joint and observed crack are not labeled. What are the plan extents of the demolition corresponding to each Section A1/S-309 and Section A7/S309? Does the vertical line drawn on J1/SD102 between Section Labels A1/S309 and A7/S309 correspond to the monolith joint or the observed crack?

A – See A1 on Drawing SD102 for more information.

Q – Specification section 03 70 00, part 3.4.7 paragraph D. states that the first 6 feet of all steel protruding from insulated concrete shall be insulated with material having an R value as stated. Please specify what steel this would apply to; would this include each H-Pile to insulated within 6' of each concrete lift? Would all dowels need to be insulated? Would this insulation get cast into the next lift of concrete or removed prior to placement?

A – See Amendment #5, Specification Section 03 70 00 MASS CONCRETE, paragraph 3.2.2.7, Concrete Lifts.

Q – Specification Section 09 97 02 – Painting: Hydraulic Structures, Paragraph 3.5 Painting Schedules appears to be missing. Please provide the required painting schedules.

A – See Amendment #5, specification section 09 97 02.

Q – Please confirm that it is the government's intent to let each lift of concrete cure a minimum of 10 days prior to placing an additional lift of concrete within the end cell per specification section 03 70 00 paragraph 3.4.1. This cure time will cause significant costs pushing construction outside of the navigational closure thus requiring a helper tug.

A – See Amendment #5, Specification Section 03 70 00 MASS CONCRETE, paragraph 3.2.2.7, Concrete Lifts.

Q – Is it the intent of the government to have the contractor apply insulation measures in accordance with specification section 03 70 00 paragraph 3.4.7 for all mass concrete placements on this project that are above and below water? For placements that seem to be nothing more than a seal pour this adds excessive cost to this project.

A – See Amendment #5, Specification Section 03 70 00 MASS CONCRETE, paragraph 3.4.7, Cold Weather Protection.

Q – Please confirm the availability of the helper boat. Does the government intend that having a helper boat available means to have the boat on-site and staffed with 1 pilot and 1 deckhand 24 hours per day, 7 days per week?

A – See specification section 01 14 00.00 13 paragraph 3.2 Defined Non-Navigation Season, 3.4 Navigation Notice,

3.5 Allowable Outages During Navigation Seasons, 3.8.1 Navigation Assistance, 3.8.1.1 Helper Boat Availability, and

3.8.1.2 Minimum Helper Boat

Q – Specification 31 23 20 states that excavated rip rap may be used to place outside the sheet pile to restore elevations after construction. Does the government want the contractor to assume that the excavated rip rap meets the requirements stated within specification 35 31 19 for placing rip rap in the areas indicated on drawings C-101? Or would reusing excavated rip rap only be used in that may require restoration outside of the areas on C- 101?

A – See Amendment 5 Specification Section 31 23 20, paragraph 3.1.6 Disposition of Excavated Material.

Q – Regarding Section J1 of S-305, it shows a cut out of the top corner of the existing foundation to install the 2' slab and drilled and epoxy grouted #6 bars. This demolition is not detailed in the demolition drawings . Please clarify if this section of concrete needs to be removed.

A – See Amendment #5, SD-102 A11

Q – Regarding Section J1 of S-305, what is the spacing or quantity of the drilled and epoxy grouted #6 bars?

A – See Amendment #5, S-305, J1.

SECTION 00 70 00 - CONDITIONS OF THE CONTRACT

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) -

ALTERNATE I (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than December 31, 2024.
